PURPOSES : This study aims to investigate the direct and indirect influence areas from incidents on urban interrupted roadways and to develop traffic management strategies for each influence area. METHODS : Based on a literature review, various traffic management strategies for certain incidents were collected. In addition, the relationship between the measure of effectiveness and the characteristics of incidents was explored using an extensive simulation study. RESULTS : From the simulation studies, traffic delays increased as the number of lane closures increased, and the impact of lane closures was reduced to the direction upstream from the incident site. However, the magnitude of the delay change depended on the degree of saturation. Using these characteristics, the direct and indirect influence areas resulting from incidents were defined, and traffic management strategies were established for each direct and indirect influence area and for each level of incident. CONCLUSIONS: The results of this study will contribute to the improvement of national traffic safety by preventing secondary incidents and by effective adaptation to incident events.

해양에서의 안전확보는 아무리 강조해도 지나치지 않다. 요즘 국내의 관심을 집중시켰던 해양사고중의 하나는 세월호 사고와 더불어 우이산호 사고이다. 이 사고는 2014년 1월 31일 여수 GS-Caltex 원유부두로 진입하던 싱가포르 국적 초대형 유조선(VLCC) “우이산호(WU YI SAN)”가 원유부두와 원유이송 송유관과 충돌하여 송유관 내부에 있던 유류가 해상으로 유출된 사고로서 1995년 여수해안에서 발생한 5천톤 가량의 유류유출사고가 발생한지 거의 20년만의 일이다. 울산항의 유출사고 사례는 2013년에 대형정유업체인 SK 에너지에서 운영하는 부유식 호스의 파손으로 인한 유출사고가 있었다. 이와 관련하여 현재 각 회사에서 운영중인 자체안전관리계획서 승인제도는 위험물 취급에 관한 최고경영자의 관심 결여 및 정부당국의 안전 관리 감독 소홀로 인하여 큰 역할을 못하고 있는 실정이다. 이에 이 논문에서는 현행 개항질서법상 규정되어 있는 위험물 취급 시설물에 대한 자체안전관리계획서 승인제도의 문제점을 파악하고 이에 대한 개선방안을 도출하여 위험물 취급 시설물에 기인한 사고방지, 환경보호 및 안전 확보에 기여하고자 한다.

연안여객선의 사고는 많은 인명의 손실로 이어질 수 있어 그 예방이 무엇보다 중요하다. 2014년 발생한 비극적 세월호 전복사고 이후 이러한 사고가 재발되지 않도록 하기 위해 연안여객선의 안전 확보와 관련한 법제의 개정 및 정비 작업이 진행되어 왔다. 이에는 선박 자체의 감항성 유지를 위한 설비 및 선체와 관련한 규정, 선원의 교육·훈련 등 질적·양적 제고를 위한 규정, 그리고 연안여객선의 안전관리체계의 개선을 위한 규정 등의 개정 및 정비가 포함된다. 이와 관련하여 본 논문은 특히 연안여객선의 안전관리와 관련한 법제의 현황을 분석하여 문제점을 파악하고 개선 방향을 제시하여 연안여객선 안전 확보에 기여하고자 하였다. 이를 통해, 연안여객선 안전관리 법률로서의 해운법의 부적절성, 연안여객선 구분의 부적절성, 선령 연장의 부적절성, 안전관리주체의 혼란성, 그리고 기타 여객선의 개념, 선원의 질적 개선, 과적 방지 및 승객 안전 고지 등에 대해 문제점을 파악하고 그 개선 방향을 제시하였다.

The weapon systems development has some distinct characteristics in that a big size of government budget (derived from national tax) has been expended frequently and the completion of the development projects seems to take long. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks. As such, proper management of project risk has been one of crucial subjects in the weapon systems development. Although a variety of methods can be considered, an approach based on the test and evaluation (T&E) process has been selected in this paper in order to appropriately handle those potential risks. In the study of the underlying T&E process, the safety consideration (for instance, explosiveness) of weapon systems is also included. To achieve the objective of the paper, a step-by-step procedure is first presented in the analysis of the T&E process. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. HACCP (Hazard Analysis Critical Control Point) has been receiving a worldwide recognition as a scientific andsystemic sanitary management technology in the food safety. At present, mandatory HACCP for dairy products is appliedin dairy processing plants and milk collection stage, while it is not applied in dairy farm and transportation. Therefore, it isrequired to establish HACCP application in all dairy industrial areas. The purpose of this study is to suggest an effectiveapproach to implement HACCP chain system in domestic dairy products. Most lactic acid bacteria has been useful toimprove gastrointestinal disorders such as diarrhea, constipation and reduce colon cancer risk and hydrocholesterol inKorea. The Ministry of Food and Drug Safety has increasingly applied the HACCP-chain system to secure the safety oflivestock products. Therefore, we suggest for the introduction of HACCP chain system in the dairy industry as follows.First, the system needs political support to activate. Second, the enterprise needs to recognize that it is essential system inan era of a consumer. Third, it should be utilized as an effective tool to enhance a brand value in the market. If there areobstacles in the implementation process for dairy products, governments, academia and relevant institutions should resolvea dispute together, which might enhance the level of livestock processing industry and hygiene safety management.

