        우리나라는 최근 대개도국 지원국가(DAC)에 가입하여 공적원조(ODA)의 규모를 확대하고 있다. 인도네시아는 많은 부존자원과 값싼 노동력, 큰 현지시장을 갖고 있어 큰 잠재 성장력을 갖고 있다. 특히 인도네시아의 특별자치주인 아체지역은 쓰나미로 인해 큰 피해를 입었으며, 역사적으로도 많은 어려움을 겪은 지역이어서 우리나라의 원조를 희망하고 있다. 본 연구에서는 아체지역에서 필요로 하는 어선 안전에 관한 시스템과 설비 및 인프라에 대해 기술하고 이 지역에 대한 효과적인 개발 및 지원 방안을 제시하였다.

        The rapid change of information and communication technologies (ICT) has resulted in a new gap, a digital divide between countries that can easily access ICT and digital information, and countries that lack accessibility of emerging information and communication technologies. Realizing the gap of digital divide through education, Korea launched a collaborative program called ‘APEC Cyber Education Network (ACEN)’ in 2001, targetting two economies: Indonesia and Thailand. This program provided workshops via ACEN Internet Volunteers (AIV) for training of the teachers’ capacity for economies’ beneficiary in the education of ICT. In 2003, this program has evolved into APEC Learning Community Builders (ALCoB) Internet Volunteers (AIV) program, and has continued until 2008. In this paper, we report our 8 years of experiences in collaboration between Korea and Indonesia through volunteers, and show the implications of a successful international cooperation model to overcome the digital divide between countries.

        International human rights discourse has largely ignored the decentralization of political, fiscal and administrative authority currently taking place across the developing world. By reference to Indonesia’s recent transition from a highly centralised system of government to a system of regional autonomy (called Otonomi Daerah, or “Otda”), this article demonstrates the importance of more closely examining the relationship between international human rights and decentralization. In particular, it is argued that an understanding of international human rights can shed light on the dynamics of decentralization and, vice versa, examining decentralization can inform our understandings of international human rights. The essay explains the historical, political and economic context of Otda and briefly describes its current legal framework. It then explores the varied impacts Otda has had on international human rights in Indonesia and how Otda can, in turn, highlight some of the limits and possibilities of international human rights.

        자연 환경을 이용한 관광은 많은 열대 지역 국가에서 활성화되고 있으며 중요한 국가의 수익이 되고 있다. 그럼에도 불구하고 환경과 문화 자원에 미치는 관광의 영향은 관광산업의 지속 가능성과 경쟁력을 위협하고 있다. 그러므로 환경과 문화적으로 민감한 관광 지역에 대한 적합한 계획과 관리는 지역의 경제적 수익과 더불어 지역 문화와 환경을 균형 있게 유지하기 위해서 필수적인 사항이다. 이 논문의 목적은 사화문화자원과 자연 자원을 결정하기 위한 관광사업의 관행을 탐구하는 것이다. 또한 문화 경관에 대한 주민 인식을 평가함과 더불어 지속 가능한 관광을 성취하기 위한 적절한 전략을 수립하기 위하여 미래의 관광자원 개발에 대한 논의를 하는 것이다. 본 연구는 인도네시아 East Java지역의 Bromo Tengger Semeru국립공원(BTSNP)에 있는 Tengger 고산 마을에서 진행되었다. 문헌 자료와 주민 인터뷰를 통하여 최근 관광 현황과 자원 활용에 관한 내용을 파악하였다. 관광 개발에 대한 주민의 관점, 문화 보전, 문화 경관 보호에 관한 사항을 주민 인터뷰와 설문지를 이용하여 얻었다. 식생 정보를 이용하여 최근 환경의 상황도 파악하였다. 조사 결과 BTSNP와 지역 주민의 정신적 문화 자원인 Tengger Caldera지역의 관광은 현저하게 증가하고 있었다. 문화와 자연 자원의 풍부성은 지속 가능한 관광을 위한 중요한 자본이다. 주민들은 관광 사업이 주민들에게 이익을 주고, 자연을 보전하고, 마을 주민들의 지속 가능한 전통적 생활을 보장하도록 계획되어야 함을 주장하고 있다. 이 연구에서는 문화 경관의 지속 가능한 관광을 위한 전략을 수립하기 위해서는 긍정적인 사회적 인식과 자연 문화자원에 대한 고유적인 특성의 보전이 필요함을 설명하고 있다. 끝으로 이러한 관점에서 지역 주민의 이익을 높이고 문화와 문화 경관을 균형 있게 보호하기 위한 생태적 장치가 필요하다.

