Review of Definitions and Criteria for Strong-Wind Phenomena: Terminology and Classification Framework for Urban Wind Research
본 연구는 「도시강풍 위험예측 및 경보 기술개발」 과제의 일환으로, 기상청 관측·예보 지침, WMO 및 ICAO 문헌, 국내외 학술연구를 검토하여 강풍, 돌풍, 태풍, 용오름의 정의와 기준을 고찰하였다. 강풍은 방재, 관측, 풍공학, 도시기상 등 다양한 분야에서 사용되지만, 측정 높이, 평균 시간, 공간 규모 및 적용 목적에 따라 의미와 임계값이 달라 혼용되는 경우가 많다. 검토 결과 강풍은 하 나의 풍속값으로 정의하기 어려우며, 기상청 강풍특보는 방재를 위한 운영 기준이지만 WMO Gale 기준이나 통계·기후 연구, 구조설 계 분야의 기준과 동일하게 해석할 수 없는 것으로 나타났다. 또한 태풍은 열대성 저기압 시스템, 강풍은 지상 바람의 상태, 용오름은 정량적 풍속 임계값이 없는 국지적 대류 현상으로 구분할 필요가 있음을 확인하였다. 돌풍은 순간풍속(3초 peak gust), 풍정(wind run), 가스트 계수(GF)의 관점에서 검토하였으며, ASOS 관측자료만으로는 도시 및 복잡지형의 국지적 극값 바람을 충분히 설명하기 어려 운 한계가 있음을 논의하였다. 본고에서는 강풍현상을 원인, 공간 규모, 시간 규모, 풍속 지표의 네 가지 관점에서 정리하고, A(광역·지 속 강풍), B(국지 강풍 및 돌풍), C(태풍 유발 강풍), D(대류성 소용돌이)의 네 유형으로 구분하였다. 이를 통해 강풍 연구에서는 평균 시간, 관측 높이, 자료원, 공간 범위 및 적용 기준을 함께 제시하는 것이 중요함을 강조하였다. 본 연구에서 정리한 용어와 분류 체계는 도시강풍 연구에서 관련 개념을 보다 일관성 있게 이해하고 활용하기 위한 참고 틀로 활용될 수 있을 것으로 기대된다.
This study, conducted as part of the Urban Wind Hazard Forecasting and Warning Technology Development project, reviews the definitions and criteria of strong wind, gust, typhoon, and waterspout based on KMA guidelines, WMO and ICAO documents, and relevant literature. Although the term strong wind is widely used in disaster prevention, climatology, wind engineering, and urban meteorology, its meaning and threshold values vary with averaging period, observation height, spatial scale, and application purpose. The review shows that strong wind cannot be defined by a single wind-speed threshold. While the KMA strong-wind advisory serves as the primary operational criterion for disaster prevention, it differs from the WMO Gale category and from thresholds used in climatological studies and structural design. Gusts are examined in terms of peak gust duration, gust factor, and wind run, while typhoon and waterspout are distinguished as a tropical cyclone system and a localized convective vortex phenomenon, respectively. Based on the reviewed definitions and criteria, strong-wind phenomena are organized using four dimensions: cause, spatial scale, temporal scale, and wind-speed indicator. Four representative categories are identified: A (regional sustained wind), B (local wind and gust), C (typhoon-induced strong wind), and D (convective vortex). The study emphasizes that strong-wind research should clearly specify averaging period, observation height, data source, spatial extent, and reference criteria. The terminology and classification framework presented here may provide a useful reference for future urban wind research and hazard assessment.
