본 연구는 사교육 전반에 관한 조사를 바탕으로 사교육 현황에 대해 알아보고 사교육의 문제점 및 정부의 경감 대책 분석을 통해 향후 사교육 영향 감소 방안을 제안하고자 하였다. 이를 통해 공교육 활성화를 도모하기 위한 대안 및 제도적 개선점을 마련하고자 하였다. 사교육의 가장 큰 문제점은 맹목적인 경쟁으로 인해 학생과 학부모, 그리고 교육적 구조 모두 서로가 피해자이면서 동시에 가해자가 된다는 것이다. 특히 명문대 진학을 위한 사교육은 제로섬 게임(zero-sum game)의 성격이 짙다. 즉, 내 자식만 잘되면 된다는 식의 이기적 심리가 배후에 깔려 있다. ‘나는 싫은데 남들이 모두 다 하니까 안할 수 없다’는 집단적 주술 형태로 변질되고 있다. 그동안 발표된 정부의 ‘사교육비 경감 대책’은 학교교육의 경쟁력을 높이면서 교육 관계자들 사이의 신뢰를 회복하는 것만이 사교육 문제의 근본적인 해결책이라는 결론에 도달하였다. 이를 위한 정책방향으로는 학교교육의 질 향상을 위한 우수교원 확보 및 수준별 교육 강화, 학교생활기록부의 신뢰성을 높여 내신 중심의 대입 선발을 통한 고교교육의 정상화 유도 등을 들 수 있다. 이와 더불어, 학벌 중심의 사회 제도와 문화 의식의 변화를 추진하는 것이 중요하였다. 공교육의 책무성을 강화하고 학벌(學閥)이 아닌 학력(學力)을 인정하는 사회, 학부모의 이기적인 교육열과 학생들 사이의 맹목적인 경쟁을 넘어서서 더불어 함께 살아가는 사회 문화를 형성하는 노력이 절실히 필요하겠다.

This study was explored the private status, based on a survey of the entire private education was to propose a future impact reduction measures through analysis of problems of private education and reduction countermeasure of private education. Through this study was to establish an alternative to promote public education and institutional improvements enabled. The biggest problem with private education students and parents due to the blind competition, and at the same time is that all the perpetrator is the victim while another educational structure. Meanwhile, the government announced a 'private education mitigation measures', and reached the conclusion that the fundamental solution of the problem is simply that restore confidence between school authorities while increasing the competitiveness of school education.
