가상의 디지털 공간에서 현실세계의 다양한 문제점을 시뮬레이션하고 예측하는 디지털트윈이 전 세계적으로 주목받고 있다. 이 연구는 국가 디지털트윈의 추진을 위해 필요한 기반요건과 성장요건별 주요 쟁점사항을 파악하고, 이를 해결하기 위한 정책 개선방안을 도출하는데 목적이 있다. 이를 위해 첫 번째로 디지털트윈에 대한 개념과 구축 프로세스를 이론적으로 검토하였다. 두 번째, 국토교통부가 추진하고 있는 시범사업에 대한 평가를 통해 국가 디지털트윈 실현을 위해 필요한 기반요건과 성장요건을 도출하고 분류하였다. 세 번째, 국가 디지털트윈의 요건별 주요 쟁점과 이슈를 검토하였다, 네 번째, 전문가 심층인터뷰와 요구사항 검토를 통해 국가 디지털트윈 구축을 위한 다양한 심층 의견을 청취하였다. 다섯 번째, 앞의 내용을 종합적으로 연계하여 국가 디지털트윈의 요건별 정책 개선방향을 제시하였다. 이 연구의 결과는 향후 국가 디지털트윈의 조속한 실현과 안정적 정착을 위한 정책적 시사점을 제공할 것이다.
Digital twins, which simulate and predict various real world phenomena in a virtual digital space, are attracting attention around the world. The purpose of this study is to identify the requirements and issues necessary to realize the digital twins at the national level and to derive policy improvement measures to resolve them. First, the concepts and processes of the digital twins were reviewed through theoretical considerations. Second, the requirements necessary to realize the national digital twins were reviewed through an evaluation of the pilot project promoted by the Ministry of Land, Infrastructure and Transport. Third, issues regarding the requirement of the national digital twins were reviewed. Fourth, various opinions were collected to build a the national digital twins through the in-depth interviews with experts and a review of requirements. Fifth, by comprehensively linking the previously analyzed contents, policy improvement measures for the realization of the national digital twins were presented. The results of this study will provide policy implications for the rapid realization and stable establishment of the national digital twins in the future.
