        The purpose of this study is to evaluate the feasibility of the new marine leisure ships. In order to achieve the research purpose, the cost and income were calculated based on the operating of other marine leisure ships, and the feasibility of the project was empirically analyzed. This study established a research model that applies the values derived by empirically analyzing ships with similar specifications, to the new marine leisure ships. We then calculated the cost-benefit analysis, net present value, and internal return, and evaluated the feasibility of the project based on this. As a result of the business feasibility analysis of investing in marine leisure ship, it was found that economic feasibility exists with a B/C of 1.042 and 1.049 for new and secondhand ships, respectively; however, considering the stability of the ship and the publicity and continuity of the business operation, it is recommended to invest in new ships compared to secondhand ships. The total benefit over the 10-year operating period using a social discount rate of 4.5% was evaluated to be about KRW 292.0 billion, which is higher than the total cost of KRW 256.6 billion. In conclusion, the profitability analysis showed that the B/C was 1.042, the NPV was KRW 193 billion, and the IRR was 2.1%, which indicates that profitability is weakly secured.

        Given the technological innovations of the fourth industrial revolution, cutting-edge ICT technology has been applied in research on aids to navigation, and due to the emergence of new types of equipment and technological advancements, it is necessary to apply realistic standards to the designation of service lifetimes to aids to navigation facilities' equipment and components. In addition, it is necessary to prepare a legal basis for the effective operation of aids to navigation facilities' equipment and component. Therefore, in this paper, improvements in the designation of realistic service lifetimes are suggested by investigating the service life management and operation status of domestic and foreign aids to navigation, providing on-site surveys on the management status of aids to navigation facilities in Korea, and with a questionnaire survey to gather expert opinions.

        Seaports play a vital role in the economic development of countries, especially for countries having long coastlines such as Vietnam .Seaport industry in Vietnam has witnessed an impressive development in recent years. The national cargo throughput in the period 2013-2017 achieved a compounded annual growth rate (CAGR) of 11.8%/year, higher than that of the world (5.1%). However, the differences in planning policies and infrastructure systems has led to the differences in port performance efficiency of regional ports. Therefore, it is necessary to have a general and accurate view of the picture of Vietnam’s seaport. The objective of this study was to analyze the relative efficiencies of 26 Vietnam container terminals using traditional output-oriented CCR and BCC DEA model. Malmquist Productivity Index (MPI) was also applied to evaluate changes in container terminals productivity over time.

        Container port is one of the most vital link of the transportation chain that plays an important role in trading with other countries. Having a proper understanding of port operations could change the role of the port from a transportation node to an efficient point in a transportation chain. Development of transportation chains, logistics and progress of these networks have enhanced the sustainable condition and level of transportation. Therefore, evaluating the competitiveness of ports is obligatory for port users to make a decision in investment or exploitation. This paper introduces the use of Fuzzy C-means and TOPSIS for competitiveness comparison among a sample of container terminals in Korea and China and determine how to improve Korean port competitiveness and particularly in Busan port.

        Planning strategies to achieve higher competitiveness of ports are becoming increasingly important in business environment. Therefore, strategic competitive position and efficiency analysis needs to be performed to increase ports’ effectiveness and competitiveness. This matches with one of targets of new concept e-Navigation to increase the agility and efficiency of ports. The purpose of this study was to apply Boston Consulting Group matrix to analyze competitive positioning of major ports in Korea and China in term of several main cargo types and then use a combination of Data Envelopment Analysis and Principal Component Analysis model to calculate efficiencies. Results show that, at the moment, Chinese ports are still on the top with high position and efficiency score for the representative-Shanghai port. However, result also points out that except container type, Korean ports have chance to compete in other cargo types. Moreover, Gwangyang port is regarded as efficient. It has better position time. It is believed that Gwangyang port together with Busan port can compete with Chinese port in the near future.
