본 연구는 의정부시 미군반환공여지(CRC)에 대해 주민이 인식하는 장소 정체성을 고찰하고, 향후 활용 방향을 제시하는 데 목적이 있다. 이를 위 해 의정부 주민을 대상으로 심층 인터뷰를 실시하였으며, 분석은 데이비드 시먼(David Seamon)의 여섯 가지 장소 삼원론 개념을 적용하였다. 연구 결과, CRC는 미군 주둔 시기에는 경제적·문화적 상호작용의 장으로 기능 하였으나, 반환 이후 장기 방치로 인해 지역 정체성이 약화된 공간으로 인 식되었다. 주민들은 CRC가 의정부의 군사적·경제적 성장에 기여한 역사적 공간임을 인정하면서도, 동시에 도시 확장과 발전을 제약해 온 요인으로 인식하고 있었다. 또한 CRC의 폐쇄적 군사시설 이미지를 탈피하여, 역사 적 가치를 보존하면서도 문화·상업·교육 기능을 결합한 실질적 활용 공간 으로 전환할 필요성이 제기되었다. 특히 세대 간 경험 차이에 따른 인식의 간극이 확인되었으며, 이를 조정할 수 있는 주민참여 중심의 개발 방식이 요구되었다. 이러한 연구 결과는 군 유휴공간의 개발이 경제적 가치 창출 뿐 아니라 주민의 경험에 기반한 장소정체성 강화를 목적으로 병행해야 하며 군사적 정체성을 문화적 콘텐츠로 재해석하는 전략이 필요함을 시사 한다.

This study aims to examine the place identity of the Camp Red Cloud (CRC) as perceived by residents and suggest how to use it in the future. To do this, we conducted deep interviews with Uijeongbu residents and used David Seamon’s "Triads of Place" theory for the analysis. The results showed that CRC was a place for economic and cultural exchange when the military was there, but it is now seen as a weakened space because it has been left empty for a long time. Residents recognize CRC as a historical space that helped Uijeongbu grow, but they also feel it has limited the city's expansion and development. The study suggests moving away from the closed military image and turning it into a useful space that combines culture, business, and education while keeping its historical value. Specifically, there was a gap in how different generations see it, so we need a development plan where residents can participate to bridge this gap. This study suggests that developing CRC should create economic value and strengthen local identity at the same time, turning its military history into cultural content.
