｢제황제삼(除蝗第三)｣은 서광계가 숭정(崇禎) 3년(1630)에 황제에게 올린 흠봉 명지조화둔전소(欽奉明旨條畫屯田疏)라는 상소문의 제3부분으로, 그의 메뚜기 재해 를 다스리는 사상의 핵심 텍스트이다. ｢제황제삼｣은 서광계 치황(治蝗) 사상의 풍부 함을 보여준다. 그러나 이 글은 단순한 메뚜기 재해를 다스리는 방안을 정리한 것이 아니다. 이보다 깊은 함의를 지니고 있다. 서광계가 메뚜기 재해를 통해 명나라 말 기의 인사 운영의 미비와 통치의 부적절이라는 심층적 폐단을 지적한다. 더 나아가 그가 명나라 말기 사대부로서 사회 위기 완화를 바라는 깊은 문제의식도 담겨 있다. 본문은 서광계가 메뚜기 재해를 매개로 명나라 말기 현실 사회에 존재하는 여러 문제와 대응 방안을 살펴보고자 한다.

“The Third Discourse on Locust Control”(Chuhuang Disan) is the third section of “Memorial on the Imperial Directive for the Planning of Tuntian,” submitted by Xu Guangqi to the Chongzhen Emperor in 1630, the third year of the Chongzhen reign. It is a foundational text for understanding Xu Guangqi’s thought on locust control. While “The Third Discourse on Locust Control” demonstrates the richness of Xu Guangqi’s ideas on locust control, it is far more than a compilation of measures for managing locust disasters. Rather, the text conveys deeper political and social implications. Through his discussion of locust disasters, Xu Guangqi exposes the underlying problems of administrative deficiencies and ineffective governance in the late Ming dynasty. It also reflects his profound concern, as a scholar-official of the late Ming period, for alleviating the social crisis. This article examines how Xu Guangqi employed the issue of locust disasters to explore various problems confronting late Ming society and the corresponding measures proposed to address them. It also reflects Xu Guangqi’s strong aspiration to restore social order.
