Social media began to boom in the 2000s. According to statistics, there are 92.3% of internet users are social media users who spend nearly two and a half hours daily on social media. Instagram is considered the most popular image-sharing platform, with more than 1.2 billion monthly active users. Meanwhile, consumers nowadays refer to and follow online reviews to assist their decision-making process more efficiently.

국제해사기구(IMO)에서 선박으로부터 배출되는 온실가스 등 대기오염물질을 감축하기 위해 해운분야 환경규제를 강화하고 있 어 전 세계적으로 조선․해운산업의 패러다임이 친환경․고효율 선박으로 전환되고 있다. 우리나라도 친환경선박을 보급하기 위해 2020 년부터 친환경선박 보급 확대 정책을 추진하고 있다. 본 논문은 우리정부의 친환경선박 보급정책에 대하여 전문가 12명을 대상으로 설문 조사를 실시하고, 계층분석법(AHP)을 활용하여 정책의 중요도를 평가하였다. 분석결과, 6개 중점추진과제 중에서 무탄소 및 저탄소 선박 개발을 위한 “미래 친환경선박 세계 선도 기술확보” 정책이 가장 중요한 것으로 나타났다. AHP 분석을 통한 친환경선박 정책의 중요도를 분석한 본 연구는 국제해양환경규제에 선제적으로 대응하고, 우리 해운 및 조선 산업의 보호와 신산업 육성 측면에서 예산 배분 및 정책 개발 등 정책 집행의 효율성을 제고할 수 있는 방향 설정을 위한 자료로 활용할 수 있을 것이다.

KOPIA 필리핀 센터는 2015년부터 2019년까지 벼 우량종자 증식과 보급 시범사업을 위해 Iloilo 지역 시범마을에 양수기 지원 및 관개수로 확충을 통하여 Sinibaan 50 ha와 Tabucan 65 ha 등 총 115 ha 면적의 관개시설과 ‘Milyang 23’ 등 다수성 품종과 재배기술을 지원하였다. Bohol 지역 시범마을은 japonica 벼 품종 ‘MS 11’의 고순도 종자를 시범마을 농가에 분양하고 재배기술을 지원하였으며 대량 재배를 통해 주변 시장과 연계하는 고급브랜드화 사업을 추진하였다. Iloilo와 Bohol 2개 지역에서의 필리핀 벼 종자증식 및 보급 시범마을사업의 성과분석 결과, 본 사업은 마을에서 요구하는 벼 재배 맞춤형 기술지원과 적절한 기반시설 투입을 통해 다음과 같은 결과를 얻었다. 1. 2개 지역 시범마을사업 추진 결과 벼의 평균 생산량은 25.6~29.7%가 증가하였다. 2. 시범마을사업 추진을 통해 2개 지역 평균 순소득은 2~3 배가 향상되었다. 3. 이중차분법(DID)을 이용하여 분석한 농가 소득은 Iloilo 주 건기 22.2%, 우기 0.2%, Bohol 주 건기 47.3%, 우기 48.5%로 향상되었다. 4. 시범마을사업 참여 농가의 만족도와 계속 참여 의향은 7 점 만점에 5.4~6.7 범위로 향후 동일한 사업이 진행된다면 다시 참여하겠다는 농가 비율이 상대적으로 높은 경향을 보였다.

본 연구는 언어보급 정책이란 무엇인가를 알아보고 그 대표 적인 예로 일본에서 시행하고 있는 일본어보급 정책을 살펴보고자 한다. 이를 위해 현재 일본어를 학습하고 있는 국내외 현황(국가 및 학 습자수)을 알아보고, 일본 정부에서 시행하고 있는 국·내외 일본어교육 및 일본어 보급에 대한 전체적인 실정을 파악한다. 이를 바탕으로 앞으로 한국어교육 및 한국어 보급을 위해 나아갈 방향을 모색하고자 한다.

This study aimed to analyze the status of major countries’ online national language dissemination for overseas learners. This was done by the representative national organizations founded with governmental support. The study comparatively analyzed the dissemination status of the representative organizations of other countries and representative Korean organizations for Korean language education. The results of the comparative analysis of the major websites of the seven countries investigated in this study revealed the following characteristics. First, the websites were categorized into integrated single and divided dual websites according to their characteristics. Second, the language and cultural content varied depending on whether the websites provided information on offline education service or not. Third, there was a major difference in the number of service languages available on each website. Further, it was distinguished by its strength in providing a variety of specialized learning materials including self-learning modules, video clips, webtoons (internet-based comics), and study materials. However, it was also revealed that further improvements were required in promoting offline education programs and introducing the Test of Proficiency in Korean (TOPIK). This study is valuable because the analysis results suggest implications for improvements to be made to the website of the Korean language for better dissemination.

