        Density survey should be carried out for applying integrated pest management strategies, but it is labor-intensive, time- and cost-consuming. Therefore, binomial sampling plans are developed for estimating and classifying the population density of whiteflies late larvae based on the relationship between the mean density per sample unit (7 leaflets) and the proportion of leaflets infested with less than T whiteflies ( ). In this study, models were examined using tally thresholds ranging from 1 to 5 late larvae per 7 leaflets. Regardless of tally thresholds, increasing the sample size had little effect on the precision of the binomial sampling plan. Based on the precision of the model, T=3 was the best tally threshold for estimating the densities of late larvae. Models developed using T=3 validated by Resampling Validation for Sampling Plan program. Above all, the binomial model with T=3 performed well in estimating the mean density of whiteflies in greenhouse tomato.

        최근 지방정부는 지역경제 활성화를 위한 관광객 유치를 위해 다양한 모양 구조를 가지는 출렁다리 를 경쟁적으로 건설하고 있다. 이러한 출렁다리의 안전관리는 자체 가이드라인이나 국토교통부에서 발 간한 매뉴얼을 통해 관리되고 있으나 실제로는 관광이나 공원 관리 부서에서 관리하고 있어 안전관리 에 소홀한 실정이다. 국토교통부에서는 제3종시설물에 대한 안전점검 매뉴얼 발간하고 안전등급 평가 기준을 강화하여 기존 3분위(양호, 보통, 불량) 평가기준을 5분위(우수, 양호, 보통, 미흡, 불량) 평가체 계로 개정하였으며, 기존 세부지침과 평가기준도 일원화 하였다. 그러나 출렁다리의 경우 제1종, 제2 종 시설물인 교량과 달리 점검 방식 및 체크리스트가 달라져야 하므로 출렁다리 정기안전점검을 위한 점검 수준에 맞게 개선되어야 한다. 본 연구에서는 출렁다리에 안전전검에 체계 개선을 위한 출렁다리 정기안전점검 매뉴얼(안)을 제시하였다.

        Safe radiation management is essential not only for operational nuclear power plants but also for nuclear plants to be decommissioned. When spent nuclear fuel is present on-site, meticulous radiation emergency plans are necessary to ensure safety. In Korea, numerous radiation emergency plans have been established for operational nuclear reactors. These plans delineate distinct response mitigation measures for white, blue, and red emergencies. However, clear regulations are yet to be devised for radiation emergency plans for reactors to be decommission. Therefore, this study investigated the decommissioning plan and status of Kori unit 1 to comprehensively analyze the current status of decommissioning safety in Korea. In this study, radiation emergency plans of decommissioning nuclear power plants abroad were reviewed to confirm radiation emergency action levels. Furthermore, radioactive waste treatment facilities, to be used for decommissioning reactors in Korea were evaluated. Moreover, the study assessed emergency plans (especially, emergency initiating conditions) for operational nuclear power plants in Korea for potential use in the decommissioning phase. This study proposed an emergency initiating condition that can be used for decommissioning reactors in Korea. Considering the anticipated introduction of plasma torch melting facility in Korea, this study examined the conditions of radiation emergency plans can be altered. This study identified effective measures and guidelines for managing radiological emergency initiating conditions, and effective decommissioning of nuclear power plants in Korea.

        담배가루이(Bemisia tabaci)는 광식성 해충으로 토마토황화잎말림바이러스(Tomato Yellow Leaf Curl Virus; TYLCV), 카사바갈색줄무늬병 (Cassava Brown Streak Disease; CBSD)를 매개하는 해충이다. 담배가루이 방제를 위해 화학적 방제가 주로 시행되지만 저항성으로 인한 한계로 인 해 종합적해충방제를 위한 고정정확도를 이용한 표본조사법(Fixed precision sampling plan)을 개발하였다. 표본추출은 토마토 식물이 50 cm 높이의 레일 위에 위치한 배지를 이용해 재배되고 있어 배지로부터 130 cm 이상(지상에서 180 cm 이상)을 상단, 70 cm~100 cm (지상에서 120 cm~150 cm)를 중단, 50 cm 이하(지상에서 100 cm 이하)를 하단으로 나누어 각 위치별 토마토 7엽의 잎 뒷면에서 관찰된 담배가루이 노숙 유충 마리 수를 조사 하였다. 담배가루이 노숙유충은 이동성이 거의 없어 알에서 우화한 뒤 고착화하여 용과 성충 단계를 거치기 때문에 중단, 하단에 밀도가 높았다. 공간분 포분석은 Taylor’s power law (TPL)를 이용하여 도출된 TPL의 회귀계수를 통해 분석하였고, TPL 계수의 차이는 공분산분석(ANCOVA)하여 차이 가 없어 자료를 통합(pooling)하여 계산된 새로운 TPL 계수를 이용하여 표본추출정지선과 방제의사결정법을 개발하였다. 개발된 표본추출법의 적합 성을 판단하기 위해 분석에 사용하지 않은 독립된 자료를 이용하여 Resampling Validation for Sampling Plan (RVSP) 프로그램으로 평가하였다.

