우리나라는 생활여건의 개선과 소득이 지속 증가함에 따라 선진국의 사례처럼 레저활동이 증가할 것으로 예상되었다. 특히 국 토 3면이 해양환경인 우리나라의 여건상 해양레저 분야는 단순한 여가활동을 넘어서 일자리 창출과 지역경제 활성화가 가능한 고부가가 치 산업으로서 주목을 받았고, 2000년대 들어서 국가와 지자체가 적극 추진을 도모하였다. 이와 관련하여 마리나산업은 해양레저의 성장 과 수요를 충족하기 위한 핵심시설로 주목받았고, 국가는 2014년 ‘거점마리나항만 조성사업’ 공모를 시행하여 당시 선정된 6개소에 국비 를 지원하였다. 그러나 조사한 결과, 10년이 지난 지금 6개소 중 2개소만 사업이 진행되어 있으며 1개소는 사업자체가 취소된 현실이다. 그럼에도 불구하고 최근 정부는 국정과제에 해양레저·관광산업의 성장을 위해 마리나항을 확충하는 내용을 발표하여, 앞으로도 고부가가 치 잠재력을 가진 마리나 산업을 조성하기 위한 노력이 지속될 것이다. 따라서 본 연구는 기존의 거점마리나 개소를 중심으로 현재 사업 진행현황과 제기된 문제점 등을 종합하여 민간투자 여건 개선과 배후지 활성화 위주의 사업계획 수립을 미래 거점마리나의 핵심 방향으 로 보고 관련한 조성 방안을 제시하였다.

As living conditions improved and income levels steadily increased in South Korea, it was anticipated that leisure activities would gorw, following the trend observed in advanced nations. Particularly, given the geographical advantage of South Korea, with 3 sides surrounded by the oceans, the marine leisure sector emerged as a high value-added industry capable of creating jobs and revitalizing regional economies, surpassing its role as mere recreational activity. Since the 2000s, both the central and local governments have actively promoted this sector. In this context, the marina industry has been recognized as a critical facility to support the growth and demand of marine leisure activities. In 2014, the government initiated the ‘Hub-Marina Port Development Project’ and provided national funding to 6 selected locations. However, according to the investigation, a decade later, only 2 of the 6 projects have progressed, and 1 project was canceled entirely. Nonetheless, the government recently announced its plan to expand ‘Hub-Marina Port’ as part of its national agenda to foster the growth of the marine leisure and tourism industries, indicating that efforts to develop the marina industry, which holds high value-added potential, will continue in the future. Therefore, this study focuses on analyzing the current progress and identified challenges of existing Hub-Marina Projects. Based on this analysis, it proposes strategic development directions for future Hub-Marinas, emphasizing improving conditions for private investment and revitalizing hinterland areas as key aspects of project planning.
