본 연구는 청년농업인의 정착 요인 분석과 활성화 방안을 도출하는 데 목적이 있다. 이를 위해 2023년 3월부터 9월까지 45세 이하 청년농업인 542명을 대상으로 설문조사와 현장 면접을 통해 주요 요인과 애로사항을 분석하였다. 연구 결과, 청년농업인의 영농진입 환경, 정보 습득과 교육, 농지 취득 및 운영, 생활비용, 자금 조달 등의 요인이 정착에 중요한 영향을 미치는 것으로 나타났다. 특히, 농촌 출신 청년농업인이 도시 생활 후 다시 농촌으로 돌아오는 경우가 많았으며, 농지 구매와 자금 융자에 어려움을 겪고 있었다. 본 연구는 청년농업인의 정착을 지원하기 위한 맞춤형 정책과 프로그램 개발의 필요성을 강조하며, 현장의 성공 사례를 통해 정책 개선 방안을 제시하였다.

This study analyzes the settlement factors of young farmers and derives measures to revitalize their settlement. From March to September 2023, a survey and field interviews were conducted with 542 young farmers under the age of 45 to analyze key factors and challenges. The study found that factors such as entry environment, information acquisition and education, land acquisition and operation, living expenses, and funding significantly impact settlement. Many young farmers from rural backgrounds returned to rural areas after living in cities, facing difficulties in land purchase and funding loans. This study emphasizes the need for tailored policies and programs to support the settlement of young farmers and suggests policy improvement measures through successful field cases.
