        PURPOSES: This study was initiated to analyze the characteristics of bus traffic accidents, by bus types, using the decision tree in order to establish customized safety alternatives by bus types, including the intra-city bus, rural area bus, and inter-city bus. METHODS: In this study, the major elements involved in bus traffic accidents were identified using decision trees and CHAID algorithm. The decision tree was used to identify the characteristics of major elements influencing bus traffic accidents. In addition, the CHAID algorithm was applied to branch the decision trees. RESULTS : The number of casualties and severe injuries are high in bus accidents involving pedestrians, bicycles, motorcycles, etc. In the case of light injury caused by bus accidents, different results are found. In the case of intra-city bus accidents, the probability of light injury is of 77.2% when boarding a non-owned car and breaching of duty to drive safely are involved. In the case of rural area bus accidents, the elements showing the highest probability of light injury are boarding an owned car, vehicle-to-vehicle accidents, and breaching of duty to drive safely. In the case of intra-city bus accidents, boarding owned car, streets, and vehicle-to-vehicle accidents work as the critical elements. CONCLUSIONS: In this study, the bus accident data were categorized by bus types, and then the influential elements were identified using decision trees. As a result, the characteristics of bus accidents were found to be different depending on bus types. The findings in this study are expected to be utilized in establishing effective alternatives to reduce bus accidents.

        PURPOSES: This study suggests the application of glow line marking technology for reducing traffic accidents at nighttime. METHODS: In this study, using a statistical analysis, we analyzed the characteristics of traffic accidents occurring at nighttime. Next, the strength, weakness, opportunity, and threat (SWOT) factors were derived based on a current-status analysis of glow line marking technology and road environments. An SO strategy, ST strategy, WO strategy, and WT strategy were established in accordance with the four SWOT factors. RESULTS : This study suggests that the following strategies should be promoted to apply glow line marking technology to a road environment: 1) an activation strategy for the technological development of glow line markings for a new paradigm in reducing traffic accidents, 2) a benefit enhancement strategy applying glow line marking technology in places where nighttime traffic accidents frequently occur, 3) a strategy for the expansion of glow line marking by replacing streetlights, and 4) a strategy for enhancing road applications through the development of various line marking methods in consideration of both performance and costs. CONCLUSIONS : The application of glow line markings in a road environment can contribute to a reduction of traffic accidents at nighttime, and aid energy savings from the replacement of streetlights.

        PURPOSES: According to accident statistics for road built in 2004, the ratio of accidents on frozen roads to normal roads is 0.9%, whereas the fatality ratio is 2.7%. The risk of accidents on frozen roads is very high. Measures taken every year to prevent traffic accidents of frozen roads in the winter season are still insufficient. Additionally, measures have been established mainly on rural roads. Therefore, for urban roads, analyses and measures to prevent accidents are lacking. In this study, data on accidents on frozen roads was used to search for the causes behind these accidents and measures to reduce accidents have been recommended. METHODS: In this study, collected data from the TAMS (Traffic Accident Management System), which were collected by the Seoul National Police Agency was used. The data were divided into vehicle, people, and condition of road. The analytical model used here was the Logistic Regression Model, which is frequently used for traffic safety and accident analysis. This study uses the odds ratio analysis to search for variables related to frozen road traffic accidents in each category. A total of 18 out of 47 variables were found to be the causes of accidents. RESULTS: From the results of the comparative analysis of 18 variables, the category of the condition of the road was found to be the most critical. Contrary to expectations, more accidents occurred in clear weather than in other conditions. Accidents on bridges occurred frequently, and its odds ratio was the highest compared with other road types. When BPT is operated, the probability of accidents on frozen roads is lower than in general conditions, and accidents occurred frequently on roads with less than four lanes. CONCLUSIONS : Based on the results of this study, suggestions for reducing the risk of future domestic road accidents in freezing conditions are indicated as follows. First, it is necessary to perform a technical review of the urban road traffic accidents caused by frozen roads. Second, it is necessary to establish criteria for the study of the road environment based on the major causes of road accidents on frozen roads. Third, improvements in urban road environmental factors should be made.

