        Nowadays, container transport services play a substantial role in global cargo transportation by serving as an intermodal between the exporter and importer. Container shipping has become increasingly important over the past few decades due to its obvious advantages. However, Vietnam's container market has shown severely ongoing competition among numerous domestic and foreign shipping lines resulting in serious consequences occurring such as the freight rates substantially decreasing within the last ten years. In fact, Vietnam's sea lanes have become more defensive to cover the losses of shipping companies. Selection of criteria for competitive evaluation of container transport companies is necessary to help recognize the problems within the enterprise especially relating to its position in the market and from here, business management are able to put strategic plans in place and reasonable policy in order to be able to survive and grow.

        To improve maritime security and enhance international shipping commerce within US ports in addition to ISPS (International Ship and Port Facility Security Code), the TWIC (Transportation Worker Identification Credential) program is working on the maritime field from the October 15, 2008 in the United States. In this paper, the program is reviewed and investigated in terms of goal, benefit, solution, and related legislation so forth In addition, other maritime security programs including MMD (Merchant Mariner Document), FAST (Free and Secure Trade), SIDA (Security Identification Display Areas). and Air Cargo security program was analyzed and compared in order to obtain relationship and difference with the program in terms of enrollment frequency, list and method of security check, and profile of each program As a result of this paper, the program is mostly to improve maritime security, protect individual privacy, and enhance commerce rather than other programs.

        On May 12th, 2007 a merchant vessel of Golden Rose (South Korea) sank into near 38 mile from Yentai in China after the vessel collided with a container vessel of Jinsung (China), leaving all 16 sailors, including seven South Koreans, missing. According to the official report. The Chinese vessel, authorities, and South Korean government did not coordination q rescue and salvage for the sailors and vessel properly as follows: 1) The Chinese vessel left the scene without rescue and salvage of the sailors, 2) Chinese authorities failed to comply with law of the sea that required them to report the collision to South Korea immediately after confirming the accident, and 3) The South Korean government is also being criticized for its slow response to the incident since the government did not set up a response team until 21 hours after the incident. In order to reduce this number of sailor missing in future incidents, this research is studied regarding assembling conferences, assigning SRR in ASEAN+3, simplicity to enter other territory waters and cooperative training and education for the SAR.

        After World Trade Center's Terror in 2001 and promulgating Maritime Transportation Security Act (MTSA, 2002) and Security and Accountability For Every Port Act (SAFE Port Act, 2006) in the United States, most of the attention on security of international transportation including marine carrier and facility has focused increasingly. Inspection stations in foreign seaport terminal including Busan, South Korea, have been installed by Container Security Initiative (CSI) and Customs Trade Partnership against Terrorism (C-TPAT). The inspection station, however, may directly and indirectly affect delay of truck turnaround time in the seaport, especially high and severe level of security. This paper was analysed a risk for the additional average delay of truck turnaround time incurring by the inspection station under the all level of security, C-TPAT and CSI. As a result of this risk analysis, the higher weighted inspection time based on raising security level, the less number of trucks to be inspected, which will derive high delay in the inspection station.
