2005년에 발족된 시마네현의 ‘竹島문제연구회’가 이번에 제4기 『竹島문제에 관한 조사 연구 최종보고서』를 발표했다. 이 논문은 그 보고서에 담겨 있는 ｢松島開拓願｣ 관련 내용을 대상으로 한 고찰과 함께 비판을 담은 것이다. 보고서에 담긴 이시바시와 마쓰자와의 ｢松島開 拓願｣ 관련 인물들에 대한 조사는 메이지 시대 초기에서 대한제국의 울릉도 개척이 시작되기까지의 기간 사이에 일본인들이 울릉도·독도에 대해 어떠한 인식을 지니고 있었는지를 고찰 하여 일본 측 주장을 강화하려는 의도를 지닌 것으로 볼 수 있다. 하지만, 당시 일본 정부에 제출된 일련의 ｢松島開拓願｣ 처리 과정을 살펴보면 울릉도가 조선의 영토라는 것을 일본 외무성은 분명하게 인지하고 있었으며, 그러한 조선의 영토 울릉도를 무인도라고 주장하면서 의도적으로 침탈하려는 생각을 지니고 있었다는 것이 분명한 사실이다. 그런데 “제4기 보고서”에서는 당시 ｢松島開拓願｣ 관련 인물들이 ‘松島’나 ‘竹島’가 ‘울릉도’임을 인지하고 있지 못하고 있었다고 주장하면서 그것을 합리화하려는 의도가 명확하게 드러나 있다. 이처럼 보고서에서는 울릉도에 대한 부정확한 지리적 인식을 토대로 독도 영유권에 관한 논의를 전개하고 있을 뿐만 아니라 태정관지령에 대한 잘못된 해석도 기술하고 있는데, 이것은 메이지 정부의 국가 통치행위를 스스로 부정하는 것이다. 따라서 이러한 일본 측의 연구는 독도 영유권에 대한 억지주장만을 되풀이하고 있을 뿐이라는 것을 알 수 있다.

As such, the report not only discusses the territorial sovereignty over Dokdo based on the inaccurate geographical perception of Ulleungdo, but also describes the incorrect interpretation of the ‘Dajo-kan Directive’, which denies the Meiji government's state governance. Therefore, it can be seen that these studies by the Japanese side are only repeating the deterrence claim over Dokdo's sovereignty.