        The traffic accidents in Korea have been increasing every year due to various reasons and simultaneously causing socioeconomic cost at the national level. This study has analyzed the correlation between meteorological factors and the traffic accidents in Seoul during 2013. Especially, we have selected season, rain and temperature among the meteorological factors to identify their significance with the traffic accidents. In addition, analysis of variance, t-test and a multiple regression technique is applied. Major findings from the analyses are discussed at the district point of view, including the different effect of weather condition and the interaction effect of rain and temperature in winter. The results of this study would be useful for developing management strategies to reduce car crashes and injury severity in Seoul.

        PURPOSES: Because expressway ramps are very complex segments where diverse roadway design elements dynamically change within relatively short length, drivers on ramps are required to drive their cars carefully for safety. Especially, ramps on expressways are designed to guarantee driving at high speed so that the risk and severity of traffic accidents on expressway ramps may be higher and more deadly than other facilities on expressways. Safe deceleration maneuvers are required on off-ramps, whereas safe acceleration maneuvers are necessary on onramps. This difference in required maneuvers may contribute to dissimilar patterns and severity of traffic accidents by ramp types. Therefore, this study was aimed at developing prediction models of the severity of traffic accidents on expressway on- and off-ramps separately in order to consider dissimilar patterns and severity of traffic accidents according to types of ramps. METHODS: Four-year-long traffic accident data between 2007 and 2010 were utilized to distinguish contributing design elements in conjunction with AADT and ramp length. The prediction models were built using the negative binomial regression model consisting of the severity of traffic accident as a dependent variable and contributing design elements as in independent variables. RESULTS: The developed regression models were evaluated using the traffic accident data of the ramps which was not used in building the models by comparing actual and estimated severity of traffic accidents. Conclusively, the average prediction error rates of on-ramps and offramps were 30.5% and 30.8% respectively. CONCLUSIONS: The prediction models for the severity of traffic accidents on expressway on- and off-ramps will be useful in enhancing the safety on expressway ramps as well as developing design guidelines for expressway ramps.

        We develop a model to predict traffic accidents in Korea. In contrast to the classical approach that mainly uses regression analysis, Bayesian approach is adopted. A dependent model that incorporates the data from different kinds of accidents is introduced. The rate of severe accident can be updated even with no data of the same kind. The data of minor accident that can be obtained frequently is efficiently used to predict the severe accident.

        본 연구의 목적은 가로구간 사고특성을 분석하고 주 야간 사고모형을 개발하는데 있다. 이를 위해 청주시 가로구간 24개 도로를 연구대상으로 2007년 사고 자료를 이용한다. 연구의 주요결과는 다음과 같다. 첫째, 가로구간의 주간 사고건수가 야간 사고건수보다 많았지만, 사고율에서는 야간사고율이 높은 것으로 분석되었다. 둘째, 4개의 사고모형이 개발되었으며, 이들은 통계적으로 모두 유의한 것으로 분석되었다. 마지막으로, 모형에 채택된 독립변수를 활용하여 주 야간 사고모형의 차이가 비교 분석되었다.

        교통사고 위험도 지수 산정 모델의 개발은 교통사고와 사상자수의 발생률을 줄이기 위한 대책으로 도로이용자 그룹, 도로와 가로망의 구역, 인구집단 등에 대한 교통위험도를 수식 또는 모델화를 통해 사전에 적용하여 효과를 극대화하고자 한다. 국외에서는 위험도평가모형을 통해 단일로 및 교차로에 개선방안 우선순위를 선정하는 방법으로 활용하고 있으며, 국내에서도 일부 사업에 적용되어 활용하고 있는 실정이다. 하지만 모형의 독자적인 개발보다는 국외의 모형을 국내 실정에 맞도록 일부 변형하여 활용하고 있어 그 정확성에 의문이 제기되고 있다. 따라서, 본 연구에서는 춘천시의 96개의 교차로를 대상으로 교통사고 발생 현황, 기하구조, 통제방식, 교통량, 회전교통량 등을 통해 교차로 평가요소를 추출하였으며, 추출된 평가 요소들의 상관분석을 통해 최종적인 변수를 도출하였다. 최종적으로 도출된 변수를 바탕으로 신호 구분, 차로수, 교차로형태의 세변수의 선형모형 분석을 통한 분산분석 기법을 이용하여 교차로 디자인 모형을 개발하였으며, 교차로의 계층분류, 판별변수 선정을 통해 신호교차로 위험도 모형, 비신호교차로 위험도 모형을 개발하였다.