비벡터링은 벌이 수정활동을 하는 동안에 이들로 하여금 병해충 방제용 미생물 제제를 식물체에 전달하게 하여 생력적으로 병해충 발생을 억제시킬 수 있게 하는 새로운 작물보호 기술이다. 국립농업과학원 시험포장과 농가포장의 방울토마토 시설하우스에서 화분매개충인 뒤영벌(Bombus terrestris), 미생물제제인 바실러스 서브틸리스(Bacillus subtilis), 그리고 자체 제작한 분배장치를 이용하여 비벡터링 시험을 수행하였고, 식물체에 전파된 미생물제제의 양과 비율을 측정하였다. 분배장치를 통과한 벌 충체에는 9.0x105∼1.9x106의 세균이 검출되었다. 농과원 시험포장 방울토마토 꽃에서 측정된 세균수는 꽃당 2,600-8,600개 였으며, 80-100%의 꽃에서 검출되었다. 미생물제제를 주 1회와 주 2회 교체한 경우 처리간에는 유의한 차이가 발견되지 않았다. 농가포장에서는 꽃당 1,800-2,400개를 83-93%의 꽃에서 검출할 수 있었고, 비벡터링시험전에 비해 세균수가 75배 증가되었다. 비벡터링 시험에 따른 벌 사망률은 22% 정도로 무처리구와 차이는 없었고, 따라서 미생물제제가 뒤영벌에 대한 부작용은 거의 없는 것으로 판단되었다. 비벡터링 기술 적용에 따른 방울토마토의 수확량은 무처리구와 비교해서 차이가 없었다. 앞으로 뒤영벌에 안전하면서 병해충에 대한 방제효과가 좋은 미생물 제제들을 선발하고, 병해충 발생에 따라 이 기술의 운용 전략 등을 세심하게 가다듬으면 화분매개곤충을이용하는 토마토, 딸기 재배에서 이 기술의 실용화는 매우 가까이에 왔다고 볼 수 있다.

이 연구의 목적은 한국지질자원연구원에서 실시한 지식재산 교육기부의 효과를 연수 참여 교사들의 인식을 통해 알아보는 것이다. 한국지질자원연구원은 Creative Geo Educamp-"지질과학자와 함께 하는 테마여행"이라는 주제로 2010년 7월 6일부터 8일까지 중등교원 35명, 7월 20일부터 22일까지 초등 교원 31명을 대상으로 합숙 연수를 실시하였다. 이번 연수의 목적은 한국지질자원연구원이 축적해온 지식재산을 활용하여 공교육 강화에 기여하고자 한 것이다. 이를 위해, 연수과정에서 2009 개정 교육과정의 창의적 체험활동 지도 교재와 kit를 개발 보급하였다. 설문 결과, 교사들은 교재와 kit는 창의적 체험활동 지도에 적절한지에 대해 중등 교원이 4.49, 초등 교원이 4.80으로 응답하여 높은 타당성을 나타냈고 향후 지질분야 창의적 체험활동 지도에 도움이 될 것으로 확인되었다.

Korean agricultural industry has weakened as demand for domestic agricultural products has declined due to accelerating market liberalization, aging and shrinking of rural population, and stagnating rural households’ incomes. On the other hand, as the forth industrial revolution unfolds in earnest, tremendous changes are expected, and those changes won’t be confined to certain industries but would shaken the world we know of entirely. Smart farm, which is one example of the fourth industrial revolution, is increasingly being recognized as a new growth engine for the future as smart farm and the science and technology behind it, not the size of arable land, will determine competitiveness of the agricultural industry and drive agricultural productivity and managerial efficiency. In consideration that John W. Kingdon’s Multiple Streams Framework has recently been presented as an important theoretical model in the policy field, this study analyzed problem stream, policy stream, and political stream in the process of forming the smart farm policy, and looked into what role the government played as policy entrepreneur in policy window. The smart farm policy was put on policy agenda by the government and was approved when the government announced the Smart Farm Plan together with relevant ministries at the 5th Economy-Related Ministers’ Meeting held in April 2018. This suggests that change of the government is the most critical factor in political stream, and explicitly indicates the importance of politics in formation of an agricultural policy. In addition, actual outcome of the policy and how policy alternatives that will enhance people’s understanding will support it seem to be the key to success. It also shows that it is important that policy alternatives be determined based on sufficient discussion amongst stakeholders.

