        The objective of this study was to conduct research and analysis using Group Focus Interview to survey the between construction site workers and managers implementing for the Severe Accident Punishment Act. Focused on measures to improve safety management effectiveness for the effectiveness of establishing a safety management system. A plan to improve the efficient safety management system was presented to 50 construction industrial managers and workers. In order to ensure the industrial accident prevention policies appropriately, it is necessary to be aware of safety obligations for workers as well as business operators. In addition, despite the existence of a commentary on the Serious Accident Punishment Act, confusion in the field still persists, so in the event of a major accidents, the obligation to take safety and health education is strengthened, and effective case education is proposed by teaching actual accident cases suitable for actual working sites. It is necessary to make all training mandatory, and it is necessary to reconsider awareness through writing a daily safety log, awareness of risk factors, etc., and writing down risk information. Above all, at the construction ordering stage, it is necessary to keep the construction safety, request corrections and supplements for problems issues that arise, and consult between the orderer and the construction company about the problems issues. Rather than having only the construction company correct or supplement the safety management plan, the contents should be shared with supervisors and workers to establish a more practical solution. Results of this study will contribute to improving the effectiveness of the serious accident and construction safety management system.

        Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by “A” safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to “A” specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.

        The Severe Disaster Punishment Act had recently been established in order to promote safety and health (OSH) management system for severe accident prevention. OSH management system is primarily designed based on risk assessments; however, companies in industries have been experiencing difficulties in hazard identification and selecting proper measures for risk assessments and accident prevention. This study intended to introduce an accident analysis method based on epidemiological model in finding hazard and preventive measures. The accident analysis method employed in this study was proposed by the U.S. Department of Energy. To demonstrate the effectiveness of the accident analysis method, this study applied it to two accident cases occurred in construction and manufacturing industries. The application process and results of this study can be utilized in improving OSH management system and preventing severe accidents.

        The correlation between accident management plan and radiation emergency plan of Shin-Kori Units 3 and 4 was compared and analyzed from the point of view of the adequacy of facilities, equipments, organization and manpower which are necessary for the related emergency response. It was found the equipment of accident management plan and emergency response facility of radiation emergency plan had different technical contents and scope of application, so there was no risk of mutual conflict and overlapping functions. However, since the accident impact assessment code in accident management plan and computer program of radiation emergency plan were different, it was necessary to ensure the agreement or linkage of the evaluation between them. When a radiation emergency is issued in accident management plan, the composition and mission of the accident response organization were mostly consistent with the contents of the radiation emergency plan, but some corrections and improvement items were identified. Accident management plan specified that the disaster response safety center belonged to the emergency operations facility (EOF), but the radiation emergency plan did not mention it at all. The main tasks of disaster response safety center were the movement, arrangement and connection of mobile emergency response facilities, on-site construction of other emergency response facilities, and on-site road restoration. According to the accident management plan, the movement, arrangement, and connection of mobile facilities (i.e., mobile generators, mobile pumps, multi-purpose communication relay facilities), which were considered very important for the prevention and mitigation of serious accidents, were under the supervision of the disaster response safety center. It was stipulated that the operation was carried out with the cooperation of a regular emergency organization, and that the start, operation and stop of mobile equipments were to be performed under the supervision of the emergency operation team supported by the regular emergency organization. Since this organization structure and assignment of duties could not be confirmed in radiation emergency plan, it was necessary to revise and improve the radiation emergency plan for the successful operation of mobile equipments and to link them with the accident management plan.

        Solid radioactive waste such as rubble, trimmed trees, contaminated soil, metal, concrete, used protective clothing, secondary waste, etc. are being generated due to the Fukushima nuclear power plant accident occurred on March 11, 2011. Solid radioactive waste inside of Fukushima NPP is estimated to be about 790,000 m3. The solid radioactive waste includes combustible rubble, trimmed trees, and used protective clothing, and is about 290,000 m3. These will be incinerated, reduced to about 20,000 m3 and stored in solid waste storage. The radioactive waste incinerator was completed in 2021. About 60,000 m3 of rubble containing metal and concrete with a surface dose rate of 1 mSv/h or higher will be stored without reduction treatment. Metal with a surface dose rate of 1 mSv/h or less are molten, and concrete undergoes a crushing process. About 60,000 m3 of contaminated soil (0.005 ~1 mSv/h) will be managed in solid waste storage without reduction treatment. The amount of secondary waste generated during the treatment of contaminated water is about 6,500 huge tanks, and additional research is being conducted on future treatment methods.

