Spent nuclear fuel temporary storage in South Korea is approximately 70% of total storage capacity as of the 4th quarter of 2022 amount is stored. In addition, according to the analysis of the Korean Radioactive Waste Society, saturation of nuclear power plant temporary storage is expected sequentially from 2031, and accordingly, the need for high-level radioactive waste disposal facilities has emerged. Globally, after the conclusion of the EU Taxonomy, for nuclear energy in order to become an ecofriendly energy, it is necessary to have a high-level radioactive waste disposal site and submit a detailed operation plan for high-level radioactive waste disposal site by 2050. Finland and Sweden have already received permission for the construction of high-level radioactive waste disposal facilities, and other countries, such as Switzerland, Japan, the United States, and Canada, are in the process of licensing disposal facilities. In order to establish a repository for high-level radioactive waste, the performance and safety analysis of the repository must be conducted in compliance with regulatory requirements. For safety analysis, it needs a collection of arguments and evidence. and IAEA defined it as ‘Safety case’. The Systematic method, which derives scenarios by systematizing and combining possible phenomena around the repository, is widely used for developing Safety case. Systematic methods make use of the concept of Features, Events and Processes (FEP). FEP identifies features that affect repository performance, events that can affect a short period of time, and processes that can have an impact over a long period of time. Since it is a characteristic of the Systematic method to compose a scenario by combining these FEP, the Systematic method is the basic premise for the development of FEP. Completeness is important for FEP, and comprehensiveness is important for scenarios. However, combining all the FEP into one scenario is time-consuming and difficult to ascertain the comprehensiveness of the scenario. Therefore, an Integrated FEP list is being developed to facilitate tracking between FEP and scenarios by integrating similar FEP. In this study, during the integrated FEP development process, a method for utilizing experts that can be used for difficult parts of quantitative evaluation and a quantitative evaluation process through the method were presented.

A methodology is under development to reconstruct and predict the long-term evolution of the natural barrier comprising the site of radioactive waste disposal. The natural barrier must protect the human zone from radionuclides for a long time. So for this, we need to be able to restore the evolution of the bedrock constituting the natural barrier from the past to the present and to predict from the present to the future. A methodology is being studied using surface outcrop, tunnel face of KURT (KAERI Underground Research Tunnel), and drill core at KAERI (Korea Atomic Energy Research Institute). Among them, drill core is an essential material for identifying deep geological properties, which could not be confirmed near the surface when considering the geological condition of the repository in the deep part. In this study, we selected several qualitative and quantitative analyses to construct a deep lithological model from the disposal perspective. These were applied to drill core samples around the KURT. There are the dikes presumed the Cretaceous were intruded by Jurassic granitoids in the study area. Analyzing trace elements of each rock type in the study area classified through geochemical characteristics and microstructure in previous studies made it possible to obtain qualitative information on the petrogenetic process. In addition, synthesizing the quantitative numerical age allows for grasping the evolution of bedrock, including intrusion and cutting relationships. LAICPMS was used for determining the age of zircons in plutonic rocks. The highly reliable 40Ar-39Ar method was selected for volcanic rocks because it can correct the loss of Ar gas and obtain the values of two types of Ar isotopes in a single sample. As a result, it was possible to infer the formation environment of rocks through anomalies in specific trace element content. And according to the numerical ages, it was possible to support the known separated rock type found in previous studies or to present a quantitative precedence relation for unclassified rocks. These methods could be applied to reconstruct the long-term evolution of bedrock within natural barriers.

