최근 도시가 발전하고 변화하면서 역기능적 요인을 개선하고, 순기능을 부여하는 노력이 중요해지고 있다. 이는 도시의 기능을 회복하고자 하는 서비스디자인의 중요성이 새롭게 주목받는데 있다. 서비스디자인은 공공재로서의 공공디자인, 시설물디자인 등이 있는데, 이러한 디자인들은 시스템과 결합된 설계 및 서비스의 개선 방법들이 새롭게 적용되는 것이 특징이다. 서비스디자인은 점차 제품의 서비스화 뿐만 아니라 서비스의 제품화가 강조되면서, 소비자 중심의 요구를 반영한 결합형 디자인을 필요로 한다. 다만, 급속도로 빠르게 변화하는 서비스경제 속도가 소비자의 요구를 충분히 반영하기 어렵다는 점에서 한계가 있다. 이러한 상황을 극복하기 위해서는 서비스디자인의 중요성을 인식하고 지속적 활성화 노력이 필요하다. 이에 본 연구는 공공서비스디자인에 관심을 갖고 연구함으로써 서비스디자인 순기능을 강화하기 위한 방안을 제언하는데 그 연구목적이 있다. 연구의 방법은 공공서비스디자인 적용사례 중에서 자전거를 중심으로 사례연구 및 이론고찰 를 진행하였다. 연구결과, 자전거 공공서비스는 자동차가 중심인 도시공간에서 제한적 활용이 이루어지고 있으며, 거점지역과 인접지역을 중심으로 빈번하게 이용되고 있다. 또한 공공자전거의 도입부터 운영까지 공공기관에서 지원하다는 점에서 정책의지가 중요한 영향을 미친다. 결국, 공공서비스디자인이 적용되어 활성화되기 위해서는 정책적 지원과 지속적 예산지원이 선행되어야 한다. 그리고 주차정책, 자전거서비스디자인의 이용환경 연계 등을 통한 사회 전반에 적용가능한 다양한 서비스디자인 가이드라인 제공되어야 한다. 이런 측면에서 향후 본 공공서비스디자인 연구는 공공서비스디자인를 위한 기초적인 자료로 활용될 수 있으며, 제반된 제도 및 서비스디자인을 개선하는데 기여할 것으로 판단된다.

As urban areas are developed and changed recently, it becomes important to improve factors of adverse effects and to grant proper function. This is attributed to new attention of the importance of service design to recover the function of urban areas. The service design includes public design and facility design as public goods, and planning and improvement methods of services that are combined with systems are applied to these designs. The service design requires combined designs with consumers' needs reflected as services of products and products of services are gradually emphasized. However, there is a limit in that the speed of service economy that is rapidly changing can't reflect consumers' needs enough. To overcome this situation, it is necessary to recognize the importance of service design and to try to activate continuously. Therefore, this study is intended to present methods to reinforce the proper function of service design by researching public service designs. For the method of the study, this study was processed focusing on case studies and theory consideration of bicycles among application examples of public service designs. The result of the study showed that the public service of bicycles is done restrictively in urban areas with automobiles centered, and it is frequently used mostly at lodgement areas and adjacent areas. In addition, the policy intention has a great impact in that it is supported by public institutions from adoption to operation of public bicycles. As a result, policy support and continuous budget support should preceded for activation of public service designs. It is also necessary to provide various service design guidelines applicable to the whole society through connection of parking policy and utilizing environment of bicycle service designs. In this perspective, this study on public service designs is expected to be used for a basic resource for future public service designs, and to contribute to improving various systems and service designs.
