Assessment of the potential for indirect potable reuse through remineralization of reclaimed wastewater
본 연구는 하수처리장 방류수를 역삼투막(RO)으로 처리한 재이용수를 관망을 통해 공급하는 과정에서 부식⋅스케일 위험을 완화하면서 국내 먹는물 수질기준을 만족할 수 있는 Ca(OH)2–CO2 기반 재광물화 최적 주입조건을 도출하였다. 국내 3개소의 공공하수처리장 재이용처리를 위한 저압막–RO 공정을 통한 RO 처리수와 실험실 규모 UF–RO 처리수의 수질을 분석하여 대표 원수 조건을 설정하였고 물리화학 반응모사기반 수처리공정을 모델링을 위한 Water!Pro를 이용하여 pH 7.3∼8.0 및 경도 60∼90 mg/L(as CaCO3) 범위에서 Langelier Saturation Index(LSI)가 최소가 되는 조합을 최적점으로 정의하였다. 그 결과, 경도 80 mg/L(as CaCO3), pH 7.85에서 LSI가 0에 가장 근접하였으며, 해당 조건의 이론 주입량은 Ca(OH)2 56.4 mg/L, CO2 61 mg/L로 각각 산정되었다. 해당 조건에서 RI, AI, CCPP를 추가 평가하여 간접 음용 재이용 특성을 고려한 복합 지표 해석 필요성을 확인하였다. 초기 pH 5.5-6.3과 수온 17-25 ℃ 변동을 고려한 민감도 분석에서, 목표 경도와 pH로 제어될 경우 LSI는 대부분 0 ± 0.1 범위에서 유지되는 경향을 나타내었고, 특히 수온 19-23 ℃ 구간에서 LSI 변동폭이 상대적으로 적었다. 실험실 규모의 개방형 교반 배치 실험에서 Ca(OH)2 요구량은 이론값과 유사한 수준에서 목표 경도에 도달하였으나, CO2는 목표 pH 도달 과정에서 모델 기반 목표 주입량 61 mg/L 대비 73.6–78.5 mg/L의 누적 주입량이 요구되어 약 1.21–1.29배 수준으로 나타났다. 재광물화수에 소독제로서 차염소산나트륨(NaOCl) 5 mg/L를 주입한 후 먹는물 수질기준을 분석한 결과 전 항목의 수질기준을 만족하였으며(최종 처리수 pH 7.8), PFAS는 국내 먹는물 수질감시항목 기준 대비 모두 정량한계 미만(각 항목 5 ng/L)으로 확인되었다. 본 결과는 RO 재이용수의 간접 음용 전환을 위한 목표수질 설정과 함께, 개방형 배치 조건에서 CO2의 기–액 전달효율, 접촉시간 및 일부 탈기 가능성을 고려한 주입량 보정과 pH 안정화 거동을 운전⋅평가에 반영할 필요성을 시사한다.
This study determined optimal dosing conditions for Ca(OH)2-CO2 remineralization that can mitigate corrosion and scaling risks while meeting Korean drinking standards when distributing reclaimed water produced by reverse osmosis (RO) treatment of wastewater treatment plant(WWTP) effluent. Representative feedwater conditions were established based on water-quality analyses of RO permeate obtained from low-pressure membrane–RO processes at three municipal wastewater reclamation facilities and from a laboratory-scale UF–RO system. Using Water!Pro, a physicochemical process-based water treatment modeling tool, the optimal condition was defined as the pH–hardness combination that minimized the Langelier Saturation Index (LSI) within the ranges of pH 7.3-8.0 and hardness 60-90 mg/L (as CaCO3). The results indicated that a hardness of 80 mg/L (as CaCO3) and pH of 7.85 yielded an LSI closest to zero, with theoretical doses of 56.4 mg/L Ca(OH)2 and 61 mg/L CO2. At this condition, RI, AI, and CCPP were additionally evaluated, confirming the need for comprehensive assessment considering indirect potable reuse characteristics. In the sensitivity analysis considering variations in initial pH (5.5–6.3) and temperature (17–25℃), LSI generally remained within 0 ± 0.1 when the final water quality was controlled to the target hardness and pH, and the LSI variability was relatively small in the 19–23℃ range. In laboratory–scale open, stirred batch tests, the Ca(OH)2 demand reached the target hardness at a level comparable to the theoretical estimate, whereas the cumulative CO2 dose required to achieve the target pH was 73.6–78.5 mg/L, corresponding to approximately 1.21–1.29 times the model-based target dose of 61 mg/L. After dosing sodium hypochlorite (NaOCl) at 5 mg/L to the remineralized water, all parameters regulated under the Korean drinking water standards satisfied the corresponding limits (final pH 7.8), and PFAS were below the limit of quantification (LOQ < 5 ng/L for each compound) relative to Korea’s drinking water monitoring items. These findings suggest that, in addition to setting target water quality for indirect potable conversion of RO reclaimed water, operational evaluation should account for CO2 dose correction considering gas–liquid mass transfer efficiency, contact time, possible partial stripping, and pH stabilization behavior under open batch conditions.
