지방선거는 정치대표성의 확보와 지방의 정책결정 기관의 유능성 확보와 지방 정치엘리트 충원, 교육 및 훈련 측면에서 중요하다. 지방 정치엘리트는 지방선거로 충원되며, 이들의 역량은 지방의 정책결정 및 정치대표성 및 전문 성 등을 가늠할 수 있는 척도다. 따라서 지방 정치엘리트의 인구통계학적 현황을 반영한 정치대표성은 지방 정치의 정치 지형에 영향을 미치는 중요한 요소이다. 이러한 관점에서 이 논문은 민선 7~8기 충북의 지방선거에서 광역· 기초의회의 선거 결과를 빈도 분석하여, 정당별·성별·연령·학력 및 직업 등 인구통계학적 현황과 특성을 분석하였다. 정당별 특성에서, 거대 양당의 의석 독점 또는 양분 현상으로 중앙정치에 의한 지방 정치 현안과 의제의 부재를 고착화하였다. 성별·연령별 특성에서, 비례대표제도를 통해 여성의 지방의회 진출이 미약하게 이루어지고 있으나 지역구 선거에서 여전히 여성의 정치대 표성은 낮았다. 또한 연령별 특성에서 ‘30대’ 당선자가 기초 의회에 진입하게 되어, 지방 정치의 새로운 변화를 가져올 것으로 기대된다. 학력별·직업별 특성에서는 고학력 인구의 증가로 지방 정치엘리트 역시 고학력이 다수였고, 정당과 정치인 중심으로 과대 대표되고 있다.

Political representation reflecting the demographic status of local political elites is an important factor affecting the political landscape of local politics. From this point of view, this paper analyzed the results of the election of the metropolitan and basic councils in the 7th and 8th local elections of Chungbuk, and analyzed the demographic status and characteristics of each party, gender, age, educational background, and occupation. Due to the characteristics of each party, the two major parties have monopolized seats or divided seats, which has fixed local political issues and the absence of agenda due to central politics. Although women's entry into local councils is weak through proportional representation system due to gender and age, women's political representation was still low in local elections. In addition, it is expected that a new change in local politics will be brought to the basic parliament by lowering the age of the candidate. In terms of characteristics by educational background and occupation, due to the increase in the highly educated population, local political elites also have a large number of highly educated people, and are over-represented mainly by political parties and politicians.
