Engineered barriers (concrete and grout) in Low- and Intermediate-Level Waste (L/ILW) disposal facilities tend to degrade by groundwater or rainfall water over a long period of time. During the degradation process, radionuclides stored in the disposal facility might be released into the pore water, which can pass through the natural rock barriers (granite and sedimentary rock) and may reach the near-field and far-field. In this transportation, radionuclide might be sorbed onto the engineered and natural rock barriers. In addition, the organic complexing agent such as ethylenediaminetetraacetic acid (EDTA) and α-isosaccharinic acid (ISA), is also present in pore water, which may affect the sorption and mobility of radionuclide. In this study, the sorption and mobility of 90Sr under different conditions such as two pHs (7 and 13), different initial concentrations of organic complexing agents (from 10-5 M to 10-2 M), and solutions (groundwater, pore water, and rainfall water) were investigated in a batch system. The groundwater was collected at the L/ILW disposal facility located at Gyeongju in South Korea. The pore water and rainfall water were artificially made in the laboratory. The concrete, grout, granite, and sedimentary rock samples were collected from the same study sites from where the groundwater was collected. The rock samples were crushed to 53-150 micrometers and were characterized by XRD, XRF, SEM-EDS, BET, and zeta potential analyzer. 90Sr concentration was determined using liquid scintillation counting. The sorption of 90Sr was described by distribution coefficients (Kd) and sorption reduction factor (SRF). In the case of EDTA, the Kd values of 90Sr remained constant from 10-5 M to 10-3 M and tended to decrease at 10-2 M, while in case of ISA the Kd values decreased steadily as the concentration of ISA was increased from 10-5 M to 10-3 M; However, a sudden reduction in the Kd values were observed above 10-2 M. In comparison to EDTA, ISA gave a higher SRF of 90Sr. Therefore, from the above results, it can be concluded that the presence of ISA has a greater effect on the sorption and mobility of radionuclide in the solutions than EDTA, and the radionuclide may reach near- and far-field of the L/ILW disposal facility.

The “shadow zone” is defined as a region below a flow obstacle, such as a vault, in unsaturated soils. Due to the capillary discontinuity of the cavity, water saturation on the top and side of the cavity is higher than the ambient saturation. On the bottom of the cavity, however, there is a region where water saturation is lower than ambient saturation. Undoubtedly, a shadow zone may also exist below a LILW disposal vault built in subsurface soils above the water table before the vault is fully degraded. During the degradation, flow in the shadow zone is controlled by the rate of water infiltrating the degrading vault. In this study, as one of the efforts to be made for enhancing safety margin by a realistic safety assessment of the engineered vault type LILW disposal facility, the shadow zone effect is investigated by a numerical parametric study using AMBER code. The conceptual model and data were excerpted from IAEA, ISAM Vault Test Case for the liquid release design scenario. It is assumed that the nearfield barriers degrade with time. In order to compare a visible shadow zone effect, the vault degradation period is assumed to be both 500 and 1,000 years, and the shadow zone depth to be varied according to unsaturated zone lithology. It can be seen that with a shorter shadow zone (2.7 m), radionuclides arrive at the water table earlier than with a full shadow zone (55 m) due to increased advection rate in the unsaturated zone. This effect tends to be more visible in the case of a longer degradation period. For radionuclides with short residence time relative to their half-lives in the unsaturated zone, such as Tc-99 and I-129, the radionuclides are shown to come out because they will arrive sooner, thereby allowing less peak release rate, when the shadow zone effect is considered. Once the vault is completely degraded and the infiltration rate of water flowing through the vault is equal to the ambient rate, the shadow zone effect disappears. In this example calculations using IAEA ISAM Vault Test Case input parameters, it might not be shown a significant shadow zone effect. Nevertheless, when the extent of the shadow zone is determined through more sophisticated hydraulic studies in the unsaturated soils surrounding the vault, the shadow zone effect would be checked up on the realistic near-field radionuclide transport modeling in order to contribute to gaining safety margins for post-closure safety assessment of the Wolsong 2nd phase LILW disposal facility.