Since the first operation of the Gori No. 1 nuclear power plant in Korea was started to operate in 1978, currently 24 nuclear power plants have been being operated, out of which 21 plants are PWR types and the rest are CANDU types. About 30% of total electricity consumed in Korea is from all these nuclear power plants. The accumulated spent nuclear fuels (SNFs) generated from each site are temporarily being stored as wet or dry storage type at each plant site. These SNFs with their high radiotoxicity, heat generating, and long-lived radioactivity are currently the only type of high-level radioactive waste (HLW) in Korea, which urgently requires to be disposed of in deep geological repository. Studies on disposal of HLW in various kind of geological repositories have been carried out in such countries as Sweden, Finland, United States, and etc. with their own management policies in consideration of their situations. In Korea long-term R&D research program for safe management of SNF has also been conducted during last couple of decades since around 1997, during which several various type of disposal concepts for disposal of SNFs in deep geological formations have been investigated and developed. The first concept developed was KAERI Reference Disposal System (KRS) which is actually very much similar to Swedish KBS-3, a famous concept of direct disposal of SNF in stable crystalline rock at a depth of around 500 m which has been regarded as one of the most plausible method worldwide to direct disposal of SNF. The world first Finnish repository will be also this type. Since the characteristics of SNF discharged from domestic nuclear reactors have been changed and improved, and burnup has sometimes increased, a more advanced deep geological repository system has been needed, KRS-HB (KRS with High Burnup SNF) has been developed and in consideration of the dimensions of SNFs and the cooling period at the time point of the disposal time, KRS+, a rather improved disposal concept has also been subsequently developed which is especially focused on the efficient disposal area. Recently research has concentrated on rather advanced disposal technology focused on a safer and more economical repository system in recent view of the rapidly growing amount of accumulated SNF. Especially in Korea the rock mass and the footprint area for the repository extremely limited for disposal site. Some preliminary studies to achieve rather higher efficiency repository concept for disposal of SNF recently have already been emphasized. Among many possible ones for consideration of design for high-efficiency repository system, a double-layered system has been focused which is expected to maximize disposal capacity within the minimum footprint disposal area. Based on such disposal strategy a rather newly designed performance assessment methodology might be required to show long-term safety of the repository. Through the study some prerequisites for such methodological development will be roughly checked and investigated, which covers FEP identification and pathway and scenario analyses as well as preliminary conceptual modeling for the nuclide release and transport in near-field, far-field, and even biosphere in and around the conceptual repository system.

Since the time to consider when evaluating leakage of spent fuel dry storage systems is very long, assumptions that continue to leak at the initial leakage rate are too conservative. Therefore, this study developed a dynamic methodology to calculate the change in leakage rate using time-varying variables and apply it to calculate the amount of radioactive leakage during the evaluation period. The developed dynamic methodology was then applied to calculate the leakage radiation source term for a hypothetical dry storage system and used to perform a public dose assessment. When applying the developed dynamic leakage rate evaluation methodology for more accurate confinement evaluation in case of containment damage of dry storage system, it was found that the change of leak rate with time is very insignificant if the hole diameter is small enough, and the leak rate decreases rapidly with time when a hole with a certain diameter or larger occurs. In the case of the accident condition, except when the hole is very large, it corresponds to the chocked flow condition, and the leak rate decreases rapidly as soon as the internal pressure is sufficiently lowered to enter the molecular and continuum flow region. In the case of a small hole diameter, the leakage volume is very small, so even if the dynamic methodology is applied, the evaluation results are not different from the case where the initial leakage rate continues, and when the hole diameter exceeds a certain value, the internal pressure drops according to the leakage volume, and the leakage rate decreases significantly. As a result of evaluating the dose to residents by applying the calculated radiation source term, it was confirmed that the dose criteria was exceeded when a hole with a diameter of about 4 μm occurred under off-normal conditions, and the dose standard was exceeded under accident conditions when a chocked flow occurred between the diameter of the hole and 2-3 μm, resulting in a rapid increase in the dose. The results of this study are expected to contribute to a more accurate evaluation of the confinement performance of storage systems, which will contribute to the design of optimal dry storage systems.

The Korea Institute of Nuclear Nonproliferation and Control (KINAC) is developing a simulation model to estimate nuclear material production. This model is a foundational technology in interpretation and evaluation in preparation for denuclearization verification. Through this model, it is possible to estimate the amount of nuclear material that can be produced based on information on the activities of facilities related to the nuclear fuel cycle in the actual denuclearization verification stage. This model makes it possible to determine whether the declared amount of nuclear material is reliable. In addition, the reliability of the reported information can be confirmed through on-site inspection. However, there is a possibility that proliferation-related activities cannot be detected even through this inspection, and a normal state may be misdiagnosed as carrying out nuclear proliferation-related activities. Therefore, it is unreasonable to specify activities related to nuclear proliferation with only one inspection. Since each inspection method has its diagnosis rate and false diagnosis rate, measures such as repeating the same inspection method or combining different inspection methods are required to detect activities related to nuclear proliferation reliably. Therefore, a model capable of estimating the number of repetitions to obtain a reliable nuclear activity detection probability was developed by using each inspection method’s diagnosis rate and false diagnosis rate as input information through a Bayesian inference method. Through this model, it can be concluded that repetitive inspections increase the probability of detecting nuclear proliferation-related activities. This approach confirmed the possibility of repeatedly breaking away from the high-intensity inspection method that causes political and diplomatic resistance from the target country and substituting it with a more readily acceptable, low-intensity inspection method.

