        선박이 항구를 안전하게 입·출항 하기 위해서는 고려해야할 요소들이 많지만, 특히, 선박의 좌초 위험을 줄이기 위해 항구의 조석을 파악하는 것이 중요하다. 기존의 선행연구는 주로 조화상수를 찾고 분석하는 연구가 대부분이었으나, 타 수로국의 조석표상 조화 상수 분석 및 정확성에 관한 연구는 부족하였다. 본 연구는 인천, 군산, 여수, 부산, 울산 및 속초, 총 6곳의 항구를 대상으로, 실측정보를 기준으로 영국조석표와 한국의 조석표를 비교하였으며, 조석의 차이가 발생하는 원인을 찾기 위하여 조화상수를 사용하여 조고, 조시, 조 석형태수를 계산한 후 영국과 한국의 정보를 비교하였다. 실측정보와 조석표의 차이 분석 결과 대상 항구 모두 실제 조고와 조시가 차이 가 있었으며, 그 원인은 영국과 한국의 조화상수, 조석 기준값, 조석 형태수에서 차이가 있는 것을 발견하였다. 따라서 이 논문에서는 영 국 조석표에 우리나라 표준항을 추가해야 하며, 조석표를 만드는데 필요한 기준이 되는 조화상수가 지속적으로 최신정보로 업데이트 되 어야 하고, 영국 조석표 보다는 각 국가에서 제작하는 조석표가 더 정확하다는 것을 제시하고자 한다.

        항로표지는 등광, 형상, 색채, 음향, 전파를 이용하여 선박의 안전항해를 돕기 위한 인위적인 시설을 의미한다. 국제항로표지협회에서는 이러한 항로표지의 설계, 배치, 관리 등을 위해 전문가 그룹에 대한 교육과정을 개발하여 운영 중에 있으며, 해기교육기관에서는 항해사 들을 위한 선박조종향상교육 및 ECDIS 교육과정을 통하여 안전항해를 위한 다양한 교육을 운영하고 있다. 이에 더불어, 다양한 지형적, 환경적, 해상교통환경 등에 따른 항로표지의 오인으로 인한 해양사고를 예방하기 위해 항로표지 시뮬레이션 시스템을 활용한 교육이 필요하다. 본 연구에서는 기존의 선박조종시뮬레이터와 항로표지 시뮬레이터를 활용하여 다양한 환경에서 항로표지에 대한 정확한 이해과 활용을 위한 교 육모듈 개발을 통해, 기존의 이론적인 관점에서의 교육을 보완하고 실무적인 활용도를 높여 교육효과 향상방안을 제시하였다.

        The Korean e-Navigation system is a Korean approach to correspond with implementation of IMO e-Navigation. It provides five services, among them SV20 service, a ship remote monitoring system that collects and processes sensor information related to fire, navigation, and seakeeping performance safety. The system also detects abnormal conditions such as fires, capsizing, sinking, navigation equipment failure during navigation, and calculates the safety index and determines the emergency level. According to emergency level, it provides appropriate emergency response guidance for the onboard operator. The fire safety module is composed of three sub-modules; each module is the safety index sub-module, the emergency level determination sub-module and emergency response guidance sub-module. In this study, operational concept of the fire safety module in SV20 service is explained, and fire safety assessment factors are estimated, to calculate the fire safety index. Fire assessment factors included ‘Fire detector position factor,’ ‘Smoke diffusion rate factor,’ and ‘Fire-fighting facilities factor.’

        Marine weather information provided for vessels is mainly offered by radio devices such as NAVTEX, Weather Fax., and others. However, the information is too general for large areas, and lacks more detail. So, many seafarers are disinclined to use the information to initiate proper readiness of vessels’ safety, avoiding marine accidents such as grounding, hull and cargo damage, but cannot develop an optimal and economical navigation plan, considering the inadequate level of low precision weather information. The purpose of this paper is to develop a strong wind warning system, based on the digital anemometer installed on the bridge. This study analyzed the data on 10-minutes average wind speed, when the vessel’s grounding accidents happened in Korean ports. Results reveal that the vessel’s strong wind warning algorithm, can estimate the growing of wind speed two-three hours in advance.

