성범죄를 막기 위한 당국의 노력에도 성폭력 사건은 갈수록 급증하고 있으며,심각한 사회문제로 대두되어 다양한 처벌조치가 강화되어 시행되고 있다. 본 연구는 성폭력가해자를 위한 인지행동치료프로그램을 실시하기 위해 여성가 족부 매뉴얼자료를 수정․보완하여 진행하였다. 여성주의 인지행동치료프로그 램은 가부장제 사회에 남성중심의 지배와 통제로 성차별주의에 깊이 뿌리박힌 사회문화와 환경간의 문제가 곧 왜곡된 성과 권력, 힘의 논리의 사고를 가지고 있어 이에 대한 치료 중심에 둔다. 또한 가해자들의 비합리적이고 왜곡된 사고를 변화 시켜 인지적 통찰력과 융통성 있게 반응하고, 낮은 자존감, 충동성, 우울감과 힘없고 약한 약자에 대한 강간통념수용을 변화 시킬 수 있다는 강점으로 구성되었다. 프로그램의 효과성을 보기위해 동일집단 대상으로 시작하기 전 사전검사와 프로그램종료 후 사후검사의 변화를 비교하였다. 성폭력 가해자들의 왜곡된 사고와 믿음에 도전하고 올바른 정보를 제공하며 스스로 행동을 통제할 수 있다는 효능감을 얻게 도와주어 충동성, 우울감, 강간통념수용에 대한 어느 정도 향상시킨다는 결과를 도출하여 효과적인 것으로 나타났다. 이에 성폭력가 해자들이 재범을 한다는 점을 고려한다면 앞으로 인지행동치료프로그램 진행은 출소 후 건강한 사회 구성원으로 복귀시키고 재범을 방지하고 성폭력을 효과적으로 감소시키는 방법이 될 것이다.

Sexual assault accidents are increasing day by day despite government agencies's efforts preventing sexual abuse to be serious social problem and to strengthen various kinds of punishment.
This study made correction and supplemented manuals of the Ministry of Gender Equality and Family to put cognitive behavioral therapy program for sexual assault offenders into practice. Feminism cognitive behavioral therapy program is focused on therapy because problems between social culture and environment that were deeply based on men government and control at patriarchy society had thought of distorted gender, authority and power logics. And, offenders should make change of their unreasonable and distorted thought to react to cognitive insight in flexible way and to make change of low self-esteem, impulse and depression and acceptance of rape against the weak having no power. To examine effects of the program, the study investigated changes between pretest before start and post test after the program of same group.
The findings were:
Not only challenge to distorted thought and belief of sexual assault offenders but also supply of correct information could control the offenders' behavior by themselves to be effective. Sexual assault offenders usually committed second offense. Considering such a fact, cognitive behavioral therapy program could make offenders be healthy social member after imprisonment to prevent second offense and to lessen sexual abuse effectively.