Glass fiber (GF) insulation is a non-combustible material, light, easy to transport/store, and has excellent thermal insulation performance, so it has been widely used in the piping of nuclear power plants. However, if the GF insulation is exposed to a high-temperature environment for a long period of time, there is a possibility that it may be crushed even with a small impact due to deterioration phenomenon and take the form of small particles. In fact, GF dust was generated in some of the insulation waste generated during the maintenance process. In the previous study, the disposal safety assessment of GF waste was performed under the abnormal condition of the disposal facility to calculate the radiation exposure dose of the public residing/ residents nearby facilities, and then the disposal safety of GF waste was verified by confirming that the exposure dose was less than the limit. However, the revised guidelines for safety assessment require the addition of exposure dose assessment of workers. Therefore, in this study, accident scenarios at disposal facilities were derived and the exposure dose to the workers during the accident was evaluated. The evaluation was carried out in the following order: (1) selection of accident scenario, (2) calculation of exposure dose, (3) comparison of evaluation results with dose limits, and confirmation of satisfaction. The representative accident scenarios with the highest risk among the facility accident were selected as; (a) the fire in the treatment facility, (b) the fire in the storage facility, and (c) fire after a collision of transport vehicles. The internal and external exposure doses of the worker by radioactive plume were calculated at 10m away from the accident point. In evaluation, the dose conversion factors ICRP-72 and FGR12 were used. As a result of the calculation, the exposure dose to workers was derived as about 0.08 mSv, 0.20 mSv, and 0.10 mSv, due to fire accidents (vehicle collision, storage facilities, treatment facilities). These were 0.2%, 0.4%, and 0.2% of the limit, and the radiation risk to workers was evaluated to be very low. The results of this study will be used as basic data to prove the safety of the disposal of GF waste. The sensitivity analysis will be performed by changing the radiation source and emission rate in the future.

In biosphere assessment modeling for the safety assessment of the Wolsong LILW disposal facility, the multi-compartment modeling in which all radionuclides transport is described quantitatively in terms of transfer factors between various environmental compartments has been implemented. In order to reflect the actual transfer mechanisms of 14C in the environment the specific activity (SA) modeling approach can be applied as an alternative to the previous transfer factors (TF) approach. The assumption of full SA equilibrium throughout the terrestrial environment is completely satisfactory for 14C release to the atmosphere if the 12C is emitted as 14CO2. This is the only form that is readily taken up by plants, so that active carbon is incorporated into the plant via photosynthesis at the same rate as stable carbon. Accordingly, the 14C concentration in Bq/g stable carbon is the same in the plant as it is in the air. And animals take up carbon almost entirely through ingestion and the SA ratio in the plant is maintained in the animal. In this study, a specific activity model for 14C was implemented in a GoldSim biosphere assessment model. From the literature survey for existing specific activity models developed, the IAEA model was selected. The farming scenario utilizing well water was simulated and the resulting ingestion dose conversion factors (DCFs) from the IAEA SA model were compared with those of the TF approach. The parameter value for the concentration of stable carbon in the air (gC/m3) is used as 0.20 gC/m3 considering the Suess effect. The dose coefficient for food ingestion used for dose calculations was taken from ICRP-72 as 5.8E-10 Sv/Bq. It was found that the ingestion DCFs of the SA model showed about 3 times lower than those of the TF model in the farming scenario through irrigation of well water, so it is expected that the SA approach could be applied for a more realistic assessment. Though the comparisons were made on the results from the terrestrial ecosystem only in this study, it would be necessary to investigate the applicability of the SA modeling approach for 14C through extensive comparisons and analysis including an aquatic ecosystem, and through parameters survey suitable to the domestic condition.