        IMO introduced the concept of e-Navigation and proposed MSPs(Maritime Service Portfolios) concept to reduce marine accidents, to improve efficiency of ship operation, port operation, and ship operation technology. Korean e-Navigation defines S1 ~ S5 services, as the service concept focused on domestic e-Navigation service corresponding to IMO MSPs, and is constructing a system as an ongoing project. S2 service (onboard system remote monitoring service) among the concepts of Korean e-Navigation services, is a service concept that judges the emergency level according to risk if an abnormal condition occurs during navigation, and provides corresponding guidance to accident ships based on emergency level. The purpose of this paper is to provide a basic architecture proposal of Korean e-Navigation S2 service navigation safety module, based on the S2 service operation concept. To do this, we conducted a questionnaire survey to ask experts with experience with sailors, to respond to the subjective risk experienced by sailors considering effects of anomalies, including equipment failure relative to sailing and navigational safety. Risk level for each abnormal condition was classified. The basic algorithm design of the navigation safety module is composed of safety index (SI) calculation module based on results of questionnaire and expert opinions, safety level (SL) determination module according to safety index, and corresponding guidance generation module according to safety level. To conduct basic validation of basic architecture of the navigation safety module, simulation of the ship anomaly monitoring was performed, and results have been revealed.

        IMO introduced e-Navigation concept to improve the efficiency of ship operation, port operation, and ship navigation technology. IMO proposed sixteen MSPs (Maritime Service Portfolio) applicable to the ships and onshore in case of e-Navigation implementation. In order to meet the demands of the international society, the system implementation work for the Korean e-Navigation has been specified. The Korean e-Navigation system has five service categories: the S2 service category, which is a ship anomaly monitoring service, is a service that classifies emergency levels according to the degree of abnormal condition when a ship has an abnormality in ship operation, and provides guidance for emergency situations. The navigation safety module is a sub-module of the S2 service that determines the emergency level in case of navigation equipment malfunctioning, engine or steering gear failure during navigation. It provides emergency response guidance based on emergency level to the abnormal ship. If an abnormal condition occurs during the ship operation, first, the ship shall determine the emergency level, according to the degree of abnormality of the ship. Second, an emergency response guidance is generated based on the determined emergency level, and the guidance is transmitted to the ship, which helps the navigators prevent accidents and not to spread. In this study, the operational concept for the implementation of the Korean e-Navigation system is designed and the concept is focused on the navigation safety module of S2 service.

        This paper is mainly concerned with the interaction effects between two vessels and sidewall with a mound. Experimental study on hydrodynamic forces between ship and sidewall with a mound was already shown in the previous paper, measured by varying the distances between ship and sidewall. The ship maneuvering simulation was conducted to find out the minimum safe distance between vessels, which is needed to avoid sea accident in confined waters. From the inspection of this investigation, it indicates the following result. When and if one vessel passes the other vessel through the proximity of sidewall with a mound, the spacing between two vessels is needed for the velocity ratio of 1.2, compared to the case of 1.5. Also, for the case of ship-size estimation, the ship maneuvering motion is more affected by interaction effects for the overtaken small vessel, compared to the overtaking large vessel.

        해양리터러시는 우리에게 바다가 미치는 영향 그리고 우리의 삶이 바다에 미치는 영향을 이해하는 것이다. 본 연구에서는 이러한 해양리터러시 개념에 기반한 부산지역 23개 기관에서 시행하고 있는 해양교육 프로그램을 분석하여 7개의 해양교육 모델코스를 개발하였다. 7 개의 해양교육 모델코스는 실내이론, 실내체험, 현장탐방, 현장체험 등 4가지 형태의 교육방법이 다양하게 조합되어 있다. 또한 이러한 해양교 육을 학생과 일반인들이 쉽게 구분하고 선택할 수 있도록 76cm*56cm 크기의 해양교육 안내지도를 제작하였다. 이는 부산지역의 지리적 여건 과 관광지가 결합된 형식이며, 교육기관, 교육내용, 교육시간 등 상세한 내용이 포합되어 있어서 수요에 따라 계절적 변화요인 또는 기호에 맞 게 피교육생들이 탄력적으로 운영이 가능하다. 해양교육 모델코스를 이용한 해양교육 안내지도의 제작은 해양교육의 활성화를 위한 초석이 될 것이며, 해양교육의 궁극적인 목표인 해양의식 함양과 바다와의 친숙화를 통한 해양전문인력 육성을 유도할 수 있을 것이다. 또한 해양교육용 교재 및 부교재의 개발, 교육보조재를 활용한 실내교육의 단점보완, 동영상 콘텐츠 개발을 통한 사이버 해양교육 개발 등을 통한 후속연구가 지속되어야 할 것이다.