This study summarizes the research methods, subjects, research processes, and achievements of major researchers by analyzing previous research results on Korean food history. The goal of the current study aimed to seek the methodology and direction of ‘food history research’. Literature data from 1945 to 2022 were examined. Results of excavation research on ancient food literature were divided into the following stages: the 1980s, when the foundation for ‘cataloging’ was laid, and the 2000s, when ‘digitization’ was achieved. Achievements of each period were collected, and the achievements and limitations were analyzed. Next, the research results were classified into ‘Food technology history’, ‘Recipe change history’, and ‘Food culture and dietary history’. We observed that around the 2000s, anthropology and folklore research perspectives were reflected, and the research on ‘history of diet’ reached a turning point. Our results indicate the possibility that food history can develop as a special historical area. This could be achieved by establishing an exchange system with other disciplines and creating a systematic curriculum.

The “Carbon Neutral” has become the most important goal to achieve in the era of the climate change crisis. K-water has prepared a roadmap for implementing “Carbon Neutral” by 2050. However, only the reduction targets and strategies for scope 1 and 2 have been set, so the management of carbon generated during the construction project and upfront carbon is not being implemented. Therefore, in this study, the criteria and methodology for estimation carbon emissions in the construction sector at domestic and foreign were reviewed, and a methodology for estimation carbon emissions suitable for K-water construction projects was presented, and a case study was conducted. As a result, most of the carbon emissions were more than 90% of the upfront emissions due to material production. Therefore, upfront carbon management is required for carbon management of K-water construction projects, and it is necessary to quantify carbon emissions through GHG construction inventory, etc., and to establish strategies for future reduction technologies.

We deduced the proper estimation methodology for the amount of carbon sequestration by damaged trees for Environmental Impact Assessment (EIA). The nine development projects related to renewable energy, damaged trees occur, assessment status and used method of evaluating the carbon storage of damaged trees were summarized. And after re-calculating the carbon storage of damaged trees through allometric equations, the difference between the two groups, re-calculated the damaged trees carbon storage and the damaged trees carbon storage in the report, was validated. As a result, damaged trees carbon storage in words was more than the re-calculated damaged trees carbon storage, and it was statistically significant (p<0.005). This result means that the existing method for calculating damaged tree carbon storage is overcalculated. It was judged that it was necessary to improve the calculation method. Therefore, allometric equations suitable for each dominated-tree species should be used when calculating the damaged tree carbon storage. Furthermore, we propose to establish a carbon storage calculation system based on actual data from the ecosystem so that researchers can efficiently and accurately the damaged trees carbon storage. Key words: damaged vegetation, carbon sequestration, allometric equation, environmental impact

A reliable prediction model of national occupational accident fatality rate can be used to evaluate level of safety and health protection for workers in a country. Moreover, the socio-economic aspects of occupational accidents can be identified through interpretation of a well-organized prediction model. In this paper, we propose a machine learning based relative comparison methods to predict and interpret a national occupational accident fatality rate based on socio-economic indicators. First, we collected 29 years of the relevant data from 11 developed countries. Second, we applied 4 types of machine learning regression models and evaluate their performance. Third, we interpret the contribution of each input variable using Shapley Additive Explanations(SHAP). As a result, Gradient Boosting Regressor showed the best predictive performance. We found that different patterns exist across countries in accordance with different socio-economic variables and occupational accident fatality rate.