        Major accidents at nuclear power plants generate huge amounts of radioactive waste in a short period of time over a wide area outside the plant boundary. Therefore, extraordinary efforts are required for safe management of the waste. A well-established remediation plan including radioactive waste management that is prepared in advance will minimize the impact on the public and environment. In Korea, however, only limited plans exist to systematically manage this type of off-site radioactive waste generating event. In this study, we developed basic strategies for off-site radioactive waste management based on recommendations from the IAEA (International Atomic Energy Agency) and NCRP (National Council on Radiation Protection and Measurements), experiences from the Fukushima Daiichi accident in Japan, and a review of the national radioactive waste management system in Korea. These strategies included the assignment of roles and responsibilities, development of management methodologies, securement of storage capacities, preparation for the use of existing infrastructure, assurance of information transparency, and establishment of cooperative measures with international organizations.

        This study examined the certification effects of safety and health management system (SHMS) on the establishment level of SHMS and accident statistics in construction industry. This study obtained the establishment level of SHMS for 106 construction companies surveyed from our previous study. In addition, three major accident statistics (mortality rate, accidental mortality rate, and injury rate) for the companies were collected from the database in Korean Occupational Safety and Health Agency. The statistical analysis results revealed that the establishment level for SHMS certified companies was significantly higher than those for uncertified or certification preparing companies. Furthermore, SHMS certified companies showed significantly smaller accident statistics compared to uncertified or certification preparing companies. The results of this study support the positive effects of SHMS on reducing major industrial accidents in construction companies.

        The Fukushima nuclear power plant accident, which was caused by the Great East Japan Earthquake on March 11, 2011, is of great concern to the Korean people. The scope of interest is wide and diverse, from the nuclear accident itself and the damage situation, to the current situation in Fukushima Prefecture and Japan, and to the safety of Japanese agricultural and fishery products. Concerns about nuclear safety following the Fukushima nuclear accident have a significant impact on neighboring nation’s energy policy. It has been 11 years since the Fukushima nuclear accident. In neighboring nation society, the nature and extent of damage caused by the Fukushima nuclear accident, the feasibility of follow-up measures at home and abroad, the impact on neighboring nations, and the direction of nuclear policy reflecting the lessons of the accident are hotly debated topics. Recently, the controversy has grown further as it is intertwined with Japan’s concerns about the safety and discharge of the contaminated water into the sea, and conflicts over domestic nuclear power policies. About 1.29 million tons, as of March 24, 2022, of the contaminated water are generated, which is close to the 1.37 million tons of water storage capacity. In response, the Japanese government announced on April 13, 2021, that it plans to discharge the contaminated water into the sea from 2023. This study evaluates the amount of the contaminated water that has passed through the ALPS and reviews the preparations and related facilities for ocean discharge after diluting the contaminated water. In addition, it is intended to forecast the various impacts of ocean discharge.

        This study aims to propose a conceptual design of information displays for supporting responsive actions under severe accidents in Nuclear Power Plants (NPPs). Severe accidents in NPPs can be defined as accident conditions that are more severe than a design basis accident and involving significant core degradation. Since the Fukushima accident in 2011, the management of severe accidents is increasing important in nuclear industry. Dealing with severe accidents involves several cognitively complex activities, such as situation assessment; accordingly, it is significant to provide human operators with appropriate knowledge support in their cognitive activities. Currently, severe accident management guidelines (SAMG) have been developed for this purpose. However, it is also inevitable to develop information displays for supporting the management of severe accidents, with which human operators can monitor, control, and diagnose the states of NPPs under severe accident situations. It has been reported that Ecological Interface Design (EID) framework can be a viable approach for developing information displays used in complex socio-technical systems such as NPPs. Considering the design principles underlying the EID, we can say that EID-based information displays can be useful for dealing with severe accidents effectively. This study developed a conceptual design of information displays to be used in severe accidents, following the stipulated design process and principles of the EID framework. We particularly attempted to develop a conceptual design to make visible the principle knowledge to be used for coping with dynamically changing situations of NPPs under severe accidents.