        주식회사인 벤처기업이 수차례 벤처투자를 받으면, 창업주의 지분비율이 희 석되고 이사회 역시 벤처캐피탈로부터 파견된 이사들의 지배 하에 들어가게 될 수 있다. 위와 같은 경영권 불안정이 생기면, 창업주는 자신의 경영철학 을 유지하기 어려워지고, 벤처기업의 장기적 성장에도 악영향을 줄 수 있게 된다. 벤처기업은 대규모 투자를 필요로 하면서 동시에 경영권안정도 요구 되는 모순적인 상황에 처하게 되며, 이 모순을 해결하기 위해 복수의결권주 식이 필요하게 된다. 이번에 통과된 복수의결권 제도(시행 2023. 11. 17)는 4개의 여ㆍ야 의원안과 정부안을 병합하여 우려점들을 최소화했다는 점에서 의의가 크다. 벤처기업법은 주식회사인 벤처기업이 요건을 갖추면, 발기인인 창업주가 복 수의결권주식을 발행받을 수 있게 하였다. 복수의결권주식을 보유한 창업주 는 안정된 경영권을 토대로, 혁신과 창의를 추구할 수 있고, 연구ㆍ개발을 강화할 수 있고, 그리고 달성된 수익으로 그 이해관계자(주주, 채권자, 정부 (중소벤처기업부 등) 등)의 기대를 충족시킬 수 있고, 소비자가 만족하는 재 화나 용역을 (저렴하게) 제공할 수 있을 것이다. 그러나 벤처기업법에 있는 복수의결권주식 관련 내용을 수정 및 삭제 등을 할 필요가 있고, 이것이 주식회사인 벤처기업의 복수의결권주식에 도움이 될 수 있다. 이 글은 Ⅰ. 서론을 제시하고, Ⅱ. 주식회사인 벤처기업의 복수의결권주식의 내용, 그 운용의 문제점 및 개선방안(1. 주식회사인 벤처기업의 복수의결권 주식 발행의 활성화 방안에 대한 검토, 2. 주식회사인 벤처기업이 발행하는 복수의결권주식이 종류주식인가?, 3. 벤처기업법에 있는 보통주식이 무엇인 가?, 4. 복수의결권주식 1주의 금액을 정하여야 하는가?, 5. 발기인인 창업 주에게만 복수의결권주식이 발행되어야 되는가?, 6. 보통주식으로만 복수의 결권주식에 대한 납입을 해야 되는가?, 7. 창업주가 다른 창업주에게 복수 의결권주식을 상속하거나 양도한 경우에 대한 개선방안, 8. 복수의결권주식 의 지배구조 관련 추가 규제 여부에 대한 검토, 9. 중소벤처기업부장관의 신고포상금에 대한 개선방안, 10. 복수의결권주식을 무액면주식으로 발행할 수 있는지?, 11. 주식회사인 벤처기업의 복수의결권주식과 증권시장의 상장 과의 관계, 12. 주식회사인 벤처기업이 장기보유주식을 발행할 수 있는가?) 을 살펴본 뒤, Ⅲ. 결론을 제시한다.

        This study tested the effect on the toxicity of formaldehyde to select a shelter site due to formaldehyde leakage. As a result of the experiment, the range of ERPG-2 and 3 is between 2.2km and 9.6km, ASET is 6 minutes at 1km, 15 minutes at 3km, 22 minutes at 5km, and the lethality rate is 99.9% at 1km and 9% at 3km. In areas where refuge time is less than 15 minutes or the lethality rate is more than 2%, a shelter is installed. This is because if there are only a few evacuees, the evacuation time may take longer than the pre-movement time of 15 minutes or less specified in PD 7974-6:2004, and the lethality rate with the lowest number of deaths was calculated to be 2%. The shelter must be equipped with a hepa-filter, positive pressure equipment, air purifier, air respirator, goggles, chemical protective clothing type 4 and sufficient parking space must be secured to ensure the safety of evacuees.