단감은 연평균기온이 13℃ 이상이며 겨울철에 –14℃ 이하의 낮은 기온이 없는 지역을 재배안전지역으로 설정되어 있으므로 주 재배지는 전남과 경남지역으로 전국 재배면적은 24,299ha에서 171,699톤을 생산하고 있는데, 유기재배 면적은 20.7ha로 전체 면적의 0.09%를 차지하여 매우 경미한 실정이다. 이처럼 단감 유기재배가 확대되지 않은 가장 큰 이유는 병해충 방제가 어렵기 때문으로 조사되었으며, 방제가 어려운 병해충으로 는 탄저병, 둥근무늬낙엽병, 감꼭지나방, 노린재류, 주머니깍지벌레 등이었다. 유기재배 선도농가의 병해충 방제회수는 해에 따라 다르지만 연 9~16회 살포하며, 주로 사용하는 자재는 석회유황, 황토유황, 기계유유제 그리고 유기목록 공시자재로 등록된 식물추출물제, 자가제조한 마늘, 은행, 자리공추출물 등을 사용하였다. 유기재배 단감의 병해충 방제체계 확립을 위하여 부유 8년생에 종합관리 Ⅰ(연 8회 살포), 종합관리 Ⅱ(연 11회 살포)를 두고 농가관행방제와 비교하였다. 종합관리1, 2, 농가관행방제에서 최종 착과율이 각각 81%, 74%, 77%였으며, 탄저병, 주머니깍지벌레, 감관총채벌의 피해는 처리간에 차이가 없었으나, 수확기 노린재 피해과율은 각각 16.5%, 27.7%, 30%로 종합관리 처리에서 관행보다 다소 낮은 피해를 보였다. 또 농가에서 가장 빈번하게 사용하고 있는 유기농자재의 안전사용기준을 설정하기 위하여 시기별, 농도별 약해시험 결과, 유황제는 어린잎일때는 300배, 잎 전개 후에는 200배로 사용하고, 보르도액, 유화제는 모든 시기에 100배, 기계유유제는 모든 시기에 50배 사용하여도 약해는 발생하지 않는다.

National park visitors are expanding to National Park entrance fee abolition and five days a week system enforcement is rapidly increasing. Public sensitivity to socially various accident is a track record that is growing more and more. Analyzes the usage of the national park visitors who are looking for people comfortable leisure life and health, also, the work of actual analysis of the National Park safety management, is that always necessary, also, the future of the National Park will be utilized as a material that can be utilized in the development of safety policies.

Continued efforts to build up Safety Management System(SMS) and to improve its efficiency in airports, to which customers have direct access, are taken for granted due to continuous development of the aviation industry in both quantity and quality and rapid growth of air transportation market. This thesis proposed efficient operation methods of SMS for domestic airport organizations including Incheon International Airport(IIA), the largest airport in South Korea, aiming at strengthening aviation safety from the perspective of airport operators who play a pivotal role in service provider SMS. Those are consolidation of the existing safety management organizations and various improvements to promote voluntary incident reporting system. To draw a proposal for the improvements, conducted a research on domestic safety management status, carried out an analysis on operating conditions and did a research on ICAO regulations, domestic legal system as well as statistics data. Relevant studies and researches were also gathered and analyzed. A search for further improvements can also help increase operational efficiency and promoting a higher-level of safety awareness among operators can establish mature safety culture at airports.

세계 각국에서 시행되고 농산물에 대한 인증제도 중 가장 폭넓게 수용되고 있는 GLOBALG.A.P. 인증기준은 위해 요소의 최소화를 통한 안전성, 지속 가능한 생산성의 유지를 위한 환경친화성, 그리고 작업자의 복지, 건강 등에 대한 사회적 기능 강화를 목표로 하고 있다. 국내에서도 GLOBALG.A.P. 인증에 대한 관심이 증가되면서 인증농가수도 증가하고 있는데, 우리나라의 3개 과수 수출전문단지의 127농가를 대상으로 조사한 결과, 생산자단체는 단체관리를 위한 내부규정이나 지침을 제정하여 체계적이고 조직적으로 운영될 필요가 있다고 판단된다. 또한 농가에서는 작업자의 안전과 위생에 대한 수준이 평균 20.4%로 다른 분야보다 월등히 낮았고, 식물보호제의 관리수준은 평균 22.7%, 비료 관리수준은 평균 63.6% 수준이었다. 따라서 안전안심 농산물에 대한 소비자의 욕구 충족 및 국제경쟁력 강화를 위해서는 농가교육 및 관리의 강화와 선진형 농장환경 구축을 위한 지원이 이루어져야 할 것으로 판단된다.

처분시설의 개발과정에서 안전성평가 문서관리는 체계적인 품질활동이 수반되어야 하며, 본 논문에서는 중·저준위 방사 성폐기물 처분시설의 건설단계에 보완된 부지특성, 지하수특성, 최종설계내용 및 모니터링 입력데이터를 포함하여 Safety Case를 위한 안전성평가 입력데이터 품질보증체계를 설명하였다. 현장/실험결과데이터, 실제 설계데이터 및 적치계획, 콘 크리트 물성데이터, 지하수, 기상, 지진에 대한 현장 모니터링데이터, 생태계데이터 및 핵종재고량데이터를 입력데이터 결 정원칙에 따라 선별하고 안전성평가에 적용할 수 있는 데이터 관리체계를 확보하였다. 이는 향후 처분시설 안전성평가의 데 이터 불확실성 저감 및 안전성 증진에 기여할 것으로 판단된다.

While Korea had achieved radical growth of construction industry, it also had accumulated problems in material, human and economical loss due to its low quality of safety level. Therefore, not only enterprises but also the nation is putting in a great deal of efforts for construction safety. However, its effect is not satisfiable. This research aims for change of construction cite by introduction of professional Safety Patrol Management System(SPMS) and consideration of its necessity. To consideration of its necessity, we compared and anaylzed average numbers of indicated dangers and safety accident incidences in each construction cites and we researched changes in worker's safety sense. It will establish the suitable design standards and suggest the basic database for estimating disaster and accident ratio.
