2008년 글로벌 금융위기 이후 10여년 동안 글로벌 해운시장은 장기불황을 겪고 있다. 선복 과잉공급 및 세계경기 둔화로 인한 수요부족에 당면한 많은 해 운기업들이 자체적인 구조조정을 진행하고 있으며, 주요 해운 선진국들도 정부 차원의 해운산업 지원정책을 추진하고 있다. 특히 우리나라는 2017년 한진해운 파산 이후로 선박 및 해외 터미널의 매각 등의 어려움을 겪었음에도 불구하고, 해운재건 5개년 계획을 통해 해운업의 경쟁력을 복원하기 위해 노력하고 있다. 따라서 이 연구는 우리나라 해운산업의 위기극복 전략을 살펴보고, 글로벌 경쟁력을 확보하기 위한 해운정책의 개선방안을 제시하고자 한다. 이를 위해 환경규제, 인수합병, 4차산업혁명 등 글로벌 해운을 둘러싼 환경변화에 따른 우리 나라와 경쟁관계에 있는 일본과 중국의 경쟁력 강화 전략을 분석해서 시사점을 도출하였다.

Since the financial crisis in 2008, the global shipping industry has undergone the prolonged recession in a recent decade. Facing the over-capacity and the shortage of transport demands incurred from global recession, the vast majority of shipping companies are restructuring their business models and major ship-owing countries are implementing the policies to support their domestic maritime operators. Amid the deadlock of fire-selling of containership fleets and hub port terminals after the bankruptcy of Hanjin Shipping in 2017, Korea is also struggling to restore its shipping industry through the ‘5-Year Shipping Rebuilding Plan’. In this regard, this study aims to provide the strategies for overcoming the current shipping crisis and to suggest policies for securing global competitiveness. For this purpose, this study, firstly, reviews the changes in external environment around the shipping industry, such as, eco-friendly regulations, corporate amalgamation and the 4th Indutrial Revolution. Then, this study analyzes the policies of Japan and China for the shipping industry. Based on the review and analysis, this study offers several implications for policy-making to secure global competitiveness of Korean shipping companies.