        이 연구의 목적은 연안사고 예방을 위해 연안해역의 효율적 안전관리 방안을 살펴보는 것이다. 최근 연안해역에서 연간 약 800 여건의 크고 작은 연안사고가 지속적으로 발생하고 있으며, 이 중 연평균 129명의 사망(실종)자가 발생하고 있어 대책이 필요하다. 이에 연안해역의 안전관리 담당기관인 해양경찰에서는 2014년 「연안사고예방법」을 제정하고, 지방자치단체, 해양수산부, 소방청 등의 관계 기관과 협력하여 연안해역을 안전관리하고 있다. 그러나 국민의 삶의 질 향상에 따라 여가를 활용하여 수상, 수중, 낚시 등의 연안체험·레저활동이 급증하는 것에 비해, 해경의 인력 및 안전마인드가 부족하고, 국민의 안전의식이 미약하며, 관계기관의 관심 저조 및 협력 미흡, 안전관리시설물 부족 등으로 인하여 연안사고가 지속적으로 발생하고 있는 실정이다. 따라서 본 연구는 최근 연안사고 통계자료 등을 토대로 연안해역의 안전관리 실태와 문제점을 고찰하고, 외국의 연안해역 안전관리 사례를 분석하여 해양경찰의 안전마인드 제고 및 역량 강화, 관계기관 간 협력 강화, 지자체의 역할 제고, 신기술 적용한 안전관리시설물 확충 및 관리 강화, 해양안전문화 확산, 민관협력거버넌스 활성화 등의 연안해역의 효율적 안전관리 개선방안을 제시한다.

        Korea’s elevator industry is one of the world’s eighth-largest industrial sectors and the third largest in the world by new installations. This year, the number of elevators has exceeded 700,000, and the number of new installations is 30,000-40,000 every year. However, the news of elevator-related accidents is reported continuously through the media and the accident rate is not decreasing. In particular, among the recent accidents related to elevators, accidents related to elevator workers are increasing, causing social problems. This year, the National Assembly’s Environmental Labor Relations Commission’s National Auditors lost five lives a year and 12 elevator workers were killed in fall and stenosis accidents during the installation, maintenance and replacement of the elevators for about two years since 2018. It took place to adopt the representatives of four domestic elevator companies as witnesses. An elevator worker is a collective term for workers involved in the design, manufacturing, installation, replacement, maintenance, inspection, management, and supervision related to the elevator industry, and the related accidents are called elevator worker accidents. Analysis of elevator-related accidents in the past has shown that the fault of the user accounted for 70% of the total, and the fault of the worker accounted for about 2.5%, and the accident occurred to the user or the user due to carelessness of the worker during the lift-related work. Currently, elevator-related accidents are reported by the Korea Elevator Safety Agency under Article 48 of the Elevator Safety Management Act under the Ministry of Interior and Safety. If deemed necessary for the prevention and prevention of recurrence of an elevator accident, the cause and condition of the elevator accident may be investigated. However, the current draft law is limited only to elevators after installation inspection, and is separated from the Ministry of Employment and Labor’s data on accidents occurring in the manufacturing and installation stages related to the elevator industry. This study analyzes the recent safety accidents of elevator workers and prepares safety measures to prevent them through the risk analysis, and also draws out the problems and improvements of the current elevator worker accident investigation to find the elevator worker accident rate that is on the increase trend.

        The number of elevators in Korea has surpassed 700,000 units in 2019, which is the 8th in the world by number of installed units and 3rd in the world by new units. The word 'lift' is a representative word, and the category includes elevators, escalators, dumb waiters, and moving walks. Those who live in the city will experience using elevators once or twice a day, and these elevators are becoming an indispensable means of transportation when using high-rise apartments or subways. However, such a convenient elevator also has a lot of risks that threaten the safety of the user and actually cause many accidents every year. In particular, escalators (including moving walks), which account for as little as 5% of all elevators, account for 70% of all elevator accidents. According to Heinrich's chain of thought theory, accidents are caused by a combination of factors, which are divided into five stages: Stage 1: Genetic Factors and Social Environment, Stage 2: Individual Defects, Stage 3: Unsafe behavior and Unsafe conditions, Stage 4: Accident, Stage 5: Injury. Heinrich said that three of these five phases, unsafe behavior and unsafe conditions, require safety management and efforts to prevent accidents. In escalator accidents, the analysis of accident cases that have occurred so far will be related to unsafe behaviors and unsafe conditions, and the effective management of these causes of accidents will enable safer and more convenient use of escalators. This study analyzed accident cases of elevator users, focusing on escalator accidents over the last 10 years (2010 ~ 2019), and safety management to prevent safety accidents of elevator users by analyzing the behavior of actual users and questionnaires of experts in related fields. The method was studied.

