Analysis of the Cadet Training Programs at the ROK-US Military Academies : Focusing on Civilian-Military Relations and Political Science
‘지키는 자’를 누가 어떻게 가르칠 것인가? 최근 군 내외부 환경 변화에 따 라, 이 글은 새뮤엘 헌팅턴(1957)의 군 전문직업주의화 요소를 활용한 선행연 구의 분석틀을 준용하여 한국 3군(軍) 사관학교의 생도 양성교육 과정 중 ‘민군 관계’에 초점을 맞추어 ‘민주주의’와 ‘헌법’, ‘문민통제’와 직결되는 정치학 교육 의 세부 내용을 분석해보고자 했다. 이때 방법론상의 한계점을 보완하기 위해 동일한 문제의식으로 미국 3군(軍) 사관학교를 함께 비교하여 그 시사점과 보 완점을 각각 도출해내었다. 그 결과, 한국의 경우 2024년 12월 3일 계엄 선포 및 해제를 계기로 3군(軍) 사관학교 모두 「헌법과 민주시민」 과목을 최근 개설 하였거나 교양 필수 과목으로 개설할 예정이며, 한국 해사가 2021년부터 민주 주의 관련 교과목을 정치학 전공 필수로 운영해 왔다는 점은 주목할만한 사례 로 확인된다. 한편, 미국의 경우 육사와 해사는 각각 민군관계 관련 명시적 전 용(專用) 교과목을 통해 교육과정을 발전시켜왔으나 전공 선택 과목으로 운영 되고 있으며, 미국 공사는 전용(專用) 교과목 없이 통합·심화형 교육과정을 통 해 해당 내용을 반영하고 있는 것으로 확인됐다. 또한, 한·미 양국의 3군(軍) 사관학교 모두 최근 군 내외 환경 변화에 따라 정치학 교육 내용에도 조정이 진행 중이거나 변화가 있을 것으로 전망된다. 이에 필자는 정치학 교육 강화를 위한 단계적 발전 방안을 제시한다. 단기적으로는 전담 교원과 표준 교재 확보 및 전공 필수화 등을 통해 교육의 최소 수준과 균일성을 확보하고, 중기적으로 는 실습 및 국제사례 연계와 심화 연구 과정 도입을 통해 전문성을 제고(提高) 하며, 장기적으로는 군의 전문성·책임성·단체성의 균형 있는 내재화를 위해 교 육 성과를 평가할 수 있는 인증체계를 구축하는 등 정책 및 입법적으로 일관되 고 보완된 로드맵이 필요함을 강조한다.
Who educates those entrusted with national defense, and how? In response to recent changes in the military’s internal and external environments, this study applies Samuel Huntington’s (1957) concept of military professionalism to analyze political science education—focusing on democracy, the constitution, and civilian control—in the cadet curricula of Korea’s three service academies. To address methodological limitations, a comparative analysis of the three U.S. military academies was conducted. The findings show that all Korean academies have recently introduced, or plan to introduce, clearly defined dedicated courses, with the Naval Academy having made democracy-related courses mandatory for political science majors since 2021. In the United States, USMA and USNA offer well-established dedicated courses within elective majors, whereas USAFA adopts an integration and enrichment approach without standalone courses. Both countries’ academies are undergoing or are expected to undergo curricular change in response to evolving conditions. Based on these results, the study proposes a phased strategy for strengthening political science education in military academies.