In Korea, research on the development of safety case, including the safety assessment of disposal facility for the spent nuclear fuel, is being conducted for long-term management planning. The safety assessment procedure on disposal facility for the spent nuclear fuel heavily involves creating scenarios in which radioactive materials from the repository reach the human biosphere by combining Features, Events and Processes (FEP) that describe processes or events occurring around the disposal area. Meanwhile, the general guidelines provided by the IAEA or top-tier regulatory requirements addressed by each country do not mention detailed methods of ‘how to develop scenarios by combining individual FEPs’. For this reason, the overall frameworks of developing scenarios are almost similar, but their details are quite different depending on situation. Therefore, in order to follow up and clearly analyze the methods of how to develop scenarios, it is necessary to understand and compare case studies performed by each institution. In the previous companion paper entitled ‘Research Status and Trends’, the characteristics and advantages/disadvantages of representative scenario development methods were described. In this paper, which is a next series of the companion papers, we investigate and review with a focus on details of scenario development methods officially documented. In particular, we summarize some cases for the most commonly utilized methods, which are categorized as the ‘systematic method’, and this method is addressed by Process Influence Diagram (PID) and Rock Engineering System (RES). The lessons-learned and insight of these approaches can be used to develop the scenarios for enhanced Korean disposal facility for the spent nuclear fuel in the future.

Material balance evaluation is an important measure to determine whether or not nuclear material is diverted. A prototype code to evaluate material balance has been developed for uranium fuel fabrication facility. However, it is difficult to analyze the code’s functionality and performance because the utilization of real facility data related to material balance evaluation is very limited. It is also restricted to deliberately implement various abnormal situations based on real facility data, such as nuclear diversion condition. In this study, process flow simulator of uranium fuel fabrication facility has been developed to produce various process data required for material balance evaluation. The process flow simulator was developed on the basis of the Simulink-SimEvents framework of the MathWorks. This framework is suitable for batch-based process modeling like uranium fuel fabrication facility. It dynamically simulates the movement of nuclear material according to the time function and provides process data such as nuclear material amount at inputs, outputs, and inventories required for Material Unaccounted For (MUF) and MUF uncertainty calculation. The process flow simulator code provides these data to the material balance evaluation code. And then the material balance evaluation code calculates MUF and MUF uncertainty to evaluate whether or not nuclear material is diverted. The process flow simulator code can simulate the movement of nuclear material for any abnormal situation which is difficult to implement with real process data. This code is expected to contribute to checking and improving the functionality and performance of the prototype code of material balance evaluation by simulating process data for various operation scenarios.

The Republic of Korea is implementing safeguards for domestic nuclear facilities through cooperation with the IAEA. But it is not to evaluate the material balance for the material unaccounted for, MUF in the bulk handling facility. Although the development of a material balance evaluation program is underway, there are no related regulations. The State Regulatory Authority, SRA is performing material balance evaluation, MBE on the facility based on the design information and material balance results of the facility. However, it is not possible to directly derive measurement uncertainty for the facility’s measurement equipment, which is an important variable of MBE. To solve this problem, it is trying to derive a method suitable for the domestic environment by investigating the some measurement uncertainty estimation methods and analyzing characteristics of them. In this study, the traditional measurement uncertainty estimation method, GUM method and GUM-S1 method were studied and the advantages and disadvantages were analyzed. Due to the problems mentioned above, the uncertainty quantification technique currently being used cannot be applied to the evaluation of the domestic material balance. Therefore, we are tying to apply them to the evaluation the domestic material balance through the above three methods or a combination of them appropriately. Through this continuing study, it is expected that it will be possible to present a plan to derive measurement uncertainty optimized for the domestic MBE environment.

