본고에서는 조선시대 관리로서 처음 독도를 확인함으로써 『세종실록』｢지리지｣(1454)의 기록이 조선정부의 명확한 영토인식을 나타내는 ｢울릉도사적｣의 장한상에 주목한다. 울릉도 수토활동을 동해 독도 수호에 공적을 세운 인물이라는 측면에서 비안고을의 장한상이라는 인물상을 확인하고, 부친 장시규 공과 더불어 국토방비에 큰 공적을 세웠다는 의미에서 ‘양대 절도사(兩代節度使)’ 행적을 검토하고자 한다. 또한 그 공로로 봉토를 하사받게 되는데 비안고을에서 순천 장씨(順天張氏)의 입향과 세거지의 변화를 살펴보았다. 두 절도사를 모셔놓은 경덕사, 세거지와 제실, 묘소 등을 답사하여 살펴보고, 독도 지킴이 장한상을 의성의 역사적 인물로서 어떻게 부각시킬 것인가를 고민한 것이다. 독도에 관한 사료가 상당부분 일본 측에 존재하고 있기는 하나, 장한상의 ｢울릉도사적｣은 국내에서 몇 안 되는 중요한 사료이다. 그러기에 의성 비안고을이 낳은 인물 장한상은 독도 수호에 기여한 중요한 인물로 평가할 수 있다. 그럼에도 불구하고 지금까지 그의 업적과 존재에 대해 인식과 관심이 부족했다고 할 수 있다. 역사문화 유산이 그다지 풍부하지 않은 의성이지만 지역이 가진 역사와 문화의 가치를 더 찾아내고 이를 의성의 역사문화콘텐츠로 조금씩 부각시키는 노력이 요구된다 하겠다. 이를 위해서는 우선 지역 역사적 인물의 가치를 재조명할 필요가 있을 것이다. 그리고 ‘울릉도 수토관 장한상’에 관련된 유적과 유물, 문서 등이 관리 소홀과 도난 등으로 많이 유실되고 있는데, 적어도 관련 유적 및 유물에 대해서 보존과 관리를 철저히 할 필요가 있다. 또한 ｢울릉도사적｣뿐만 아니라 관계되는 사료 등을 통해 장한상의 업적을 다시 점검하여 ‘독도를 수호한’ ‘의성’의 ‘역사적 인물’로 부각시키는 노력이 필요하다.

This paper focus on Government Official Chang Han-sang who the first time, as the official of the Choseon dynasty confirmed Dokdo and listed the records on the King Sejong Silrok, Jiriji(1454) the “Ulleungdo Historical Landmark,” which shows the clear territorial perception of the Choseon government. We want to describe about two persons of Jeoldo-sa[Governor] in the sense that Chang Han-sang was the person who made the achievement in the defense of Dokdo inspection activity by the East Sea in Ulleungdo, as a famous people of Bian Goeul village and made a great achievement along with his father Chang Si-kyu.
In addition, I reviewed his receiving the lands from government in merit, and examined the change of the origin and the settlement place of Sunchon Chang’s family in Bian County. It resulted a survey of Kyungduksa shrine the settlement area, the sanctuary, and the tombs where the two spirits are honored, which examined how to reveal their excellent patriotic Dokdo activities as famous historical person of Euiseong district. Although there are considerable amount of materials about Dokdo on the Japanese side, but the "Ulleungdo Sajeok[Historical Record]" is one of the few important documents in Korea. Therefore, the person Chang Han-sang from Bian village of Euiseong District can be regarded as an important figure who contributed to the defense of Dokdo. Nevertheless, he has lacked awareness and interest in his achievements and existence in compare to his prominent activity in my point of view.
Although the historical and cultural heritage is not so abundant in Euiseong region, it is necessary to find out more the value of the history and culture of the region and to give more important meaning in the historical and cultural contents of the region. To do this, we first need to re-evaluate the value of local historical figures. In addition, relics, artifacts, and documents related to Ulleungdo Inspection Official Chang Han-sang are face to lose due to lack of management and theft. At least the related relics and relics should be preserved and managed thoroughly. In addition, efforts should be made to re-examine the accomplishments of Chang Han-sang through not only the “Ulleungdo-sajeok[historical remains of Ulleungdo Island]” but also related historical materials, and to emphasize them as “historical figures” of Euiseong for ‘Dokdo Protection.’