        In this study, quantitative analysis is attempted on data collected from Chilgapsan Observatory Star Park in Cheongyang-gun, Chungcheongnam-do. The aim of this experimental study in which quantitative analysis of the Astronomical Science Museum in Korea is conducted is to investigate its current situation and secure basic data. As of July 31, 2023, it has had 283,931 cumulative visitors in total. It had the largest number of visitors when it opened (2009 year), after which their number reduced steadily until the pandemic (COVID-19, 2020–2022). Recently, however, the number of visitors has increased. Generally, the number of visitors is highest in August (20.8$\%$) and least in April (4.1$\%$). The visit rate is higher on weekends (Saturday and Sunday) than on weekdays (Monday–Friday), and groups comprise only about 5.3$\%$ of the total number of visitors. Moreover, it can be confirmed that the number of visitors increases sharply during events. Finally, it was confirmed that the visit rate was unaffected by weather conditions. Considering these results, we propose the following strategies: 1) Establish a special program that reflects “the weekend effect.” 2) Prepare a plan to attract group visitors during the weekdays using “the event effect.” 3) Arrange alternative programs (e.g., experiential activities) that can be conducted indoors regardless of weather conditions. We think that our findings will help establish a roadmap for the direction the Astronomical Science Museum should take and aid in preparing a strategic foundation to preemptively respond to unexpected situations (e.g., pandemics).

        As discarded fishing gear settles or floats on the seabed, it destroys the spawning and habitat of fisheries resources that causes various safety accidents and adverse effects on the environment, such as generating microplastics and causing ship accidents. In order to solve this problem, this study is intended to present an implementation plan for establishing a fishing gear deposit system in order to use it as basic data for establishing policies for fishing gear management in Korea. In order to successfully implement the fishing gear deposit system, the deposit system must be established in the form of fishing gear completed at the production stage. It was found that the marking of the object should be easy, and that determining an appropriate deposit amount to motivate the return of waste fishing gear and establishing a convenient return procedure for returned waste fishing gear were important factors. In addition, transparent management of unreturned deposits and mandatory use of fishing gear subject to the deposit system for fishermen will be necessary. The role of a specialized organization to manage and operate all of these procedures is also very important. It is necessary to establish a new mandatory provision in the Fisheries Act to require fishermen who directly use fishing gear to use fishing gear with a deposit refund mark, and to ensure the implementation of the deposit system by linking it with the evaluation items of government policy projects. Since the main purpose of the deposit system is to collect discarded fishing gear, a support plan will be necessary in accordance with the purchase project for fishing waste salvaged by local governments in 2020.

        This study aimed to identify the actual catch situation of offshore dredge gear which is newly regulated in the legislation. It’s also conducted to identify the species composition, weight of the catch including the target species and incidental catches, and to provide the basic information necessary for the resource management of aquatic organisms caught by offshore dredge. During the investigation period (from September 2022 to May 2023), a total of 61 species appeared in the test operation sea of Boryeong, Chungcheongnam-do and Gunsan, Jeollabuk-do, with 31 species of fishes, 11 species of malacostraca, six species of gastropoda, five species of bivalvia, three species of cephalopoda, three species of asteroidea, one species each of asteroidea and holothuroidea appeared. According to the results of the test operation conducted in September and November 2022, the non-catch season of Atrina (Servatrina) pectinata, 1,203 shellfishes were caught out of 2,979 caught in number, showing a bycatch rate of 59.6%, and by weight, 157.9 kg of shellfish was caught out of the total catch of 448.4 kg, showing a bycatch rate of 64.8%. On the other hand, in February and May 2023, the catch season for Atrina (Servatrina) pectinata, 3,692 fishsells were caught out of the 4,232 catches in total, showing a bycatch rate of 12.8%, and by weight, 1,185.0 kg of shellfish was caught out of the total catch of 1,293.2 kg, showing an 8.3% bycatch rate.