Radioactive source terms are important factor in design, licensing and operation of SMR (Small Modular Reactor). In this study, regulatory requirements and evaluation methodology for normal operation on NuScale SMR, which received standard design certification approval on September 11, 2020 from US NRC, are reviewed. The radioactive waste management system of nuclear power reactor should be designed to limit radionuclide concentration in effluents and keep radioactive effluents at restricted area boundary ALARA according to 10 CFR 20 and 10 CFR 50 Appendix I. Also, in general, the coolant source term to calculate the off-site radiological consequences for normal operation of SMR should be determined by using models and parameters that are consistent with regulatory guide 1.112, NUREG- 0017 and the guidance provided in ANSI/ANS-18.1-1999, and the result should be corrected by reflecting the design characteristics of SMR. The coolant source term of NuScale, unlike the case of large NPPs, cannot rely solely on empirical source term data, because the NuScale source term is based on first principle physics, operational experience from recent industry, and lessons learned from large PWR operation. Fission products in reactor coolant are conservatively calculated using first principle physics in SCALE Code assuming 60 GWD/MTU. The release of fission products from fuel to primary coolant based on industry operational experience is determined as fuel failure fraction of 0.0066% for normal operation source term and 0.066% for design basis source term while coolant source term of large NPP is calculated by using ANSI/ANS-18.1 for normal operation and fuel failure fraction of 1% for design basis source term. Water activation products in reactor coolant are calculated from first principles physics and corrosion activation products are calculated by utilizing current large PWR operating data (ANSI/ANS 18.1- 1999) and adjusted to NuScale plant parameters. Also, because ANSI/ANS 18.1-1999 is not based on first principle physics models for CRUD generation, buildup, transport, plate-out, or solubility, NuScale has incorporated lessons learned by using ERPI’s primary water chemistry and steam generator guidelines to ensure source term is conservative and design of materials used cobalt reduction philosophy to help ensure the coolant source term are conservative. Based on the coolant source term calculated according to the above-described method, the annual releases of radioactive materials in gaseous and liquid effluents from NuScale reactor are evaluated. Currently, Small Modular Reactors such as ARA, SMART 100 are under review for licensing in Korea. This study will be helpful to understand how the reactor coolant system source terms are defined and evaluated for SMR.

A significant amount of piping is embedded in nuclear power plants (NPPs). In decommissioning these materials must be removed and cleaned. It can then be evaluated for radioactivity content below the release level. MARSSIM presents Derived Concentration Guideline Levels (DCGLs) that meet release guidelines. Calculating DCGL requires scenarios for the placement of embedded pipe and its long-term potential location or use. Some NPPs choose to keep the embedded pipes in the building. Because others will dismantle the building and dispose of the piping in-situ, determining the disposal option for embedded piping requires the use of measurement techniques with the sensitivity and accuracy necessary to measure the level of radioactive contamination of embedded piping and meet DCGL guidelines. The main measuring detectors used in NPPs are gas counters that are remotely controlled as they move along the inside of the pipe. The Geiger-Mueller (GM) detector is a detector commonly used in the nuclear field. Typically, this GM detector used 3-detectors that cover the entire perimeter of the pipe and are positioned at 120-degrees to each other. This is called a pipe crawler. It is very insensitive to gamma and X-ray, only measures beta-emitter and does not provide nuclide identification. The second method is a method using a high-resolution gamma-ray detector. Although not yet commercialized in many places, embedded piping is a scanning method. The technique only detects gamma-emitting nuclides, but some nuclides can be identified. Gamma-ray scanning identifies the average concentration per pipe length by the detector collimator. It is considerably longer than a pipe crawler. In addition, several techniques, including direct measurement of dose rate and radiochemical analysis after scraping sampling, are used and they must be used complementary to each other to determine the source term. Expensive sampling and radiochemical analysis can be reduced if these detectors are used to measure the radioactivity profile and to perform waste classification using scaling factor. In the actual Trojan NPP, a pipe crawler detector was used to survey the activity profile in a 26 foot of an embedded pipe. These results indicate that the geometric averaging of the factors and a dispersion values for each nuclide are constant within the accuracy factors. However, in order to accurately use the scaling factor in waste classification, it must have sample representativeness. Whether the sample through smear or scraping is representative of the radionuclide mixture in the pipe. Since the concentration varies according to the thickness of the deposit and depending on the location of the junction or bend, a lot of data are needed to confirm the reliability of the nuclide mixture. In this study, the reliability of the scaling factor, sampling representativeness and concentration measurement accuracy problems for waste classification in decommissioning NPP were evaluated and various techniques for measuring radioactive contamination on the inner surface of embedded pipes were surveyed and described. In addition, the advantages and limitations of detectors used to measure radioactivity concentrations in embedded piping are described. If this is used, it is expected that it will be helpful in determining the source term of the pipe embedded in the NPPs.

