최근 노인인구의 증가와 더불어 가족 부양에 대한 의식의 변화, 독립적·경제력을 갖춘 시니어가 증가하면 서 실버타운에 대한 관심이 증가하고 있다. 최근 정부에서도 실버타운 공급을 늘리기 위한 활성화 정책들 을 발표하였고, 보험업계와 금융업계, 건설업계 등 다양한 주체들이 실버타운 사업에 뛰어들면서 향후 실버타운의 공급이 늘어날 것으로 예상되고 있다. 실버타운의 장기적이고 안정적인 공급을 위해서는 내실 있는 민간부분의 산업이 형성될 필요가 있을 것이며, 이를 위해서는 우리나라보다 안정적으로 시니어 하우징을 공급하고 있는 일본의 선례를 바탕으로 우리나라만의 한국형 실버타운을 공급하는 것이 필요할 것이다. 본 논문에서는 초고령 사회로의 진입을 앞두고 실버타운에 대한 관심이 증대된 현 상황에서 일본 의 시니어 하우징의 현황 및 특징을 살펴보고 향후 한국의 실버타운의 발전방향에 대한 정책적·실천적 제언을 하는 것을 목적으로 한다.

The recent increase in the elderly population has brought changes in perceptions regarding family support and has contributed to the increased number of senior citizens who are independent and financially capable. This has resulted in their growing interest in silver towns (living communities specially designed for senior citizens). The Korean government has recently announced policies to boost the development of silver towns, and various industries such as insurance, finance, and construction are entering the silver town business. As a result, it is expected that there will an ever-increasing number of silver towns in the future. Therefore, creating a robust industry led by the private sector would be necessary to ensure a long-term, stable supply of silver towns that are unique to Korea. This can be achieved by looking at some precedents from Japan, as it has a more stable supply of senior housing than Korea does. The purpose of this study is to examine the current status and characteristics of Japan’s senior housing in line with the growing interest in silver towns in Korea, as the country itself is becoming a super-aged society, and to make policy and practical suggestions regarding the directions for the development of silver towns in Korea.