        매년 해양활동이 증가하며 해양사고 발생빈도가 높아지고 있다. 이에 따라 해양안전을 위한 각종 연구 활동과 정책이 실행되고 있다. 하지만 이러한 노력에도 불구하고 매년 해양사고가 증가하고 있어 이들의 실효성에 대한 문제가 제기되고 있다. 문헌연구 결과에 따르면, 통계연보를 활용한 선행연구는 통계제공항목 간 비교를 통해 두드러지는 항목에 대한 예방책을 제시하고 있다. 2000년대 이후에는 대형 해양사고가 반복적으로 발생하면서 '사고대응'에 대한 사례연구(case study)가 진행되고 있다. 국내 해양안전을 위한 정책수립 연구과정에서 통계연보나 사고사례를 주 자료로 활용하고 있으나 현재 자료는 사후결과 요약정도의 수준이다. 따라서 본 연구에서는 해양 사고 사례분석 및 개선방안 관련 문헌연구를 통해 현행 해양관련 연구와 정책의 한계를 탐색하였다. 또한 자료 활용 한계를 개선하기 위한 방안의 일환으로 선박사고 상황보고서 속성분석, 텍스트 마이닝을 통해 해양사고 정보 분류체계인 온톨로지(ontology)를 수정 보완하였다. 해당 항목은 ‘신고자, 신고수단, 구조세력, 대응 조치사항, 대응취약성, 적재물, 유류유출경위, 피해유형, 사고처리결과’이며, 이 항목 들은 분류체계 표준용어를 활용해 향후 지속적으로 수집 활용할 수 있다. 마지막으로 온톨로지를 실질적으로 활용하기 위한 데이터 수집 및 품질확보 방안을 제시했다. 결과적으로 현재 해양안전이 직면한 문제를 명확히 파악하고 ‘품질이 확보된 충분한 정보’를 활용한다면 보다 다양한 연구와 실효성 있는 정책 실현이 가능할 것이다.

        정부와 안전보건공단에서는 건설현장의 안전사고를 줄이기 위하여 감독․점검, 기술지도, 재정지원 등의 산업재해예방 활동을 지속적으로 수행하여 왔다. 하지만, 전체 산업의 사고사망만인율과 재해율이 전반적으로 감소 추세에 있는 반면에, 건설업의 사고사망만인율 및 재해율은 2014년 이후 오히려 증가 추세에 있다. 특히, 2016년 재해통계를 기준으로 전체 건설업 재해자의 약 70%가 공사금액 20억 미만의 소규모 건설현장에서 발생하였다. 이러한 소규모 건설현장의 재해를 줄이기 위해서는 현재의 산업안전보건법 상의 소규모 건설현장 산업안전보건관리체제와 고용노동부 및 안전보건공단에서 수행하고 있는 소규모 건설현장재해예방 사업에 대한 실효성을 파악하고 개선할 필요가 있다. 현 산업안전보건관리체제에서는 건축공사 기준으로 120억 이상인 공사인 경우 안전관리자를 의무 선임하도록 되어 있으며 3억에서 120억 미만 공사의 경우 재해예방지도기관의 기술지도를 받도록 되어 있다. 또한, 안전보건공단에서는 민간위탁기관을 지정하여 3억 미만 건설공사의 안전관리를 지원하고 있으며, 클린사업장 조성지원사업을 통해 20억 미만 소규모 건설현장의 추락재해예방을 위해 시스템 비계, 사다리형 작업발판 및 안전방망 등의 설치 비용을 지원하고 있다. 본 연구에서는 공사금액별 재해통계 및 안전관리자 선임관련 제도를 분석하여 안전관리자 선임 대상을 현행 건축공사 120억 이상인 공사에서 단계적으로 50억까지 확대할 것을 제안한다. 설문조사와 전문가 의견을 수렴하여 재해예방지도기관의 기술지도 영역을 조정하고 실효성을 강화하기 위한 방안을 수립하고, 클린사업장 조성지원사업의 사업 확대 요구 및 개선사항을 도출한다.
