본 연구는 현행 선박교통관제(VTS) 대상선박으로 지정되지 않아 안전 관리의 사각지대에 있는 도선의 운항 현황과 위험성을 분석하고, 도선의 VTS 관제대상 편입을 위한 제도적 개선 방안을 제시하는 것을 목적으로 한다. 이를 위해 공공데이터포털의 해양경찰청 유도선 현황 자료를 살펴보고, 중앙해양안전심판원 재결서를 통해 도선 관련 해양사고 사례를 검토하였으며, 「선박교통관제에 관한 법 률」, 「유선 및 도선 사업법」, 「선박설비기준」등 관련 법령에 대한 문헌 검토를 수행하였다. 2024년 기준 국내 해수면 운항 도선 92 척의 현황을 분석한 결과, 평택, 대산, 마산, 제주 등 주요 VTS 관제구역 내에서 최대 22해리에 이르는 장거리 운항 또는 정원 400명 이상 의 대형 도선 운항이 확인되었다. 이에 본 연구는 도선의 안전 확보를 위해 「선박교통관제에 관한 규정」을 개정하여 도선을 명시적 관 제대상으로 편입하고, 「선박설비기준」상 도선의 AIS 설치 면제 조항을 삭제하여 실질적인 관제 기반을 마련할 것을 제언한다. 이러한 제도 개선은 VTS 센터의 실시간 모니터링을 가능케 하여 도선 관련 해양사고를 예방하고 해상교통안전을 강화하는 데 기여할 것으로 기 대된다.

This study aims to analyze the operational status and risk characteristics of domestic ferries that remain outside the current Vessel Traffic Service (VTS) target vessel designation, thereby creating a safety management blind spot, and to propose legal and institutional measures to incorporate these vessels into VTS control. To this end, the study reviewed the Korea Coast Guard ferry registry data provided through the Public Data Portal, examined maritime accident cases involving ferries through ruling documents of the Maritime Safety Tribunal, and conducted a legal review of relevant statutes, including the Act on Vessel Traffic Services, the Excursion Vessel and Ferry Business Act, and the Standards for Ship Equipment. Based on an analysis of 92 ferries operating in Korean coastal waters as of 2024, the results confirm the presence of long-distance services of up to 22 nautical miles and the regular operation of large-capacity ferries with passenger capacities exceeding 400 within major VTS areas, including Pyeongtaek, Daesan, Masan, and Jeju. Accordingly, this study recommends revising the Regulation on Vessel Traffic Services to explicitly include ferries as VTS target vessels and removing the exemption clause for AIS installation on ferries under the Standards for Ship Equipment to establish a practical basis for effective surveillance and control. These institutional reforms are expected to enable real-time monitoring by VTS centers, help prevent maritime accidents involving ferries, and ultimately strengthen maritime traffic safety.
