본 연구는 지역문화재단 설립이 가속화되고 있는 시점에서 지역문화재단 설립의 법적 근거를 파악하고, 지역문화재단 운영 시 예상되는 장단점을 분석하였다. 또한, 타 지역문화재단의 사례분석을 통해 지역문화재단 설립의 필요성과 과제를 도출하였다. 이를 통해 지역문화재단의 설립을 검토하고 고민하는 관계자들과 연구자들에게 문화정책의 기초자료로서 의미가 있을 것이다. 연구결과 지역문화재단의 설립 필요성은 크게 3가지로 제시하였다. 첫째, 지역문화재단은 전문적이고 종합적인 업무를 수행을 통해 공공업무의 효율성을 높일 수 있다. 둘째, 지역문화 예술진흥을 위해 민간영역의 참여는 매우 중요하며, 민간영역의 참여를 견인할 수 있는 시스템으로 지역문화재단은 효율적인 대안이 될 수 있다. 셋째, 지역문화재단 설립은 공공재인 지역문화 예술을 활성화하고 이를 시민들에게 돌려줌으로써 공공복리에 이바지할 수 있다. 또한, 과제로는 지역문화재단의 구조적 문제인 운영의 자율성과 안정적 재원확보를 위해 인사권의 독립, 안정적 재원확보, 감사권의 독립, 재단 설립의 폭넓은 공감대 형성, 사업 방향의 정립으로 도출되었다.

This study grasped the legal basis for the establishment of the regional cultural foundation and analyzed the expected advantages and disadvantages of operating the regional cultural foundation when the establishment of the regional cultural foundation was accelerating. In addition, through the case analysis of other regional cultural foundations, the necessity and tasks of establishing a regional cultural foundation were derived. Through this, it will be meaningful as a basic data of cultural policy to the concerned people and researchers who are considering and considering the establishment of the local cultural foundation.
As a result of the study, the necessity of establishing a regional cultural foundation was largely presented in three ways. First, local cultural foundations can increase the efficiency of public works through professional and comprehensive work. Second, the participation of the private sector is very important for the promotion of regional culture and arts, and as a system that can lead the participation of the private sector, the regional cultural foundation can be an effective alternative. Third, the establishment of a local cultural foundation can contribute to public welfare by revitalizing local cultural arts, which are public goods, and returning them to citizens. In addition, the tasks were drawn from the independent issues of personnel rights, stable financial resources, independent auditing rights, the establishment of a broad consensus for foundation establishment, and the establishment of business direction for the autonomy and stable financial resources of the regional cultural foundation.