        본 연구는 교통사고의 발생 유형과 교통사고 심각도(Severity)와의 관계를 규명함으로써 위험유형을 제시하고, 운전자 특성과 교통사고의 관계를 규명하고자 하였다. 교통사고 유형을 여덟 가지로 세분하고, 결과의 객관성 확보를 위해 안전벨트 착용여부를 추가하여 상해정도와의 관계를 분석하였으며, 위험그룹의 분류를 위한 운전자의 특성은 성별, 차종, 연령 등을 대상으로 하였다. 카테고리 자료의 분석을 위하여 로그-선형 모형 및 로짓 모형을 사용하였다. 분석결과 사고유형과 심각도와의 관계에서는 정면충돌 사고와 앞지르기시, 우회전시 사고가 부상 또는 사망사고에 연루될 가능성이 높았다. 위험그룹 분석에서는 20세 미만의 이륜차 운전자, 41세에서 50세까지의 택시 운전자가 가장 위험한 집단으로 분석되었으며 또한 남자보다는 여자가 승용차와 중형화물 등에 관계되었을 때 더 위험한 것으로 분석되었다. 따라서 교통사고 발생시 인명 피해를 줄이기 위해서는 정면충돌 사고와 앞지르기시, 우회전시 발생하는 사고를 줄일 수 있는 방안이 연구되어야 하고, 교통사고 취약계층으로 분석된 위험그룹에 대한 교통안전 교육 및 단속이 강화되어야 할 것이다.

        노면요철포장은 1950년대 처음 설치된 후 사고감소효과에 대하여 여러 가지 연구가 있어왔다. 대부분의 연구에서 주로 졸음과 부주의 사고를 예방하는 것으로 알려져 있다. 본 논문에서는 고속도로 377개소에서 4년 동안 수집한 교통사고를 바탕으로 노면요철포장 설치 전 후에 사고감소원인과 환경을 분석하였다. 분석결과 노면요철포장 설치 전 후 교통사고를 비교할 때 -200건/2년(-32.3%) 감소하여, 노면요철포장 설치시 사고감소 효과가 있는 것으로 나타났다. 세부교통사고 원인분석결과 노면요철포장 설치효과가 유의하다고 할 수 있는 교통사고원인 항목을 제시할 수 있었다. 졸음, 과속, 주시태만, 부주의, 차량결함, 안전거리 미확보 교통사고감소가 유의하였다. A, B, C 등급 사고의 경우 교통사고감소가 유의하였다. 기상 상태 원인분석결과 맑음, 비, 흐림 기상상태에서 노면요철포장으로 인한 교통사고감소가 유의하였다. 본 논문 결과는 그동안 졸음 혹은 부주의 교통사고우려에 대응하도록 한 기존 노면요철포장 설치기준보다 원인인자를 명확히 하고 확장하여 고속도로 교통사고감소에 기여할 것으로 생각된다.

        Extreme low temperature has various effects on society. It has negative impacts on health, industry, agriculture, and transportation during winter season. Therefore, extreme low temperature is recognized as main factor that causing traffic accidents. This study analyzed the relationship between low temperature and traffic accidents from 2012 to 2018. This study also compared the differences in vulnerability to low temperature between urban and rural areas. Generalized Additive Model (GAM) and Poisson regression model are used to estimate the thresholds and the level of traffic accidents. The results show that the thresholds tend to be decreased gradually, but the level of traffic accidents are more likely to increase in both urban and rural areas Comparatively, rural areas are more vulnerable to traffic accident caused by drop in temperature than urban areas.

        New towns and large multi-family housing complexes are being built in the capital region of Korea, with the goal of creating safe and pedestrian-friendly cities. Traffic accidents in such residential complexes, however, is on the rise, creating social problems. While there have been many previous studies on problems with pedestrian environment; there is a dearth of studies that take design-based approach to ensure safety in pedestrian environment within residential complexes. Therefore, this study aims to prevent traffic accidents by properly planning pedestrian environment within multi-family housing complexes, in addition to emphasizing theories related to planning safer pedestrian environment in general. This study found the following design directions required to improve the design theory of pedestrian safety in multi-family housing complexes: (1) Linking traffic facilities and residential complex spaces in Korea; (2) Considering implementation of United Kingdom road systems; (3) Establishing appropriate objectives for each residential complex based on case study. In response to these findings, the study selected the A84BL complex in Hwaseong Dongtan 2 Complex located in Dongtan-myeon, Hwaseong-si in Gyeonggi Province, Korea. Items that can be implemented, as well as spatial design directions, were discussed with a focus on private vehicles, pedestrians, and service vehicles.