Kori unit 1, Korea’s first light-water nuclear power plant, was permanently shut down in June 2017. The operator, Korea Hydro & Nuclear Power Co. (KHNP), submitted a final dismantling plan for Kori unit 1 to the Nuclear Safety and Security Commission (NSSC) in May 2021. Pursuant to this procedure, the NSSC is preparing regulations for the decommissioning stage of large nuclear facilities for the first time in the Republic of Korea. The Korea Institute of Nuclear Non-proliferation and Control (KINAC) is also considering applying regulations on safeguards. Moreover, the International Atomic Energy Agency (IAEA) developed the “International Safeguards Guidelines for Nuclear Facilities under Decommissioning” in 2021. The guidelines describe the detailed application of safeguards measures to be considered when decommissioning nuclear facilities, dismantling essential equipment, and providing relevant information to the IAEA, as well as the scope of IAEA inspections. In addition, Dr. R. Bari of the Brookhaven National Laboratory (BNL) proposed the Facility Safeguardability Assessment (FSA), a methodology that reflects facility characteristics from the design stage to ensure that designers, national regulators, and the IAEA communicate smoothly regarding safeguards measures. The FSA process derives expected problems with safeguards measures considering new nuclear facilities by analyzing the gap of safeguards measures applied to existing similar nuclear facilities. This study uses the existing FSA methodology to predict problems related to safeguards measures when decommissioning nuclear facilities and to analyze deviations from safeguards measure requirements according to IAEA guidelines. To this end, the reference facility is set as an operating pressurized light water reactor; the issues with the safeguards measures are summarized using the FSA Process; and a draft safeguards concept for nuclear facilities under decommissioning is designed. Furthermore, validity is confirmed through a simple analysis of the diversion path, and implications and lessons are derived. Through this, it is possible to anticipate new safeguards measures to be applied when decommissioning nuclear facilities in the Republic of Korea and review problems and considerations in advance.

This study measured the suspended fungal concentration in indoor multiple facilities nationwide. The regions were selected as representative cities by region: Seoul, Gyeonggi (Incheon), Gangwon, Gwangju, Daejeon, and Busan. A total of 2028 regional comparisons, including department stores, schools, public toilets, libraries, and banks, subway, sports facilities and comparative analysis were conducted for each multi-use facility industry. Among the nationwide, Among the regions, the average concentration of floating mold in indoor multi-use facilities was the lowest in Busan at 394.67 CFU/m3, followed by Gyeonggi and Incheon 487.90 CFU/m3, Seoul 542.84 CFU/m3, Daejeon 809.30 CFU/m3, Gangwon 1,145.22 CFU/m3, Gwangju was 1,371.10 CFU/m3 in the order. Busan was the lowest, and Gangwon was the highest. The reason that Busan, which has a high average temperature and population density, shows a lower mold concentration than Gangwon, is that floating mold in the indoor air is not affected by the external atmospheric environment, population density, and number of facility users. Although it cannot be said that there is no influence of the atmospheric environment, it was found that the indoor environment has different characteristics from the outdoor environment. The importance of air quality management has been confirmed, and further, it is necessary to subdivide the management standards by region and multi-use facilities, and the management standards need to be converted to maintenance rather than recommendations.

Effects of substrate bed interior environments on mushroom qualities were investigated in oyster mushroom cultivation facilities in which either Reversible Air-Circulation Fans (RACF) blowing air in two directions (upwards and downwards) or customary Convection Fans (CF) with air blowing only upwards were operated throughout the cultivation period. Two days before harvest, the deviation ranges of the bed interior temperature and relative humidity in the facility using RACF were in the ranges of 1.0-1.3oC and 7.8-9.0% in the first growing cycle, and within 0.7-1.1oC and 10.0-11.4% in the second cycle. In the facility using CF, the ranges of variation in the indoor environment parameters (5.8-6.4oC and 21.3-23.1% in the first growing cycle, and 3.4-5.7oC and 14.6-18.3% in the second growing cycle) were much enlarged compared to those associated with RACF. These results strongly indicate that RACF significantly enhances air uniformity. Some mushroom qualities differed between growing cycles. For instance RACF in the first cycle gave somewhat better qualities than CF, but some qualities, like pileus diameter and stipe length, were slightly lower than those described for CF in the second cycle when the cultivation substrate weakened. The observation that some qualities worsened under RACF conditions, despite better air uniformity during the growing cycle, revealed the possibility that downward wind may exert a non-negligible negative effect on mushroom growth. Therefore in the future, making wind measurements on the interior and exterior of substrate beds is necessary to obtain insights into their influences on mushroom qualities. The RACF operation manual needs to be edited to convey this necessity.

