The Korean fisheries industry is a traditional business, the majority of which are small and medium-sized enterprises (SMEs). It has played an important role in the South Korean economies in the past several decades, but it currently faces the limitations of growth potential and profitability due to declining workforce, aging populations, deteriorating fishery environments, climate changes, and rapid changes in the global industrial ecosystem. Many studies have suggested solutions for the fisheries industry in macro perspective, but there are rarely any studies taking the strategic approaches for the problem. If it is possible for governments to support the companies that are likely to increase their value-added selectively, it will break through the current situation more effectively. This paper introduces a study on the selection method utilizing data envelopment analysis (DEA) to find SMEs with potentials to increase profits and growth. We suggest selecting SMEs with high management efficiency and ability to utilize intangible assets as the target companies. We also suggest policy objectives for SMEs in the domestic fisheries industry based on the results of DEA analysis and propose a data-based method for the policy decisions.

Overstock in aquaculture is a matter of concern in aquaculture management. To sort fish based on fingerling size in case of overstocking is an important problem in aquaculture farm. This study aims to determine the amount of fry overstock and sorting time in aquaculture farm. This study builds a mathematical model that finds the value of decision variables to optimize objective function summing up the fingerling purchasing cost, aquaculture farm operating cost and feeding cost under mortality and farming period constraints. The proposed mathematical model involves following biological and economical variables and coefficients: (1) number of fingerlings, (2) sorting time, (3) fish growth rate and variation, (4) mortality, (5) price of a fry (6) feeding cost, and (7) possible sorting periods. Numerical simulation is presented herein. The objective of numerical simulation is to provide decision makers to analyse and comprehend the proposed model. When extensive biological data about growth function of fry becomes available, the proposed model can be widely applicable to real aquaculture farms.

Busan is a representative of ocean cities in South Korea, which attracts many Chinese tourists. As a number of Chinese tourists increase, Chinese tourists’ evaluations of sightseeing resources in Busan appear extremely important. However, there are few researches on Chinese tourists’ evaluations of sightseeing in Busan. The purpose of this paper is to analyze Chinese tourists’ evaluations of Busan tourism. Chinese tourists who travel to Busan are chosen as research objects and several aspects including marine, fisheries and general tourism are investigated to evaluate the tourists’ overall satisfaction of the tourism in Busan. IPA analysis, factor analysis multiple regression analysis are used for the research. The results are as follows. Chinese tourists’ evaluations of the importance and performance level of variables on Busan tourism were significantly different (total 19 of 25 variables) and the performance was lower than importance. This means the outputs of the various Busan tourism elements do not live up to their expectations. The findings show that Chinese visitors have high satisfaction on infrastructures of fisheries tourism (e.g. cleanness of aquatic product tourism facilities and sanitary state on fishery products), but low satisfaction in terms of the contents (e.g. unique cooking method experience of seafood and traditional seafood cooking consumption). The factors of fisheries tourism (e.g. product services of fisheries tourism and the attractiveness of seafood in Busan) never affect their satisfaction and intention to revisit and recommend the city.

The industrial structure of Chuja Island is mainly occupied by fisheries. Since the fisheries resources have been depleted and the marine environment has been changed, the fishery industry has been hard to survive. It is the time when residents are looking for a breakthrough in the tourism industry. Market segmentation is a valuable tool in the establishment of marketing strategies. Segmentation of tourists by the same desire and motivation is an essential factor in identifying the characteristics of tourists. The research on market segmentation of tourism sector focuses mainly on demographic subdivision, psychological subdivision, and behavioral subdivision, so it is urgent to study geographical market segmentation. The purpose of this study is to present data that can be used to establish a marketing strategy for tourism promotion in Chuja Island by analyzing the tourism activities via subdivision market according to demographic characteristics, tourism behavior characteristics, and tourism motivation after grasping the geographical segment of tourists through empirical analysis. In this study, 285 valid samples were analyzed by frequency analysis, χ 2 test, cluster analysis and ANOVA test.

