본고의 목적은 1870~80년대 일본인의 울릉도 침입과 ｢울릉도도항금지령｣의 발령에 이르기까지의 과정에 주목하여 1881년 수토사에 의해 발각된 일본인의 울릉도 침입의 배경을 살펴보고 당시 우리 조정의 대응에 대해 검토하는 것이다. 분석 결과는 다음과 같다. 첫째, 개항기 일본인의 울릉도 침입은 일본의 관주도 하에 조직적으로 이루어졌다는 사실이다. 이 시기에 도항한 일본인은 야마구치현 출신이 대부분을 차지하고 일본 군함에 의해 조직적으로 파견되어 군함에 의해 철수시킨 것은 이를 대변해주는 것이다. 둘째, 이 때의 침입은 무인화 되어 있었던 울릉도에 침입하여 체류함으로써 경제적 이득 추구보다는 근대 국제법에 근거하여 새로운 섬의 ‘발견’과 ‘실효지배’라는 ｢무주지선점｣의 논리를 적용하여 울릉도 를 침탈하려는 시도였다. 이것은 당시 검찰사 일행과 일본인 체류자와의 대화를 통해서도 명확하게 드러난다. 셋째, 1881년 봄 일본인의 독도 침입은 수토사에 의해 적발되어 신속히 조정에 보고되었고 당시 우리 조정의 대응은 이규원 검찰사의 파견과 ｢울릉도개척령｣의 반포로 이어졌다. ｢태정관지령｣ 등을 통해서 울릉도·독도의 소속이 조선에 있음을 재차 확인하면서도 ‘죽도명칭혼란’ 등의 이유로 ｢죽도개척원｣, ｢송도개간원｣ 등의 청원을 통해 다분히 울릉도 탈취 의도를 강하게 가지고 있었다. 이에 대한 조선 조정의 대응은 신속하고 강력한 대응이었다.

Purpose of this paper is to review the Korean(Choseon) government’s response concerning to the Japanese invasion, which introduced dispatching of Korean inspector to Ulleungdo in 1881 and Japanese Utsuryototokokaikinshi- rei(Order of Prohibition Crossing to Ulleungdo) process during 1870~80s. The result of the analysis described as below. First, Japanese invasion to Ulleungdo was leaded by Japanese government during the Door Opening Era. Japanese who crossed to Ulleungdo at the time was mostly came from Yamaguchi prefecture, which proved implanting and withdrawing people by warship. Second, the island Ulleungdo which has been vacant by Korean government policy was invaded by Japanese and was a Japanese trial to occupy under the international rule of new island ‘Discovery’ and ‘Effective Governance’ by ‘Terra Nullius’ than economic beneficiary. This fact was proved obviously by dialogue between Korean Inspector and Japanese residence. Third, Japanese invasion was reported to Korean government immediately in 1881 spring and resulted the dispatching of Korean Inspector Lee Gyu-won to the island and ｢Order of Ulleungdo Exploration｣. Japan has confirmed the belonging of the islands Ulleungdo·Dokdo to Korea by ‘Daichokan-shirei’ etc. but tried to occupy the islands by ‘Takeshima name confused’ and ‘Petition of Takeshima Exploration’, ‘Petirion of Matsushima Exploration’.
