본 논문은 성장기 청소년의 영양 공급과 국내 원유를 통한 백색시유 소비에 중요한 역할을 담당하고 있는 학교우유급식사업의 후생효과를 분석하였다. 이를 위해 균형대체모형 기반의 시뮬레이션 방법을 이용하여 코로나19가 발생하기 이전인 2019년을 기준으로 분석하였다. 분석결과, 학교우유급식사업으로 생산자잉여는 125.7~141.0 십억 원이 증가하나 122.4~137.3 십억 원의 소비자잉여가 감소하여 대부분 상쇄되는 것으로 나타났다. 그러나, 학교우유급식을 통한 급식시장의 소비자들인 학생들의 후생이 156.0~157.5 십억 원 증가하는 것으로 분석되어, 이를 종합하면 총 후생 증가분은 1,560~1,575억 원으로 계측되었다.

This paper analyzed the welfare effects of the school milk program, which aims to improve both adolescent health and the demand for domestic milk, by using an EDM (equilibrium displacement model)-type model. Milk production in 2019 was used as a reference year to exclude the effect of COVID-19 and to calibrate the welfare effect of the school milk program. An increase in producer surplus was found to be 125.7 to 141 billion won and was largely offset by a decrease in consumer surplus, estimated at 122.4 to 137.3 billion won. However, consumer surplus due to the school milk program was found to be 152.8 to 153.9 billion won, generating an increase in total welfare estimated at 156.0 to 157.5 billion won.