The fishing vessel buyback program, that is, the project of fishing vessel reduction is a complex challenge that needs to take into consideration for both fishing resource protection and industrial restructuring. By the way, the fishing vessel buyback program in Korea is still poorly fruitful and there are few applications for the project in the country. For example, the buyback program of this nation has some problems like uncertainly set goals, conflicts among targets, no flexibility in the program implementation, low participation in the project and lack in follow-up actions. To solve these problems, this study offers the following alternatives. First, it is setting up detailed targets for fishing vessel buyback. Those targets should be what can be actually driven under policy support, such as reduction in illegal fishing, decrease in an exact number of fishing vessels and decline in fishing capacity rather than what seem to be comprehensive such as protection of coastal or offshore fishery and industrial restructuring. Second, it is taking measures for the livelihood of those who would face disadvantages due to fishing vessel reduction. Those measures providing or supporting the re-education and re-employment of fishery workers and building up systems that help the workers transfer fishing to another job. Third, it is adopting the governance system that overcomes lacks in communications between the fishing vessel buyback program and improves the performance effectiveness of that program. Here, governance means that businesses and authorities concerned in the program interact and cooperate with one another in making and implementing policies related to the project of fishing vessel reduction and assessing the results of that project. Fourth, it is taking actions for fishery reorganization after the fishing vessel buyback program. Factors that can be considered as those actions include supporting fishery workers’ cost of fishing vessel reduction, decreasing and modernizing fishing fleets and improving the quality of fishing equipment. In conclusion, the fishing vessel buyback program should be prepared with comprehensive actions or measures that can cope well with a variety of problems that may be arisen from it while keeping itself on the track of its original goals.

The ocean is very important to mankind for its infinite value in resource storage and utilization. In shallow coastal waters, landfill as well as pollution damage occurs frequently for the promotion of important public and private projects that are the driving forces of national development. In this case, compensation paid for the loss or damage of fishing rights acquired by the fishing community shall be distributed to each individual of the fishing community in accordance with the appropriate balance. In reality, as fishing communities in different sectors coexist, the voting rights of the general meeting of fishing communities are ignored as a minority, and the demand for the rights is ignored by the majority. Many other industries receive fish compensation, even though they have not suffered much damage. As a result serious conflicts between the individuals of the fishing community have caused social problems. Therefore, similar cases are investigated and analyzed to provide a reasonable solution.

years, aquaculture plays an important role in fishery production in Korea. Nevertheless, aquaculture should be carefully managed by regulations because it also causes environmental load which can threat sustainability of aquaculture. For this reason, Korean government has regulated density of culturing facilities with the Fisheries Law and its adjective decrees. The regulatory compliance of fisheries businesses is very low because the criteria for the regulation of the density were not enacted with scientific research. Thus, this research was aimed to obtain scientific criteria for the regulation of oyster aquaculture in Jaran Bay with economic assessment. For this research, we collected the data necessary for the assessment on five investigation points in the bay for two years. With the data, simulation for the growth rate of oyster was performed and the result showed that at least 25.5% of facilities should be reduced. Also, it was revealed that removing 2 long lines would be most beneficial. The NPV of the best measurement was 35,120,300 won and IRR was 11.7%. With this research, the government will gain more accurate regulatory compliance due to the scientific approach. Moreover, fisheries businesses in oyster aquaculture can obtain flexibility to cope with market fluctuation.

This study is to evaluate economic effect of the creation project of Octopus Ochellatu spawning and habitat ground in Taean County. The main results of this study are summarized as follows: first, the creation project cost of Octopus Ochellatus spawning and habitat ground invested in Taean from 2015 to 2017 was 3,400 million won. Second, The creation project of Octopus Ochellatus spawning and habitat ground directly provides fishing benefits, recreational boat fishing benefits, festival benefits, research and development benefits, and employment benefits. Third, on the basis of above benefits, the creation project of Octopus Ochellatus spawning and habitat ground has a net present value of 14,478 million won, internal rate of return 60.8%, and benefit-cost of 5.03 under a 4.5% social discount rate. Also, the creation project creates 47 jobs. This indicates that the creation project of Octopus Ochellatus spawning and habitat ground contributes not only to the increase in the income of coastal fishery, recreational boat fishing business and fishing villages but also to the job making. In conclusion, with all these results, a project for making spawning grounds and habitats in the specified region gives species more numerically abundant and this gives more profits to fishermen in the coastal area. In addition, this project helps to make attractions to visitors or people who came to those specified regions to participate in events or have recreation, which means it improves profits to that fishing village and improve a settlement condition.
