According to statistics released by the Ministry of Labor for the past 6 years, work-related accidents in the construction industry have been on the continued increase, resulting in social and economic losses that are difficult to determine at an exact amount. However, the number will likely get much bigger if unreported cases are included, considering the fact that the aforementioned statistics are based soley on the applications filed with Korea Workers' Compensation and Welfare Service. The practice of businesses choosing not to report and dealing with industrial accidents in an unauthorized manner is defined as "concealment of industrial accident". The reason the employers tend to engage in the concealment practice even at their huge cost is a "pre-qualification" scheme for the applicants in the government procurement process. Under the pre-qualification scheme, the applicants with a high rate of industrial accidents receive a low grade and become less attractive candidates in the procurement process, thus losing an opportunity to win a contract. Such failure relates directly to the fate of business organizations, to survive or not. That is why they are making all-out efforts to obtain a high grade in the pre-qualification evaluation. With regard to the accident-concealment problem, the following can be mentioned as preventive measures: (1) To exclude a rate of industrial accidents from the pre-qualification scheme; (2) To strengthen the institution of imposing penalties on the occurrence of industrial accidents; (3) To introduce private insurance system to the current industrial accident compensation insurance; and (4) To give non-recognition treatment to industrial accidents that were not reported upon occurrence. In conclusion, the concealment problem can be resolved if the aforementioned measures are to be taken continuously along with corrective measures against institutional deficiencies.

If you examine the Industrial Disaster Analysis Content that occurs every year in the small and medium enterprise, industrial disaster occurs because of manager's lack of safety and worker's unprepared safety education. Therefore effective safety education systems are needed to offer adequate knowledge and technology to the workers. On this research, to give an effective education way to decrease industrial disaster we administered to the workers who are in charge of 300 workplace in Incheon area to search actual condition of industrial disaster and to disclose a link between industrial disaster and industrial safety education. We put in effect on frequency study and examined x2 using SPSSWIN 10.0. On the research, the results shows that the industrial safety education and training are in effect regularly and the satisfaction are low. But the manager's satisfactions are high through safety education. So it shows that we need to find a way to put in effect safety education to satisfy the workers.

Forklift achieves transportation of freight and continues loading and unloading work repeatedly long for hours in industry spot. Therefore, drivers feel tired make a mistake for wrong operation of vehicle caused by continuous work. These components are resulted in CTDs, some industrial accident. That is the forklift need to ergonomics access. So, in this paper, requirements of forklift user were abstracted using questionnaire, produced important design factor for pedal and lever using QFD(Quality Function Deployment), and then suggested ergonomic considerations for industrial accident prevention.

The life change unit(LCU) models by behavior scientific approach method are very important in order to minimize industrial accident by the job stress. Especially, these models are analyzed the accident proneness concept through the LCU factors. Therefore this paper describes the analytical results between the Eastern LCU model and Western LCU model and its application. Death of parents, death of close friend, jail term, personal injury or illness between the Eastern LCU models and Western LCU models are different in the human behavior and psychological sides, whereas changes in family member s health are turned out same life ideas. In the case of Korean LCU models between the unmarried and married workers living in the middle area are approved in the order of death of parents, death of spouse, death of close family member, and death of close friend.

산업재해의 직접적인 원인은 작업자의 불안전한 행동과 작업과정에서의 안전시설 설치미흡으로 인한 불안전한 상태로와 기술적, 교육적, 관리적 원인의 복합적인 형태로 발생되는데 그 가운데 산업안전보건법상의 건설공사 각 공종 별 기술적인 안전시설설치 기준이 건설업 종사자에게 쉽게 적용하기가 현행 법기준에는 문제점이 있으며 이러한 복잡한 법기준을 분석하여 안전사고 예방 기법에 적용하고자 제시하고자하며, 향후에 이를 바탕으로 산업안전보건법상의 안전기준을 체계적으로 분석하여 제시하고자 한다.

The chemical leak accidents cause a large number of casualties in the short term and secondary environmental pollution in the long term. In the case of the hydrogen fluoride (HF) leak accident in Gumi City, Gyeongsangbuk-do, Korea, the fluoride ion concentration in crops located near the HF leak accident area was detected to be in the range of 99 ~ 13,029 mg/kg and in woody stems in the range of N.D. ~ 6,789 mg/kg. We also identified the correlation relationship between the range and the contamination degree. The order of degree of fluoride contamination of crops was leaf > stem epidermis > inside the stem. However, in another case of accidental HF leak in Hwasung City, Gyeonggi-do, Korea, because the concentration of fluoride ion in the crops was detected in the range of N.D. ~ 45 mg/kg, it is difficult to make a decision about whether HF affects the crops or not. In this study, with the suggestion of the identification of leak accident impacts by checking the contamination characteristics and condition of HF in terms of diffusion distance from the accident point, we prevent damage from secondary environmental pollution and prepare for similar accidents in the future.
