The purpose of this study is to develop guidelines for a Hindi A0 level evaluation test with its standardized Hindi curriculum. The development of a Hindi A0 level evaluation test is a basic requirement for ensuring internal stability of school education, because languages that uses special or unique characters that are not based on Roman alphabets, such as Hindi, Thai, and Persian, require a separate learning process or curriculum as well as their evaluation tests. This is not only in line with the purpose of the ‘Act on the Promotion of Education of Critical Foreign Languages’ enacted on August 2, 2016, but also because it can promote the substantiality of education in other critical foreign languages including Hindi, which had been conducted without a standardized curriculum. In other words, this study explores the concept of the A0 level that is not included in the CEFR, as a first step toward the realization of the ‘Common Asian Framework of Reference for languages’, the letters and pronunciations of which require a lot of time to learn. To this end, a guideline of an evaluation test for Asian languages is also proposed.

इस अध्ययन का उद्देश्य मानकीकृत हिन्दी पाठ्यक्रम के साथ हिंदी A0 स्तर की मूल्यांकन परीक्षा का दिशा-निर्देश का विकास करना है। हिंदी A0 स्तर के मूल्यांकन परीक्षण का विकास स्कूली शिक्षा की आंतरिक स्थिरता सुनिश्चित करने हेतु एक मूलभूत जरूरत है क्योंकि वैसी भाषाएँ जो विशिष्ट और अलहदा वर्णों का उपयोग करती हैं और वे रोमन वर्णमाला के आधार पर निर्मित नहीं हुई हैं जैसे कि हिंदी , थाई , फ़ारसी आदि। ऐसी सभी भाषाओं में अलग शिक्षण प्रणाली व पाठ्यक्रम के साथ साथ उनके मूल्यांकन परीक्षण की आवश्यकता है। यह न केवल 2 अगस्त, 2016 से क्रियान्वित ‘विशिष्ट विदेशी भाषा शिक्षण संवर्धन अधिनियम ’ के उद्देश्य के अनुरूप है , बल्कि इसलिए भी महत्वपूर्ण है क्योंकि यह हिन्दी सहित अन्य उन विशिष्ट विदेशी भाषाओं के शिक्षण को दृढ़ता भी प्रदान कर सकता है जिन्हें बिना किसी मानकीकृत पाठ्यक्रम के साथ शुरू किया गया था। दूसरे शब्दों में , यह अध्ययन A0 स्तर की अवधारणा को भी आलोकित करता है जिसे ‘भाषाई संदर्भ हेतु सामान्य यूरोपीय रूपरेखा (CEFR)’ में भी शामिल नहीं किया गया है। यह ‘भाषाई संदर्भ हेतु सामान्य एशियाई रूपरेखाडीडी ’ की प्राप्ति दिशा के लिए भी पहला कदम है। इसमें संदर्भित भाषाओं के अक्षरों और उनके उच्चारणों को सीखने के लिए काफी समय की ज़रूरत होती है। इसके अंत में एशियन भाषाओं के एक मूल्यांकन परीक्षण का दिशा निर्देश भी प्रस्तावित है।