        Climate change affects the occurrence of heat waves in Korea. Heat wave gives significant impacts not only to human health, but also adversely affects on traffic accidents both directly and indirectly. This study analyzed heat wave impacts on traffic accidents in summer time (JJA) from 2012 to 2017 timely. To consider some occupations work in earlier or later than regular working hour, 04~20h is set for this study. Generalized additive model is used to analyze the relation between the temperature and traffic accidents. The results showed that the traffic accidents in high temperature increases in 04~08h, 08~12h, and especially 18~20h. The percent difference for relative risk of traffic accidents is 2.34% (95% confidence interval: 1.140, 3.269) when the temperature increase by 1°C in 18~20h. The results of this study suggest some requirements for measures to prevent traffic accidents in the morning and evening hours with increasing temperatures.

        Article 3(1) of the Act on Special Cases concerning the Settlement of Traffic Accidents (hereinafter ‘Traffic Special Act’) provides that “A driver of a vehicle who commits a crime provided for in Article 268 of the Criminal Act by reason of a traffic accident shall be punished by imprisonment without prison labor for not more than five years or by a fine not exceeding 20 million won”. This regulates Non-real Status Crime, and ‘traffic’ stipulated herein is interpreted as objective circumstances of conduct. Additionally, driver stipulated in the Traffic Special Act seems to be defined as ‘a person driving or who has driven.’ This stems from legislator’s preference for compressed expression in terms of legislative technical efficiency. It is understood to be the result of preference for ’driver’, which is a compressed expression, rather than the descriptive phrase such as “anyone who is under the circumstances of operating a vehicle or driving” (Article 3(1) of the Traffic Special Act, Article 151 of the Road Traffic Act is identical) or “anyone who is driving or have driven” (Article 3(1) & 4(1) of the Traffic Special Act). The background of the subject judgment corresponds to [Case 2] where a non-driver (different occupation), who is a person lacking status, collaborates with an ‘occupational’ driver, who is a person with status. In this case non-driver, who lacks the status as an ‘occupational’ driver, has a status for a different occupation, and consequently shall be punished according to the statutory penalty for Co-principals of Traffic Special Act along with the person with status as ‘occupational’ driver (Article 33 of the Criminal Act). The reason is that the person lacking status has its own unique occupational negligence derived from the different occupation apart from the occupational driver, being guilty as Co-Principals of Bodily Injury by Negligence of the Criminal Act - Article 3 of the Traffic Special Act supercede Article 268 of the Criminal Act based on the existence of special relation. As regards to the contravention of Article 3(1) of the Traffic Special Act, where ‘traffic’ situation, which is the condition of punishment, and 12 exception clauses, which are the conditions of prosecution, exist only in respect of occupational driver, the person lacking such status also is inevitably guilty for Co-Principals of Traffic Special Act. As an inevitable outcome, Article 3(2) of the Traffic Special Act, which is a special case of non-prosecution against the clearly expressed intention of the victim, also applies to the person lacking such status. However, since the Principle regarding the Indivisibility of Criminal Complaint does not apply to an offence which cannot be prosecuted against the clearly expressed intention of the victim, declaration of an injured party of his/her intention not to prosecute two or more Co-Principals does not take effect in respect to the other accomplices. Therefore, Article 4(1) of the Traffic Special Act, stipulating special cases of comprehensive insurance coverage, is interpreted to limit the scope of personal application to only ‘driver’ according to its literal reading. “Exceptions must be interpreted narrowly”(ingularia non sunt extendenda), which is a principle of limitation, must apply to the above. The subject judgment is evaluated to confirm the non-application of the special cases of insurance to non-driver, i.e. comprehensive insurance coverage not taking effect to non-driver. This point is at least considered to be in line with the established precedent that the principle of Subjective Indivisibility of Criminal Complaint shall not apply mutatis mutandis to offence which cannot be prosecuted against the clearly expressed intention of the victim. Nonetheless, it is extremely regrettable that the subject judgment only declares such purport without any detailed grounds.

