본 연구는 2022년 제8회 전국동시지방선거에 출마하여 당선되었거나 보궐선거 를 통해 선출된 지방교육감의 선거 공약에 나타난 교육정책의 주요 특징과 유형을 분석하는 것을 목적으로 한다. 분석 자료는 2025년 12월을 기준으로 중앙선거관 리위원회를 통해 공개된 교육감 선거 정책 공약 문서이고 언론 보도에 나타난 후 보자들의 정책 기조와 입장을 참고하여 진보 계열 교육감 당선자들을 선정하였다. 연구 방법으로는 교육정책 공약 문서에 대한 질적 내용 분석을 실시하여 공약에 포함된 정책 의제를 영역별로 분류하고 주요 패턴과 특징을 제시하였다. 분석 결 과, 교육정책 공약은 기초학력, 미래교육과 디지털 전환, 교육복지와 돌봄, 시민교 육, 교육자치, 지역 연계 등의 정책 영역을 포함하고 있었고 이들 정책 요소의 결 합 방식과 양상에 따라 정책을 유형화하였다. 각 유형들은 공통적인 내용과 함께 정책과 지역에 따라 차별화된 양상도 나타냈다. 본 연구의 내용은 향후 교육감 선 거 공약을 비교·분석하거나 시기별 변화 양상을 검토하는 후속 연구를 위한 기초 자료로 활용될 수 있을 것이다.

This study examines the key characteristics and typologies of education policies presented in the election pledges of local superintendents elected in the 2022 8th nationwide local elections and subsequent by-elections. The data consist of policy pledge documents released by the National Election Commission as of December 2025, focusing on progressive superintendents identified based on media-reported policy orientations. Using qualitative content analysis, the study classifies policy agendas and identifies major patterns. The results show that the pledges cover domains such as basic academic achievement, future education and digital transformation, educational welfare and care, civic education, educational autonomy, and regional collaboration. Policy types are derived based on how these elements are presented and combined. The findings provide a basis for comparative studies of superintendent election pledges and analyses of changes in education policy trends.
