Structural Stability Effects of Small Business Digital Transformation Policies : A Pseudo-Panel Analysis of the Smart Store Technology Support Program
본 연구는 소상공인 디지털 전환 정책의 효과를 개별 사업체의 단기적 매출 성과가 아닌, 소상공인 부문의 구조적 안정성 관점에서 분석하는 데 목적이 있다. 이를 위해 통계청 전국사업체조사(2023–2024년)와 스마 트상점 기술보급사업 행정자료를 활용하여 종사자 규모별 집단을 분석 단위로 한 유사 패널 분석을 수행하였다. 분석 결과, 정책 확산 이후에도 1–4인 소상공인 집단의 사업체 수와 비중은 감소하지 않았으며, 고용 역 시 급격한 축소 없이 비교적 안정적으로 유지되었다. 이는 소상공인 디 지털 전환 정책이 단기적 성장보다는 시장 퇴출 압력 완화와 고용 구조 안정이라는 구조적 완충 효과로 작동할 가능성을 시사한다.
This study examines the effects of digital transformation policies for small merchants from the perspective of structural stability rather than short-term revenue performance at the firm level. Using the 2023–2024 Census on Establishments and administrative data from the Smart Store Technology Support Program, a pseudo-panel analysis was conducted based on employment-size groups. The results show that, following policy diffusion, the number, employment, and relative share of micro-enterprises with 1–4 workers did not decline, and employment remained relatively stable. These findings suggest that digital transformation policies for small merchants function more as a structural buffer that mitigates market exit pressures and stabilizes employment, rather than as an immediate driver of growth.