        This project aims at suggesting the direction of school leadership in relation to education management through conducting a case study of Indonesia. For a long time, Indonesia has focused on a centralistic education management, Thus, every school principal had limited authority in policy making and in running the school management functions being constrained by these particular guides and other government rules. In 2000, in implementing the Law number 2211999 on Regional Autonomy, Indonesia was able to advance the decentralization of the education management system. Every autonomous region (in this case district or kota/mayoral) has greater authority to run its education management functions in its own region, especially those at the primary and secondary levels of education. This has affected the need to reform education and school management in regard to making it more effective and more efficient by applying the principles of accountability and transparency. In the future, school management will apply a school-base management approach. Its application needs to be supported by the application of ICT

        The Internet, as a general utility for carrying information and communication technologies, provides a vehicle for the unprecedented availability of information. The global proliferation of the Internet and the increasing speeds of transmission mean that information is available anywhere in world, at the time and place of one’s choice, and in a manner that encourages individual exploration (Tomlinson-Keasey, 2002). For educators, information and communication technology (ICT), including the Internet, holds the promise of not only greater access but also higher quality learning materials provided to students at a lower cost, coupled with the possibility of a more learnercentered paradigm of instruction. Meanwhile, technological and economic development has placed greater demands on education systems in many countries, calling for people who are more adaptable to change, more innovative and creative, and better able to apply their knowledge to solve complex problems. Are Asian and Pacific countries meeting these challenges? This UNESCO publication, Integrating ICT into Education, clearly supports the claim that ICT has been embraced in education, at least in the six economies examined, and has made an impact on education systems. A wealth of experiences, good practices, and lessons has been generated for the benefit of others in the region. The purpose of this book is (1) to describe lessons learned in integrating ICT programs based on based on the experiences of six Asian countries— Indonesia, Malaysia, Korea, the Philippines, Singapore, and Thailand—and (2) to synthesize and analyze ICT integration experiences in connection with specific lessons learned and highlight best practices and the need for further improvements.

        Indonesian dietary life in relation to tradition, customs, variety of food, condiments and spices, processing food and religious way of ceremony was studied through reference books and field trips. The result obtained are as follows: 1. Indonesian food life style has been influenced not only by foreign countries like India, China, Arab and Western countries but also religious commandments of Islamism, Hindusim and Budhism. 2. Indonesia has a wide territory and consist of many islands. Therefore, various food life style can be found in every regional areas. Modern westernized style as well as traditional style coexist together. 3. Chinese has influenced Indonesian food life as well as that of Koreans especially in soy sauce and rice cake. 4. Various type of steamed rice by adding other ingredients can be found in daily life and religious ceremony. 5. Coconut milk, raw spices, pepper are widely & exessively used in cooking and Tempe (soya bean cake) is one of the major protein sources in Indonesia. 6. In religious ceremony, SELAMATAN, various kind and shape of food with different colors symbolize the desire of those who contribute.

        Fishing explorations for tunas and demersal fish on the sea south west from Sumatra, south sea from Java, south sea from Bali and south sea from Soemba were carried out in 1973 by MIS TaeBeak-San (310 tons, 8001P) of Fisheries Research & Development Ageney, R. O. K. The results were found to be valuable for good fishing ground for tunas and demesal fishes.

        Since China put forward the Belt and Road Initiative in 2013, China has actively worked with the Initiative to revitalize relevant regional resources and encourage developing countries to participate in global social governance from a global macro strategic perspective. It should be noted that the initiative has promoted connectivity and exchanges among countries by promoting border infrastructure construction. This strategic direction is in line with Indonesia’s “global marine fulcrum” plan. Moreover, the development of infrastructure construction in Indonesia lags behind. These factors have provided more opportunities and development space for The cooperation between China and Indonesia in the field of infrastructure construction, and the economic cooperation is getting closer and deeper. This paper, based on the relevant data collected in Indonesia from 2003 to 2018, verifies the impact of China’s direct investment on Indonesia’s economic growth by using the method of mediation effect verification and explores the impact of specific approaches.The results show that China’s direct investment in Indonesia can promote local infrastructure construction and promote Indonesia’s economic growth. The two countries proposed future cooperation in areas such as electricity, Internet communication and education infrastructure
