본 연구는 해남군 농업연구단지 및 국가 기후변화대응센터 등이 조성될 부지 일부에 테마가 있는 공원계획을 목적으로 진행된 것이다. 계획대상지는 전라남도 해남군 삼산면 평활리 일원이며, 기 후변화에 관련된 농업연구단지 및 대응센터를 찾는 방문자와 지역주민을 위한 열린공간으로 조성 하되 대상지의 기존자원, 지형여건 등 자연환경을 활용한 토지이용과 공간 배치를 기본원칙으로 하였다. 대상지는 크게 기후변화대응 및 탄소중립이라는 시의적 테마가 담겨진 상징존 그리고 지 역주민, 연구소 근무자와 방문객 등이 함께 이용하고 즐길 수 있는 사용자 중심의 공유존의 2개 권역으로 계획했다. 그리고 권역을 기능별로 구분하여 6개의 공간으로 구성했다. ①방문객을 맞이 하는 맞이 마당 성격의 ‘웰컴광장’, ②군 자생종을 활용, 조성한 ‘지역 특화정원’, ③기후변화대응 환경교육 체험원 역할을 하는 ‘에코 스폰지 파크’와 ‘기후생태녹색교실’, ④언제든 누구나 이용하는 ‘4세대 피트니스 가든’, ⑤자연지형을 활용한 ‘자연교감 언덕놀이터’ 그리고 ⑥모임과 휴식을 위한 공간인 ‘모두의 커뮤니티 광장’과 ‘도란도란 피크닉 쉼터’ 등으로 배치 구성하였다. 본 연구과제는 기후변화대응 및 탄소중립이라는 시의성 있는 주제를 홍보하고 교육, 체험할 수 있 는 공원조성이라는 관점에서 추진된 것으로, 기존자원의 활용과 관리측면에서 지속가능성과 모두 를 위한 공간제공 즉 공유개념을 도입 시도한 공원계획이라는 점에서 의미가 있다.

This study was conducted for the purpose of planning a themed park on a part of the site where the Haenam-gun Agricultural Research Complex and the National Climate Change Response Center will be established. The planned site is the area of Pyeonghwal-ri, Samsan-myeon, Haenam-gun, Jeollanam-do. The site was created as an open space for visitors and local residents visiting agricultural research complexes and response centers related to climate change. In addition, land use and spatial arrangement utilizing the natural environment, such as the existing resources and topographical conditions of the target area, were established as basic principles. The target area was planned to be divided into two areas: a symbolic zone containing the timely themes of climate change response and carbon neutrality, and a user-centered shared zone that local residents, research institute workers, and visitors can use and enjoy together. And each zone was divided into 6 spaces by function. ①‘Welcome plaza’ as a welcoming yard to greet visitors, ②‘Regional specialized garden’ created using indigenous species of the county, ③ ‘Eco sponge park’ and ‘Climate ecology green classroom’ that serve as environmental education experience centers for responding to climate change. ④‘4th generation fitness garden’ that anyone can use at any time, ⑤‘Natural sympathy hill playground’ utilizing natural terrain, and ⑥‘Everyone’s community plaza’ and ‘Doran doran picnic shelter’ were arranged as spaces for gatherings and relaxation. This study was pursued from the perspective of creating a park where people can promote, educate, and experience the timely topics of climate change response and carbon neutrality. It is meaningful in that it is a park plan that attempts to introduce sustainability in terms of utilization and management of existing resources and the concept of sharing, that is, providing space for all.
