핵무기가 개발되어 전쟁양상이 제한전의 양상으로 변화되었으나, 핵무 기 사용은 인류의 공멸을 의미함으로 핵전 하 전쟁에서도 전쟁을 수행하 는 국가는 국가의 가용 자원을 총동원하여 총력전을 수행하고 있는 양상 이다. 한국은 북한과의 전쟁에 대비하여 총력전 대비태세를 갖추어야 하 고, 전쟁 발발 시에는 총력전을 수행하여 승리하여야 한다. 따라서 본 연 구의 목적은 클라우제비츠의 『전쟁론』 중 전쟁의 본질 관점에서 현실전쟁 이론의 적용 가능성을 분석하여 현재 및 미래전에서 한국이 현실전쟁이론 에 입각하여 총력전을 수행하기 위한 발전방향을 제시하는데 있다. 연구 방법은 문헌연구를 통한 질적연구와 사례분석 후 비교하였고, 연구범위는 최근 미국이 수행한 전쟁 중 패배한 베트남전과 승리한 이라크전(주요 전 투 시까지)을 현실전쟁이론에 근거하여 분석하였다. 연구 결과 현대 및 미래의 총력전에서 승리하기 위해서는 현실전쟁이론에 입각하여 첫째, 전 쟁은 정치의 수단(연속)으로서 전쟁의 정당성이 확보되고, 둘째, 국민의 전 쟁의지를 결집하고 국가의 자원을 총동원하여 전쟁에서 승리하기 위해서는 전쟁의 삼위일체인 정부-국민-군대가 균형을 이루어야 한다는 것을 확인할 수 있었다.

Nuclear weapons have been developed and the pattern of war has changed to a limited war, but the use of nuclear weapons means the co-destruction of mankind, so even in a nuclearcharged war, countries that wage war are mobilizing all available resources of the state to wage Total War. South Korea must be prepared for an Total war in preparation for a war with North Korea, and in the event of a war, it must carry out an Total war to win. Therefore, the purpose of this study is to analyze the applicability of the real war theory from theperspective of the nature of war among Klauszewitz's "On War" and to suggest the direction of development for Korea to carry out Total war based on the real war theory in the present and future. The research method was compared after qualitative research and case analysis through literature research, and the scope of the study was analyzed based on the theory of real war between Vietnam and Iraq (until major battles) which were recently defeated and win the war by the United States. Research shows that in order to win modern and future all-out war, first, war is a means(continuous) of politics, and second, It was confirmed that the government-people-military, the trinity of war, must be balanced in order to win the war by mobilizing all the resources of the state by gathering the will of the people.
