급격한 노인 돌봄 수요의 증가 추세와 이에 대비책 마련의 문제는 초고령사회 진입을 앞두고 있어 우리나라 국민의 보편적인 문제로 다가오고 있다. 이는 노인의 건강관리와 돌봄의 사회 적 기여가 노인의 삶의 질에 얼마나 큰 긍정적 작용을 할 수 있는지를 보여주며, 보건복지부 는 존엄한 노후생활을 보장하는 지역사회돌봄 구현이라는 비전으로 이용자 삶의 질을 보장하 는 지역사회 돌봄 강화 및 장기요양서비스 인프라를 조성하여야 한다. 이에 정부는 노인 돌봄 서비스 수요자 중심의 감성이 통합된 의료 · 복지전달체계 마련을 위한 제반 여건을 구축해나 가고 있으며, 노인장기요양보험제도에도 혁신적인 발전방안 마련이 촉구되고 있다. 이 연구는 우리나라에서 시행하고 있는 노인장기 요양보험제도에서 제공되는 의료서비스와 일본의 노인 요양시설(개호노인복지시설) 내에서 제공하는 의료서비스를 비교하여 고찰하여 살펴보고, 우 리나라 노인장기요양보험제도가 직면하는 문제점을 먼저 도입된 일본의 개호보험제도의 장점 을 통하여 발전방향을 모색하고자 한다.

With the increasing trend of rapid demand for elderly care services and the need to prepare for it, issues related to the entry of super-aged society are becoming a universal concern for Korean citizens. This demonstrates how the management of elderly health and care can have a significant positive impact on the quality of life of the elderly, and the Ministry of Health and Welfare should create an infrastructure for local community care and long-term care services to guarantee dignified life in old age. The government is working to establish the necessary conditions for an integrated on elderly care service users, and there is a call for innovative development plans for the elderly long-term care insurance system. This study compares and examines the medical services provided by the long-term care insurance system in Korea and the medical services provided within elderly care facilities in japan (geriatric welfare facilities), aiming to explore the problems system and seek directions for improvement through the advantages of Japan’s introduced geriatric insurance system.
