다양한 사회적 지표들은 한국 사회의 물질적 성장 수준과 사회구성원 들의 삶의 질 수준 간의 불일치를 보여주고 있다. 이 불일치는 사회의 질에 대한 학문적 그리고 정책적 관심을 유발해왔고, 사회의 질의 개념 적 도구로서 사회적 자본이 논의되어 왔다. 본 연구는 창원시 사례를 활 용하여 지역사회의 특성과 사회적 자본 간의 관계를 실증적으로 고찰하 였다. 연구결과에 의하면, 고밀도 도시지역일수록 사회경제적 지위가 상 승하지만 사회적 응집력과 지역주민 간의 호혜성 등 사회적 자본의 수준 은 하락하였다. 연구결과는 인구성장과 물질적 풍요 등 양적 성장에 치 중한 기존의 양적 발전 전략이 사회적 지속성을 고려하는 전략으로 전환 또는 확장될 필요가 있음을 시사했다. 관계형성 활성화를 촉진하는 물리 적 환경과 도시계획, 그리고 지역사회 공동체 형성을 지원하는 사회복지 정책이 융합적으로 고려될 때 지역사회의 사회적 질은 효과적으로 향상 될 수 있을 것으로 제안되었다.

Diverse social indicators show lack of progress in quality of life despite economic prosperity in the Korean society. This discrepancy has attracted research and policy interests in social quality, and social capital has been discussed as a conceptual device for social quality. This research utilised the case of Changwon City to examine the relationship between characteristics of the communities and their social capital. This study found that social and economic status rose as the density increased and social capital including social cohesion and reciprocity decreased. The findings of this study suggested that quantitative growth focused urban development strategy should be expanded to a socially sustainable urban planning that considers exchanges and connectivity between members of community. It was also suggested that the integrated strategy of physical environments, urban planning, and social welfare policy would effectively enhance social quality of the communities.