PURPOSES : The purpose of this study is to understand the effect of installing highway rest areas reflecting continuous driving time as a factor that can affect drowsy driving. METHODS : In this study, various models were tested for representing the effect of reducing accidents of highway rest areas. Among the various models including negative binomial, a series of the zero-inflated models reflecting accidents, the zero-inflated model showed the best suitability. RESULTS : According to the results of the zero inflated negative binomial model, installation of highway rest areas was found to have an accident reduction effect of approximately 11.93%. This is somewhat lower than the accident reduction effect estimated in previous studies. In addition, variables related to continuous driving time were found to affect accidents caused by drowsy driving. CONCLUSIONS : Basically, by using the continuous driving time index, a vehicle that has been driving continuously for more than 2 hours or if the continuous driving time is increased for more than 2 hours, the probability of accidents increases. However, in the case of trucks, a more in-depth study is needed on whether an increase in trucks induces defensive driving of other vehicles and this causes a reduction in accidents. Thus, it is necessary to use the variable cautiously for the highway rest area installation plan.

The dose was evaluated for the workers transporting the spent resin drums from a spent resin mixture treatment facility. The treatment technology of spent resin mixture waste based on microwave was developed to compensate for the shortcoming of the existing one. The mechanism of the facility for the treatment is divided into separation, desorption, condensation and adsorption process. The treated spent resin that has passed through the microwave reactor flows into the spent resin storage tank. As the treatment time elapses, if spent resin accumulates in the spent resin storage tank, it is moved to the drum of the volume of 200 L. The drum must be moved by the worker, in which case radiation exposure to the drum transport worker occurs. It requires the dose evaluation for drum transport workers in terms of radiation safety. Dose evaluation was performed in consideration of the change in the composition ratio and weight of the spent resin mixture, where the working time for transportation was considered from 10 to 120 minutes in 10-minute increment. In the case of 100 kg of the spent resin mixture, the dose range was derived as 4.62×10−3 – 5.90×10−2 mSv for the 100 kg of spent resin, 4.72×10−3– 5.58×10−2 mSv for the 80 kg of spent resin and 20 kg of zeolite and activated carbon, and 5.38×10−3 – 6.32×10−2 mSv for the 60 kg of spent resin and 40 kg of zeolite and activated carbon. In the case of 150 kg of the spent resin mixture, the dose range was derived as 6.83×10−3 – 8.20×10−2 mSv for the 150 kg of spent resin, 7.13×10−3 – 8.22×10−2 mSv for the 120 kg of spent resin and 30 kg of zeolite and activated carbon, and 8.28×10−3 – 8.86×10−2 mSv for the 90 kg of spent resin and 60 kg of zeolite and activated carbon. The estimated maximum doses for each weight (100 kg and 150 kg of mixture) were confirmed to be 3.16×10−1% and 4.43×10−1% of the annual average dose limit of 20 mSv for radiation workers.

Starting with the permanent shutdown of Kori Unit 1, the first waste treatment facility in Korea will be built on the Kori site. In this facility, major process such as decontamination, cutting, radiation measurement and volume reduction of decommissioning waste are performed, and radioactive liquid waste is generated by the waste treatment process and personnel decontamination. The generated liquid waste is finally discharged to the sea through radioactive monitoring system after sufficient treatment to meet the standard radiological effluent control. Whereas the treated liquid waste is additionally diluted through the circulation water discharge conduit and discharged to the sea in the operating nuclear power plants, there is no circulation water in the waste treatment facility. Therefore, a new discharging method for dilution after treatment should be considered. In this paper, the treatment concept and discharge method of radioactive liquid waste system in waste treatment facility are reviewed.