In Korea, the NUREG-0017 methodology based on realistic model for reactor coolant concentrations are used to estimate the annual radioactive effluent releases for normal operation of nuclear power plant. The realistic model to estimate the radionuclide concentrations in reactor coolant is formulated as a standard, ANSI/ANS-18.1. This standard has provided a set of the reference radionuclide concentrations and adjustment factors for estimating the radioactivity in the principal fluid systems of target plant. Since ANSI/ANS-18.1 was first published in 1976, it was revised in 1984, 1999, 2016, and most recently in 2020. Therefore, this study analyzed revision history of assessment methodology of radioactive source term of light water reactors, which is ANSI/ANS-18.1. Assessment methodology of radioactive source term given ANSI/ANS-18.1 is by using radionuclide concentrations for reactor coolant and steam generator fluid of the reference plant and adjustment factors, which is modifying radioactive source term according to differences in design parameters between reference plant and target plant. There are three type of reference plant: PWR with u-tube steam generator, PWR with once-through steam generator, and BWR. This study analyzed for PWR with u-tube steam generator. Although the standard was revised, evaluation methodology and formula of adjustment factor have been retained, but some of items have been revised. First revision item is reduction of the number of radionuclides and decrease of radioactive concentration in reactor coolant. In the 1976 version of the standard, there were 71 target radionuclides, but the target nuclides have reduced to 57 in 1984 and 56 after 1999. In the case of radioactive concentration in reactor coolant, as the version of standard was updated, the radioactive concentration of 18 nuclides in 1984, 14 nuclides in 1999, and 25 radionuclides in 2016 was decreased. Most of the radionuclides with decrease radioactivity concentration were fission product, it is resulted from improvement of nuclear fuel performance. Second revision item is change of adjustment factors. After the revision in 2016, the adjustment factors for zinc addition plants using natural or depleted zinc are changed. This study analyzed revision history of evaluation methodology of radioactive source term of light water reactors. Furthermore, result of this study will be contributed to the improvement of understanding of assessment methodology and revision history for the radioactive source term.

Radioactive waste containing cellulosic materials such as cotton, paper and wood are being disposed in Low-and intermediate-level radioactive waste disposal site in Gyeongju. Cellulose has recently emerged great issue in terms of disposal site safety as it can be decomposed into an organic complex compound, ISA (isosaccharinic acid), under strong alkali conditions (pH 12.5 or higher) formed by the hydrated cement, to accelerate the mobility of the radionuclides in the disposal facility. However, in Korea, there are insufficient criteria for confirming the suitability for disposal of low-and intermediatelevel radioactive wastes including cellulose, and there is no specific method for evaluating the total amount of waste to confirm the suitability of disposal. Therefore, the method of SKB (Swedish Nuclear and Fuel Management Company), which has established acceptance criteria related to the physicalchemistry safety of cellulose, is analyzed to suggest a method for deriving the amount of cellulosecontaining waste disposal. Cellulose, an organic complexing agent, is an important consideration for safety case at the Swedish low-and intermediate-level radioactive waste disposal site SFR. SKB calculated the amount of cellulose generated by separately labeling cellulose-containing wastes of 1-2BMA, Silo and 1BTF (SKB 2013). BLA, a low-level radioactive waste disposal facility, is not considered due to its low radionuclide inventory (~0.2% of SFR’s total radionuclide inventory, SKB 2013). To calculate the amount of cellulose that can be disposed of, information on the mass and volume of hydrated cement (concrete waste, cement solidification waste, disposal container, grouting, disposal shed), the concentration of ISA absorbed in the hydrated cement, and the concentration of ISA dissolved in the groundwater which were used. In addition, the total disposable amount was calculated using the cellulose degradation rate, composition ratio, and the cellulose containing waste volume.