        본 연구는 디지털 시대 박물관 교육에 접목할 만한 디지털 매체를 활 용한 교육을 소개하고 이러한 매체들을 바탕으로 디지털 시대 박물관 교 육프로그램이 활성화 될 수 있는 방안을 살펴보고자 한다. 연구방법은 문헌연구로 국내·외 디지털 매체를 활용한 교육 사례를 수집하였다. 박물 관 교육에서 아직 활용되지 않은 사례들을 선정한 후 소개하고 이를 반 영하여 디지털 시대 박물관 교육프로그램의 활성화 방안을 제시하였다. 박물관 교육에서 활용 가능한 새로운 디지털 매체는 언택트 온라인 교육 의 ‘Class’와 디지털 테크놀로지 블랜디드 오프라인 교육의 ‘홀로그램 교 육’, ‘레고 코딩’, 가상세계 교육에서는 메타버스 플랫폼인 ‘ENGAGE’, ‘MOIM’, ‘MOZILLA HUB’를 살펴보았다. 향후 박물관 교육이 디지털 시 대 활성화가 되기 위해서는 디지털 리터러시 교육 강화, 생애주기별 디 지로그 교육 확대, 교육유형에 따른 메타버스 교육 적용을 제시하였다. 향후 박물관 교육 현장의 관계자, 참여자의 목소리를 담아 현장 연구와 융합적으로 살펴 더욱 진일보한 연구 결과를 도출할 필요가 있다.

        According to IAEA GSR Part.6, Decommissioning is carried out on the basis of planning and evaluation to ensure safety, protection of workers, public, and environment. Then, the decommissioning project of nuclear facility includes a radiation protection plan that reflects the regulatory requirements and international recommendations of each country and the internal regulations of the licensee. The scope of the radiation protection plan covers all radiation activities related to the dismantling and disposal of contaminated facilities subject to decommissioning. Radiation protection applications in the United States, a country with previous experience in decommissioning nuclear facilities, include 10 CFR 20 for NRC management facilities and 10 CFR 835 for facilities under DOE. In this study, we analyzed two cases of decommissioning plans to which NRC regulations are applied. In 1992, Yankee Atomic Electric Company (YAEC), the licensee of Yankee Nuclear Power Station (YNPS), notified NRC of the permanent shutdown of YNPS and submitted decommissioning plan accordingly. This decommissioning plan consists of a total of 9 chapters, and section 3.2 describes the radiation protection of decommissioning workers. The contents of the radiation protection program consist of 16 subsections. Another case is the decommissioning work plan of U.S. Navy Surface Ship Support Barge (SSSB), which used in Virginia to support the refueling of the U.S. Navy’s reactor vessel. This document was developed based on the NUREG-1757 and was revised in 2021 after receiving NRC comment. SSSB’s project radiation protection plan is described in appendix 1, and the contents consist of a total of 28 sections except for reference. In Korea, decommissioning plan is developed in accordance with “Standard Format and Content of the Decommissioning Plan for Nuclear Facilities”. According to this regulation, the radiation protection plan for licensing documents submitted at the time of application for approval of decommissioning execution shall describe the organization and functions for implementing of plan, methods, cycles and procedures for performing radiation protection and radiological monitoring. Also, the safety review guidelines of regulatory body also require radiation protection plans and procedures to ensure ALARA activities during decommissioning. In the case of the final decommissioning plan of Kori-1, which is currently submitted to regulatory body for licensing review, the decommissioning radiation protection plan is divided into 8 sections. Although the classification criteria for the radiation protection plan categories described above facilities are different, it could be seen that the following 7 contents are included in common: (a) ALARA application and organization for implementation, (b) Management of radiation control area, (c) Process of radiation work, (d) Radiation and contamination control, (e) Personnel radiation exposure monitoring, (f) Radioactive material management, (g) Radiation protection training.

        Wolsong Unit 1, a domestic heavy water reactor nuclear power plant, was permanently shut down in December 2019. Accordingly, Wolsong Unit 1 plans to prepare a Final Decommissioning Plan (FDP), submit it to the government by 2024, receive approval for decommissioning, and begin full-scale decommissioning. One of the important tasks in the decommissioning of Wolsong Unit 1 is to determine the decommissioning strategy. It is necessary to decide on a decommissioning strategy considering various factors and variables, secure the technical background, and justify it. The selection of a decommissioning strategy is best achieved through the use of formal decisionmaking assistance techniques, such as considerations related to influencing factors. It is very important to understand the basic decommissioning strategy alternatives and whether sufficient consideration has been given to situations where only a single unit is permanently shut down in a multi-unit site like Wolsong Unit 1, while the remaining units are in normal operation. As a process for selecting a decommissioning strategy, first, all considerations that could potentially affect decommissioning presented in the KINS Decommissioning Safety Review Guidelines were synthesized, influencing factors to be used in the decision-making process were determined, and the concept was defined. In order to select the most appropriate decommissioning strategy by considering various evaluation attributes of possible decommissioning alternatives (immediate dismantling and delayed dismantling), the Wolsong Unit 1 decommissioning strategy was evaluated by reflecting the AHP decision-making technique.