        Traffic accidents on the expressways during the high speed driving are severe and more damaging, compared with other traffic accidents. There has been much effort to reduce the traffic accidents by seeking for the cause of the accidents. Apart from drunk driving and driving while drowsy caused by personal carelessness, one of the main causes of the accidents on the expressways is the limit to the straight-ahead. The straight-ahead is much affected by climate and topography. Existing research on this subject investigates the accidents during the driving on the expressways under bad weather, the accidents on the freeways with design problems regarding the topology and grade and the accident frequency varying with traffic volume. The current study suggests a model including precipitation and traffic volume at a time and aims at examining their impacts on the traffic accidents on the expressways by using a binomial logistic regression analysis. The data used were the traffic accident frequency per day over a year on each link of two expressways, Donghae and Yeongdong, which represent Yeongdong and Yeongseo regions of Gangwon Province. The results tell that precipitation and traffic volume significantly affect the occurrence of the traffic accidents. The accident occurrence is also significantly different between the two expressways and even more significantly different between links within each expressway. Further research topics were identified, including the distinction between rainfall and snowfall, the inclusion of mediating variables such as the limit to the straight-ahead due to the precipitation and the differentiation between the degrees of fatality of the traffic accidents.

        The ruling that declared the restriction of right of arraignment according to exemption law is unconstitutional in case of grieve bodily harm regardless of light/heavy negligence poses several problems. This is especially the case in heavy negligence, but it is in overall problematic in execution levels if negligence is not considered. Even though heavy negligence is not seen as a weighing factor of professional negligence and instead either is seen as a weighing factor of normal negligence in criminal law, the ruling completely ignores this. It is also problematic in that heavy negligence is not a solid concept and leaves much to the judgement of the jury. In addition, the fact that decision of heavy negligence depends on doctor's opinion is also a problem. The unconstitutional declaration saw the exemption law as a violation of the equality rights, but it actually helps the people's convenience by speeding up the process of compensation, and the differentiation of death and heavy negligence is according to their inherent differences. The exemption law serves its purpose by transferring the loss of property of victims to the car insurance and preventing the mass production of ex-convicts.

        VTS의 관제 범위에서 발생한 교통관련사고 분석은 VTS의 개선방향 검토에 중요한 기초 자료를 제공할 것으로 기대되나 현재까지의 연구는 미흡한 실정이다. 분석은 최근 6년(1999-2004년)간의 해양안전심판재결서와 VTS 센터별 자료 및 Port-Mis자료를 이용하여 이루어졌다. 연구결과, 1) 교통관련사고의 통제 및 VTS의 개선 방향을 검토할 필요성을 확인하였다. 2) 교통관련사고의 경우 관제여부에 따라 사고원인과 시정상태, 충돌사고의 상대선 인지거리 및 인지지체원인에 차이가 발생함을 통계적으로 확인하였다. 3) VTS의 지원은 충분한 시간 전에 적극적이고 지속적으로 이루어져야 하며 04-08시 시간대에 강화되어야 함을 확인하였다. 4) 사고예측모형을 통해 관제선박의 교통관련사고는 일평균 교통량에 큰 영향을 받고 있으므로 VTS 운영자가 사고의 위험성이 높은 선박을 우선적으로 식별하여 관련 정보를 신속하고 적극적으로 제공할 수 있도록 지원하는 시스템을 구축하여야 한다.

        The traffic accidents in large cities such as Pusan metropolitan city have been increased every year due to increasing of vehicles numbers as well as the gravitation of the population. In addition to the carelessness of drivers, many meteorological factors have a great influence on the traffic accidents. Especially, the number of traffic accidents is governed by precipitation, visibility, humidity, cloud amounts and temperature, etc. In this study, we have analyzed various data of meteorological factors from 1992 to 1997 and determined the standardized values for contributing to each traffic accident. Using the relationship between meteorological factors(visibility, precipitation, relative humidity and cloud amounts) and the total automobile mishaps, an experimental prediction formula for their traffic accident rates was seasonally obtained at Pusan city in 1997. Therefore, these prediction formulas at each meteorological factor may be used to predict the seasonal traffic accident numbers and contributed to estimate the variation of its value according to the weather condition in Pusan city.
