주한미군과 동북아 정세는 불가분의 관계에 있다. 동북아 정세로 인해 주한미군이 성립하고 존속하였지만 이제는 역으로 주한미군으로 인해 동북아 정세가 안정과 평화를 유지할 가능성이 크다는 것이다. 그것은 주 한미군이 철군 결정과 번복, 감축으로의 귀결이 반복해서 이루어지면서도 냉전기와 탈냉전기를 관통하여 지속하고 있는 것에서 알 수 있다. 특히 냉전적 소산인 주한미군이 탈냉전의 파고 속에서도 존속하고 있는 것은 주한미군이 변화하는 안보환경 즉 동북아 정세에 적응하고 있다는 가능성을 시사한다. 주한미군이 중대한 시기의 새로운 안보환경에 적합하게 자신의 정체성을 새로이 정립하고 제도화하여 왔다는 것이다. 주한미군의 정체성 변화와 제도화 가능성이 주한미군의 미래 존재 여부에 중요하게 작용하고 동북아 정세에 영향을 미칠 것임은 분명하다. 북한 핵문제와 미중 패권 경쟁 속에서 불안하게 전개되고 있는 동북아 정세에 주한 미군의 역할과 기능이 제대로 정립되고 작용한다면 이 지역의 평화와 안정에 중요하게 기여할 수 있다는 것이다.

The situation in Northeast Asia is inextricably linked to the U.S. Forces Korea(USFK). Although the USFK was established and survived due to the situation in Northeast Asia, the situation in Northeast Asia is now likely to maintain stability and peace due to the USFK. That can be seen from the fact that the USFK continues through the Cold War and the post-Cold War, despite repeated withdrawal decisions, reversal, and reduction. In particular, the fact that the USFK, the product of the Cold War, survives in the midst of the post-Cold War suggests that the USFK is adapting to the changing security environment, or the situation in Northeast Asia. The USFK has been establishing and institutionalizing its identity to suit the new security environment in critical junctions. It is clear that the change in the identity of the USFK and the possibility of institutionalization will play an important role in the future of the USFK and affect the situation in Northeast Asia. They say that if the role and function of the USFK are properly established and functioned in Northeast Asia, which is unstable amid the North Korean nuclear issue and the U.S.-China hegemony competition, it can contribute significantly to peace and stability in the region.
