본 연구는 한국의 다문화사회 진입에 따라 지역 현장에서 외국인을 포함한 국민의 인권문제에 직면하는 복지인력 특성, 인권태도와 문화적 역량의 관계를 파악하기 위하여 수행되었다. 이를 위하여 사회복지관에서 다문화 관련 업무를 담당하는 사회복지사 273명을 대상으로 인권태도와 인권교육 및 문화적 역량의 관계를 탐색하고자 하였다. 연구 결과, 사회복지사의 인권태도에 유의한 차이를 나타내는 변인은 성별과 학력, 직위로 나타났다. 또한 인권교육 경험이 있는 대상자의 평균이 인권교육 경험이 없는 대상자 보다 높고, 문화적 역량의 경우 학력과 직위가 유의한 요인으로 나타났으며, 회귀분석 결과 인권교육 경험과 인권태도가 높은 사회복지사일수록 문화적 역량이 높게 나타나고 있음을 밝혔다. 이에 다문화 인구 집단에 대한 인권관련 업무를 담당하고 있는 복지인력들의 인권관점에 대한 이해 및 인권태도와 문화적 역량 증진을 위한 인권교육 방안을 제언하였다.

This study aims to explore relationship of attitude of human right, Cultural Competence and human right education of welfare workers who engage in human right problem of people including foreigners at the community as Korean society enters into a multicultural society. For this purpose, I examined the relationship of attitude of human right, human right education and Cultural Competence of 273 social workers who were in charge of multicultural works at social welfare center.
As a result of study, Cultural Competence was found to be high in social workers who have high attitude of human right and experience of human right education. Sex, school education and position are the variables that have significant difference on attitude of human rights of social workers. In addition, average of people with education on human right was higher than that of people with education on human right. School education and position were found to be significant factors for Cultural Competence so that tasks in charge were lower than that of manager levels.
Accordingly, I suggested plans to improve Cultural Competence related to attitude of human right and human right education related to social welfare, necessity to develop methods of human right education, and understanding on perspective of social workers on human right engaging in human right issue and support tasks of multicultural population group.
