        In Korea, nuclear regulation is supervised by the Nuclear Safety and Security Commission (NSSC). The area that required expertise in regulatory activities has been entrusted to the Korea Institute of Nuclear Safety (KINS) and the Korea Institute of Nuclear Nonproliferation and Control (KINAC) affiliated to the NSSC. Such nuclear regulatory activities should be implemented fairly and objectively because they directly affect nuclear operators and the entire nuclear industry. In addition, as the recent policy trend has flowed in the direction of improving the business efficiency and quality of public institutions, a study was intended to improve the overall regulatory quality of the institution. First, a case study was performed on the quality management system of domestic and foreign related organizations, including the Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC) in the US. Through study and analysis of the system, it was attempted to derive institutional quality requirements for KINAC and to establish a plan to use the requirements as major items of Internal Quality Control (IQC) system. By analyzing the quality management systems of research institutes such as Brookhaven National Laboratory (BNL) and Electronics and Telecommunications Research Institute (ETRI) as well as regulatory authority, the characteristics of KINAC that conduct R&D necessary for regulation were reflected. Based on this study, the quality management system leading to IQC-EQA (External Quality Assurance) -TQM (Total Quality Management) will be established continuously to improve the business quality of regulatory authority.

        The guidelines for cyber security regulations at domestic and foreign nuclear facilities, such as KINAC/RS-015, NRC’s RG5.71 and NEI 13-10, require the establishment of security measures to maintain the integrity of critical digital assets (CDAs) and protect them as threats to the supply process. According to the requirements, cyber security requirements shall be reflected in purchase requirements from the time of introduction of CDAs, and it shall also be verified whether cyber security security measures were properly applied before introduction. Domestic licensees apply measures to control the supply chain in the nuclear safety sector to cyber security policies. The safety sector supply chain control policy has areas that functionally overlap with the requirements of cyber security regulations, so regulatory guidelines in the safety sector can be applied. However, since most of the emergency preparedness and physical protection functions introduce digital commercial products, there is a limit to applying the control of the supply chain in the safety field as it is. It is necessary to apply supply chain control operator policies, procedures, and purchase requirements for each SSEP function, or to establish cyber security integrated supply chain control requirements. In this paper, based on the licensee’s current supply chain control policy, the cyber security regulation plan for supply chain control according to the SSEP (Safety-Security-Emergency Preparedness) function of CDAs is considered.

        The nature of molecular mechanisms governing embryo development is largely unknown, but recent reports have demonstrated that proper execution of programmed cell death is crucial for this process. The main objective of this study is to examine the mode of programmed cell death during nuclear transfer embryos development in porcine. In particular, the relative employment of two major pathways in programmed cell death; e.g. apoptosis (type I) and autophagy (type II) was compared. Oocytes use in the study was matured in vitro in the presence of 10% FBS maturation medium. After nuclear transfer embryos were cultured for each programmed cell death control factor [Cysteamine(Cyst : 0.4mM), 3-methyladenine(3MA : 2.5mM) and Rapamycin(RP : 100nM)] in TCM-199 medium supplemented with 0.1% BSA. In this study results of among the blastocysts development in 3MA; PCNA, MAP1LC3A and ATG5 RNA gene expression level increased in the order of IVF<Cyst < 3MA < RP. However Casp-3 and TNF-r RNA gene expression level decreased in the order of IVF < 3MA and RP< Cyst. The expression of mTOR showed a pattern opposite to that of MAP1LC3A. That is, its expression was the lowest in Cyst group. And next experiments analysis of MMP expression patterns. Analysed this MMPs enzyme activation to evaluate the effectiveness of high quality brastocyst culture in porcine. In this results of the enzymatic activity of MMP-2 and MMP-9 was assessed in culture, the level of active MMP-9 was higher expression in the medium of each 3MA and RP treatment group, with the level of another treatment group being relatively higher. These results suggest that the autophagy activation culture medium is more effective for stable and innovative nuclear transfer embryos development.

        Somatic cell nuclear transfer (SCNT) has long been envisioned as a means for generating patient-specific stem cells to treat a range of age-related diseases. Until now, only three research groups have reported the successful derivation of SCNT-derived pluripotent stem cells (SCNT-PSCs). Our group has shown for the first time that human SCNT-PSCs can be successfully generated using dermal fibroblasts from 35 and 75 year-old males, and also recently established another SCNT-PSC from a patient with disease. However, despite cloning success in these groups, the derivation of stem cell lines from cloned human embryos has proven elusive. So, several approaches for the optimization of SCNT conditions, such as the use of protein phosphatase inhibitors, oocyte activation method and epigenetic regulation have been applied in order to overcome the obstacle. This study reveals mechanistic insights and establishes a promising method for improving human SCNT for regenerative medicine.
