본 논문은 미중 간 디지털 패권 경쟁이 고조되는 가운데, 트럼프 2기 출범 이후 본격화된 미국의 디지털 블록화 전략과 이에 대응하는 중국의 디지털 실크로드 전략의 재정렬 흐름을 분석한다. 기존 논의가 정책 수 사에 머물렀던 한계를 넘어, 본 연구는 디지털 실크로드가 동아시아 디 지털 질서 내에서 ‘공진(co-resonance)’ 플랫폼으로 진화하는 구조적 가 능성을 고찰한다. 특히 한국은 기술구조의 상호보완성과 디지털 규범 설 계 참여 능력을 바탕으로, 미국 중심 전략에 일방적으로 편입되기보다는 다층적 디지털 협력 구조를 설계할 수 있는 위치에 놓여 있다. 본 연구 는 복잡계 이론, 플랫폼 거버넌스, 디지털 지역주의의 이론틀을 바탕으 로, 디지털 실크로드의 전략적 전환, 트럼프 2기의 블록화 구조, 한중 간 기술·표준·규범 협력의 공진 가능성을 분석하였다. 이를 통해 ‘공진 질서’ 라는 개념을 디지털 지정학 분석의 새로운 해석틀로 제안하고, 다중 연 결성과 하이브리드 외교를 기반으로 한 한국의 전략적 개입 방향을 제시 한다.

This study analyzes the strategic reconfiguration of China's Digital Silk Road in response to the accelerating digital bloc strategy of the United States under the second Trump administration, amid intensifying U.S.–China competition over digital hegemony. Moving beyond prior discussions that largely focused on policy rhetoric, this paper interprets the Digital Silk Road as evolving into a co-resonant digital platform within the East Asian order. It argues that South Korea, endowed with complementary technological capacities and regulatory design capabilities, is positioned not merely as a policy follower but as a co-designer of multi-layered digital cooperation structures. Drawing on complexity theory, platform governance, and digital regionalism, this study explores the structural transformation of the Digital Silk Road, the bloc-based logic of Trump’s digital decoupling, and the potential for Korea– China co-resonance in technology, standards, and governance. Based on these findings, the paper introduces the concept of “co-resonant order” as a new analytical framework for digital geopolitics and outlines a strategic direction for Korea centered on multi-scalar connectivity and hybrid diplomacy.
