韩国政府提出，到2023年从全球吸引20万来韩留学的发展目标。中国作为韩国留学生 主要输出国，来韩留学生人数规模却呈逐年下滑态势。根据韩国教育部发布的官方数据， 本文着重对中国来韩留学生在学校及区域选择、教育层次及学科专业分布、人数规模发展 趋势方面进行了分析和研判。并以推拉理论为依据，归结留学韩国的拉力因素和中国内部 的推力因素。研究目的是提出关于中国来韩留学生发展问题切实可行的对策建议，以期扭 转当前中国来韩留学生人数规模下滑趋势。研究结果表明通过科学制定政策，提高培养质 量。均衡教育优势，合理配置资源，优化专业结构，扩大留学规模。加强留学宣传，塑造 留学生态。有望实现中国来韩留学生人数规模的增长。

The South Korea government has set a development goal of attracting 200,000 students from around the world to study in Korea by 2023. As the main exporter of Korean students, the number of Chinese students in Korea has been declining year by year. According to the official data released by the Ministry of Education of South Korea, this paper focuses on the analysis and evaluation of Chinese international students in school and regional selection, education level and distribution of disciplines and majors, and the development trend of the number of students. Based on the push-pull theory, the pull factor of studying in Korea and the push factor of China are summarized. The purpose of the study is to put forward practical countermeasures and suggestions on the development of Chinese students in South Korea, in order to reverse the current downward trend of the number of Chinese students in South Korea. The results show that the quality of cultivation can be improved through scientific policy making. We should balance educational advantages, rationally allocate resources, optimize professional structure, and expand the scale of overseas study. Strengthen the publicity of studying abroad and shape the ecology of studying abroad. The number of Chinese students in Korea is expected to increase.
