Conceptual Design of Satellite Account-based Small Business GDP for Measuring the Economic Scale of Small Enterprises in South Korea
본 연구는 소상공인의 경제적 기여가 현행 국민계정에서 독립적으로 식별되지 못하는 문제를 다룬다. 국민계정체계(SNA)의 위성계정 이론을 분석 구조로 삼아, 소상공인 경제를 독립적 실물경제로 재위치시키는 계 정화 방안을 검토하였다. 또한 미국의 소기업 위성계정 실험과 EU의 규 모별 통계 운영, 일본의 위성계정 운영 경험을 비교·분석하여 시사점을 도출하였다. 이를 바탕으로 소상공인 총생산지표(Small Business GDP) 를 개념적으로 설계하고, 생산·지출·분배의 세 접근을 활용하는 계정 구 조를 제안한다. 본 연구는 소상공인 정책 평가를 단기 성과 중심에서 실 물경제 기반 평가 체계로 확장하기 위한 기초 인프라를 제시했다는 점에 서 학술적·정책적 기여를 갖는다.
This study addresses the problem that the economic contribution of small businesses is not independently identified within the current system of national accounts. Building on the satellite account framework of the System of National Accounts (SNA), it explores an accounting approach that repositions the small business economy as an independent real economic sector. Through a comparative analysis of the United States’ experimental small business satellite account, the EU’s size-based statistical system, and Japan’s experience with operating satellite accounts, the study derives key institutional and methodological implications. On this basis, it conceptually designs a Small Business GDP indicator and proposes an accounting structure that integrates the production, expenditure, and income approaches. By doing so, the study provides foundational infrastructure for shifting the evaluation of small business policies from short-term performance indicators toward a real-economy-based assessment framework.
