본 연구는 숙련기능인력(E-7-4) 점수제로 체류자격을 변경한 비전문 취업(E-9) 외국인근로자를 대상으로 심층 면담을 통해 외국인력정책에서 숙련기능인력 제도가 지닌 의미와 쟁점을 탐색하고자 하였다. 연구결과, 첫째 숙련기능인력의 혁신적 확대 방안으로 인해 점수제 조건이 완화되 고 신청이 쉬워지며 진입 문턱이 낮아져서 비전문 취업(E-9) 외국인근로 자들의 관심이 증폭되고 한국에서의 장기체류의 꿈을 실현할 수 있다는 것이다. 둘째, 숙련기능인력 자격 취득으로 직무기술의 습득과 역량 향상 을 희망하지만, 오히려 고용허가제로 체류할 때 받던 다양한 교육지원에 서 외면당하는 것을 걱정하고, 무엇보다 모든 것을 스스로 해결해야 하 는 현실에 두려워하였다. 그럼에도 한국 사회에서 자신의 존재가 향상된 자부심을 느끼고, 반복 갱신, 가족 초청 및 거주 비자(F-2)로의 변경까지 꿈꾸는 것으로 나타났다. 본 연구는 사회통합 정책으로 연계되는 체류자 격 확대는 양적인 부분만큼 질적인 부분을 함께 고민해야 함을 알 수 있 으며, 우리나라의 외국인력정책과 이민정책 수립을 위한 시사점을 제시 하였다.

The purpose of this study is to explore the meaning and issues of skilled workforce system through in-depth interviews with non-professional employment (E-9) foreign workers who have changed their status of residence to skilled workforce (E-7-4) score system. The results of the study are as follows: First, the point system conditions are relaxed and the entry threshold is lowered, so that the dream of long-term stay in Korea can be realized. Second, they hoped to acquire job skills and improve their competencies, but they were worried about being ignored by various educational supports and were afraid of the reality that they had to solve everything on their own. Nevertheless, it has been shown that they feel proud of their presence in Korean society and dream of repeated renewal, family invitation and change to residence visa. This study suggests that the expansion of the status of residence, which is linked to the social integration policy, should be concerned with the qualitative part as much as the quantitative part, and suggested implications for establishing the foreign manpower policy and immigration policy in Korea.
