본 계획은 전라남도 담양군 창평면 슬로시티를 대상으로 구도심과 슬로시티 핵심지역간의 경관적 저해요소를 해소하기 위한 경관관리방안을 검토하여 마스터플랜으로 정리하고, 삼지내마을 내 경관관리를 위한 주요 경관요소에 대하여 디자인 가이드를 제시하였다. 연구의 기본방향은 첫째, 창평슬로시티의 차별화 전략을 추구하기 위하여 5대 불가 원칙과 3대 특성화 전략을 “창평경관 선언”에 담아 행정가와 주민들에게 창평경관의 목표와 전략을 명확하게 전달하였다. 둘째, 기존 도시계획을 검토하여 슬로시티와 부합되는 도로의 직선화 부분의 재검토, 면소재지로서 어울리지 않는 고도화 토지이용계획의 수정, 산재한 공공기관의 통합화 유도 제안, 구도심과 핵심지역인 삼지내마을과의 연계방안을 제시 등을 제시하였다. 셋째, 슬로시티 핵심지역인 삼지내마을의 경관관리를 위하여 주요 경관자원으로 인식되는 요소들에 대해 서로가 조화되면서 시너지효과를 거둘 수 있는 디자인의 방향을 제시하였다.

The present study of Damyang-gun Changpyung-myun Slow City conducted a review of the city’s landscape management plan to remove scenic impediments between the old downtown and key areas in the Slow City, and summarized its findings in the Changpyung Landscape Master Plan. The main objectives of the study were as follows. First, in order to pursue a different strategy for the Changpyung Slow City, five principles and three specialization strategies were shaped into the “Changpyung Landscape Declarations”, through which the objectives and strategies for the Changpyung Landscape were clearly communicated to administrators and residents. Second, based on a review of the existing city plan, the following was proposed: a re-examination of straightening roads to the Slow City, a modification of the land use plan that is not suitable for the local municipality, promoting the integration of dispersed public agencies, and a plan to improve coordination between old downtown and Samjinae town in a key Slow City area. Finally, a design enabling the elements recognized as major landscape resources was suggested to harmonize with other landscapes and to produce an synergy effect for the purpose of landscape management of Samjinae town, the key Slow City area.