Since the National Research and Development Innovation Act. was enacted, evaluation and management of research outputs become more important. The research output is defined as all types of information resources produced from the scientific research activities in each research phase, such as learning, proposing, performing, and publishing. Among them, research outputs mainly from the publishing phase have been systematically managed, including articles, books, technical reports, patents, and software. KINAC, like other Korean R&D institutions, has also achieved growth in research outputs, through continuously increased investment in R&D projects. However, R&D productivity, technology transfer, and commercialization remain low level. The importance of R&D performance diffusion has been emphasized. It’s because the creation of economic value through the utilization of research results has been emerging as a key issue in R&D policy. Therefore, various policies are being nationally pursued to promote the utilization of research achievements, but the results are not being effectively utilized and disseminated. In the field of nuclear nonproliferation and security, it is also difficult to diffuse the R&D performance. In this study, the research outputs of KINAC from 2010 to 2021 were analyzed. A number of research outputs have been made and managed, but the R&D performances have not been analyzed and identified yet. In addition, supportive methods were suggested for efficient performance management toward diffusion. For this purpose, some policies of Korea and other countries concerning performance diffusion -related policies were reviewed. The best practices of performance management and applications were also reviewed and compared to the KINAC cases. As a result, the number of research output has dramatically increased during the last 10 years, showing an average annual total output of 84 and year-on-year increase of 18%. The biggest change was in the conference papers and journals, whereas, there were no trends by year in the case of the technical reports and patents. Of course, it was proportional to the size of the organization, the number of research projects, and its budget. Because many studies highlight the importance of institutional resources, capabilities, and processes for performance management as factors affecting efficient diffusion, the current status of our process was also identified. This study is expected to be applied to the improvement of the performance management of the institute, leading to the enhancement of the R&D performance application.

UAVs (Unmanned Aerial Vehicle) are a rising threat to national facilities due to their cheap price and accessibility. Incidents such as the terrorism attack in Saudi Arabia’s oil facilities and the paralysis of the airport system in England’s Gatwick airport shows the need for integrating CUAS (Counter- Unmanned Aerial Systems) in important national facilities. Recently efforts have been made to evaluate the technical performance of the CUAS. Especially SNL (Sandia National Laboratory) modified the methodology used for PPS (Physical Protection Systems) to develop a performance metrics for CUAS. The performance metrics can be used to effectively analyze the facilities capability of countering drone attacks in a probabilistic way. In this study, we managed to derive the safety boundary of a reference nuclear power plant model based on its current CUAS and protection capabilities with a simplified methodology. Based on the outermost boundary of the model, the time table of the UAS consist of 4 variables which are the assessment time, transmission time, neutralization time and the maximum vehicle velocity. Dividing the maximum velocity to the net time derived, we estimated the minimum sensing point of the CUAS which is the minimum safety boundary of the facility to safely manage the UAV attack. Two practice cases were evaluated with the methodology which is based on the UAV groups classified by the United States DOD (Department Of Defense) that matches the classification of the UAV in Korea. Each variable was assumed to fit the process of a realistic nuclear power plant. Using the variables, we calculated the minimum safety boundary of the facility. With the methodology introduced in this study, regulators and stakeholders can easily evaluate the capability of the facilities CUAS for a design basis UAV attack. Also it can be used as a simple tool to analyze the facilities vulnerability for specific UAV specifications and a guideline to check the protective procedures of the facility.

For the smooth implementation and success of smart city projects, it is necessary to recognize that there is a difference in the perception of value judgments or strategic goals among major stakeholders in the planning process. And it is necessary to aim the values and goals of smart cities through reconciliation of these differences. The two major stakeholders in the smart city development project are citizens group and government officials group. Government officials are in charge of establishing and implementing policies for smart city projects, and their value judgments and perceptions influence the policy direction. In these respects, government officials can be an important stakeholder group. Citizens are a group that includes ordinary residents and business owners who live in smart cities and are the ultimate users of infrastructure and facilities. This study investigated the importance perceptions of citizens and government officials, who are the major stakeholders, about the core values and strategic goals that the smart city project aims. Responses were collected using a structured questionnaire to which the AHP methodology was applied. And the priority of perceptions for constituent items was compared for each stakeholder group. Through the comparative analysis results, it was empirically confirmed that there is a difference in the values and goals pursued by the smart city project between stakeholder groups. As an empirical study on the stakeholders of the smart city project, this study is meaningful in contributing to the theoretical development in that it suggests that the conceptual structural model of the smart city strategy system presented in previous studies can be applied in practice.