        In this paper new enhanced post-process predicting the speaker's intention was suggested to implement the real-time control module for ship's autopilot using speech recognition algorithm. The parameter was developed to predict the likeliest wheel order based on the previous order and expected to increase the recognition rate more than pre-recognition process depending on the universal speech recognition algorithms. The values of parameter were assessed by five certified deck officers being good at conning vessel. And the entire wheel order recognition process were programmed to TMS320C5416 DSP so that the system could recognize the speaker's orders and control the autopilot in real-time. We conducted some experiments to verify the usefulness of suggested module. As a result, we have confirmed that the post-recognition process module could make good enough accuracy in recognition capabilities to realize the autopilot being operated by the speech recognition system.

        This study is to improve the marine traffic environment along the west coast of the Korean peninsular so as to prevent the traffic accidents of the dangerous cargo carriers. The most used routes of the vessels were investigated from GICOMS database and the questionnaire survey. Gwanjanghang Sudo strait and Maenggol Sudo strait were considered to have some potential risks to the vessels. In this study, the alternative routes were developed to substitute the current routes near Gwanjanghang Sudo strait and the new boundary line of The Traffic Prohibited Area for Tanker was suggested to contain the Maenggol Sudo strait.

        The traffic of tug/barges which are carrying construction materials, large plants for harbor development, or offshore structures has recently increased in the coast of Korea. The west and south coast of Korea are always congested due to a lot of islands and traffic concentration. Specially tug/barges have higher probability of marine accidents due to their bad maneuverability than others. Considering the operational circumstance and maneuverability, this study was to develop a wide-area monitoring and control system for tug/barges in the coastal area of Korea. The system was made in the form of three program modules i.e. navigation analysis program module, monitoring and control program module, database module. And seven functions were programmed to monitor and control the tug/barges efficiently. These are ship information search, tug/barge information and track management, designated area and safe navigation zone management, fairway management, accident data management, warning of danger, safety information management.

        Corrosion is never avoided in the use rf materials with various environments. The underwater hull is normally protected against rusting by several coatings of anti-corrosive paint. The purpose of ICCP(Impressed Current Cathodic Protection) system is to eliminate the rusting or corrosion, which occurs on metal immersed in seawater. This thesis is about the ICCP control and monitoring system, which brings protection against the corrosion of the ship's hull in the sea environments. The test system for ICCP is composed of a power supply, anode, reference electrode and controller. The test system is composed power supply, anode, ref electrode, shunt and etc. The protection current is sent to the protection area though anode. Reference electrode senses whether or not the detected potential is within a range of protection of test equipment and then it is automatically controlled to increase or decrease the amount of protective current to be sent to the anode by controller. The monitoring system with LabView is also detected in order to check the normal state of the system at operation period, because an operator does not always watch over this system and thus the system cannot operate well because rf his or her negligent management. This paper was studied the variation of potential and current density with environment factors, velocity and time, and the experimental results will be explained Also, It is suggested that this system can accommodate a ship's automation for SCMS(Ship Control and Management System) and will be very useful.

        Usually marine traffic survey has been conducted by some methods like an ocular observation using portable RADAR, a questionnaire, etc. But these should have expended a lot of manpower and expenses. In this paper, we have developed new observation module which could capture the RADAR image using PC camera simply, and allowed as to track targets on the PC monitor directly. And it has been programmed to make a database of RADAR image, target's track and information, and analyze the marine traffic tendency in various ways like vessel number crossed over gate line, vessel's velocity distribution in gate line, traffic density distribution, etc. We have confirmed that this module could observe and analyze the marine traffic efficiently and economically through several on-the-spot experiments.

        A purpose of developing a sound source tracking system in this paper is to reduce the noise efficiently from the received signal by microphone array and measure the signal's time delay between the microphones. I have applied the wavelet analysis algorithm to the system and calculated the sound source's relative position For the performance evaluation, I have compared with the results of utilizing the digital filtering methods based on the FIR LPF using Kaiser window function and the inverse Chebyshev IIR LPF. As a result, I have confirmed the fact that 'time-scale' filter using inverse discrete wavelet transform was suitable for this system.
