목적 : 우리나라에서는 2018년 12월 30일 ‘장애인·노인 등을 위한 보조기기 지원 및 활용촉진에 관한 법률’이 제정 및 시행되면서 통합적인 보조기기 지원의 법적 근거가 마련되었으나, 실제 보조기기 서비스와 지원은 기존의 다양한 법률과 지원 방식을 기준으로 이루어지고 있어, 장애인과 노인이 이에 대해 정확하게 이해하고 서비스를 받는 것이 어려운 실정 이다. 본 연구에서는 작업치료사로써 보조기 지원체계에 대한 이해를 높이고, 향후 임상 현장에서 수요자에게 적합한 보 조기기를 지원하는 전문가로서 역할을 원활하게 하기 위해 국내 보조기기 지원체계에 살펴보는 것을 목적으로 하였다.
연구방법 : 본 연구에서는 지원 대상과 범위가 넓은 국민건강보험법, 장애인복지법, 장애인고용촉진 및 직업재활법, 산업 재해보상보험법, 보조기기법 5개를 선정하여 법률 위주로 지원체계를 살펴보았다. 선정된 법률은 법의 목적, 지원 대상, 지원 품목과 방법, 관련 전문가로 분류하여 내용을 분석하였다.
결과 : 분류 내용별로 각 법률 마다 지원 대상이나 품목 등은 차이가 있었고, 일부는 관련성이 있거나 중복되는 부분이 있었 다. 분석 대상 법률 중 보조기기법의 경우 대상자와 지원 품목, 서비스 전문가 부분에서 가장 넓은 범위를 명시하고 있었다.
결론 : 연구 결과 법률별로 목적과 지원 대상, 서비스 방법 등에 차이가 있어, 대상자가 직접 각기 다른 서비스 지원체계 에 대해 정확한 정보가 있어야 서비스를 원활하게 제공 받을 수 있는 것으로 나타났다. 따라서 향후 보조기기 서비스를 제공하는 전문가로써 작업치료사는 이러한 다양한 법률과 지원체계에 대해 숙지하는 것이 반드시 필요하며, 해당 법률과 지원체계가 대상자 및 전문가의 서비스 품질을 높일 수 있도록 모니터링하고 제안해야 할 필요가 있겠다.

Objective : In this study, we wanted to study the domestic assistive device support system in order to
enhance understanding of the assistive device support system as a occupational therapist and to facilitate
its role as an expert supporting the appropriate assistive device for the user in the clinical site in the
future.
Methods : It was analyzed in common in the previous research and examined the support system mainly by
selecting the National Health Insurance Act, Act on The Employment Promotion and Vocational
Rehabilitation of Persons With Disabilities, Industrial Accident Compensation Insurance Act, and the Act
on the Support for Assistive Devices for Persons with Disabilities, Older Persons, Etc. and Promotion of
Use. The selected law was classified into the purpose of the law, the target of support, the items and
methods of support, and the relevant experts, and the contents were analyzed.
Results : According to the study, each law had a different target or item of support, and some related or
redundant parts. The Act on the Support for Assistive Devices for Persons with Disabilities, Older Persons,
Etc. and Promotion of Use specified the widest scope in the areas of the subject, supporting items, and
service experts.
Conclusions : Research has shown that the service can be provided smoothly only when the target person
has accurate information about different service support systems. Therefore, as an expert who provides
services for assistive devices in the future, it is essential that the occupational therapist is familiar with
these various laws and support systems. In addition, the occupational therapist needs to monitor and
propose the applicable laws and support systems so that they can improve the quality of service of the
target and expert.
