Chilean Social Policy Under the Long-Term Pinochet Regime
본 논문에서는 칠레 사회 서비스 개혁의 3대 축인 교육, 의료, 연금을 중심으로 하여 칠레식 신자유주의적 사회개혁이 장기 피노체트 체제에 있어 어떤 변화를 겪었고, 또한 보충적 국가 원칙이 한계를 노정했는지 검토해본다. 이를 위해 경제-사회 위기의 시한폭탄이 되어버린 교육 분 야, 공공과 민간 영역 모두에서 모두 문제점을 노출했으나 해결점을 찾 아가고 있는 의료와 연금 분야를 검토하고, 신자유주의 사회정책에 대한 민주적 개혁의 성공과 실패에 대해 논의하고자 한다. 칠레는 신자유주의 개혁의 대표적인 실험장으로 불린다. 피노체트 시대(1973-90)의 신자유 주의 구현에 있어 사회정책의 기본 방향은 선택적 지원(focalización), 수혜자에 대한 직접보조, 공공서비스의 탈중앙화(descentralización), 사 회 서비스의 민영화(priviatización) 등으로 요약할 수 있다. 칠레 경제 에 대한 일반적인 서사는 성장 가속화, 거시경제적 안정, 수출주도적 성 장을 인용하며 성공 사례로 내세우지만, 본 연구에서는 신자유주의 시장 화가 사회 서비스의 부실화 및 사회적 계층화를 가속시킨 내용을 파악하 고 교육, 보건, 사회 안전망(연금) 등 여러 도전과제에 대한 분야별 해법 을 어떻게 도출하는가를 다각도로 조망한다.
This paper examines Chilean neoliberal social reform, focusing on the three pillars of social service reform—education, healthcare, and pensions—to explore the changes it underwent under the long-term Pinochet regime and whether the principle of the Subsidiary State revealed its limitations. To this end, it examines the education sector, which became a ticking time bomb of economic and social crisis, and the healthcare and pension sectors, which exposed problems in both public and private domains but are now finding solutions. The fundamental direction of social policy in implementing neoliberalism during the Pinochet era (1973-90) can be summarized as selective targeting, direct subsidies to beneficiaries, decentralization of public services, and privatization of social services. While the conventional narrative of the Chilean economy highlights accelerated growth, macroeconomic stability, and export-led growth as a success story, this study examines how neoliberal marketization accelerated the deterioration of social services and social stratification. It also explores, from multiple angles, how sector-specific solutions were derived for various challenges in education, healthcare, and social safety nets.