오랫동안, “무형문화유산”은 학술계에서 중점적인 연구대상이었을 뿐만 아니라 사회에서도 뜨거 운 관심을 받고 있다. 그러나 문화유산의 보호와 전승(傳承)의 기술에 있어서 뛰어난 방법을 아직 찾 지 못했다. 지금은 역시 전통전인 동영상 촬영과 문자소개, 녹음 등의 수단으로 이를 보호하고 전승 하고 있다. 이러한 상황에서 창의성이 있는 기술수단을 설계와 개발하고, 현재 주류 매체의 전파방식 과 결합해야 하고, 다양한 연령대의 주목을 이끌 수 있으며, 전체적으로 무형문화유산의 특징을 전시 할 수 있는 매체의 형식을 개발해야 할 필요가 있다. 그렇기 때문에 본문은 여러 가지 관학지식의 융 합으로 이례를 깨고 새로운 방법으로 무형문화유산의 보호와 전승을 진행하는데 중심을 두고 있다. 연구의 과정 중에서 무형문화유산의 전파 경로의 다양성을 연구 중점으로 하고 무형문화의 원소들을 게임, 애니메이션 등 현재 주류의 전파 매체 속으로 삽입한다. 여기서 우시(无錫)의 자사(紫砂)와 혜산 진흙인형(惠山泥人)을 선출하여 연관된 이론을 엄밀하게 연구하고 이들의 특징과 발전궤적을 분석하여 애니메이션의 원소를 설정하고 상대적으로 완벽한 게임 과 애니메이션의 방안을 기획한다. 최종적으로 우시의 자사와 혜산 진흙인형(惠山泥人)의 모체(母體) 를 무형문화유산의 주제로 애니메이션의 설계를 진행할 것이며 몰입성과 취미성을 더하여 무형문화유 산의 보호 작업을 효율적으로 전개하고 추진한다.

The Supreme Court of Korea convicted Jung Bong-Ju, a former National Assembly member(United New Democratic Party) on the charge of violating Article 250, Section 2 of the Public Office Election Law on December 22, 2012. The Conviction and Imprisonment of Jung Bong-Ju who is one of the 4 hosts of the popular podcast “I'm a Weasel(Naneun Ggomsuda)” drew public attention, and this leads to the heated social discussion about freedom of expression. Moreover, the problem is raised that the crime of disseminating false information under the existing provision(Article 250, Section2 of the Public Office Election Law) result in the excessive restrictions on freedom of political expression. In order to solve this problem legislatively, “the partial amendment bill of the Public Office Election Law” was proposed on January 9, 2012. In such a high profile situation that public attention has focused on the crime of disseminating false information, it is required to review the criminal justice issues on this judgement of the Supreme Court. This article considers this judgement focusing the constituent elements of the crime of disseminating false information(Article 250, Section2 of the Public Office Election Law) and the burden of proving falsity.

The Present study focuses on the publishing, dissemination, and reception of Beethoven's music during his lifetime and after his death. The common and different aspects among Beethoven, Mozart, and Haydn in these three fields were investigated. Since the active working periods of the three composers were different within the range of 1770-1810's, the practices of publishing and dissemination changed. Since the music market was rapidly growing, the relationship between the composer, publisher, and the public was also changing. As a result, the process of reception of Beethoven's music was quite different from that of the previous time. This paper especially put focus on the early phase(1792-1803) of Beethoven in Vienna. The process of construction as a new master composer in the musical world of Vienna was also discussed. In addition, the role of supporting groups for Beethoven among aristocratic salons was investigated. The changes in musical taste and ideology were also illuminated. Furthermore, the roles of published edition and reviews of music journals such as Allgemeine Musikalische Zeitung, Berliner Allgemeine Musikalische Zeitung, Wiener Allgemeine Musikalische Zeitung, and Caecilia in the reception of Beethoven's music were discussed.

이제까지 보고된 앙소시대 농업유적을 검토하여 앙소시대 농업의 발전을 주로 도속혼작 농업의 분포로 파악하고 도속혼작구의 북한계선을 연장하여 도속의 동북전파를 고찰하였다. 앙소시대문화 유적을 가지고 도작농업구, 속작 농업구 그리고 도속혼작 농업구의 구분을 시도하였다. 도혼작 농업구의 도률유적을 검토하고 앙소시대 중의 도속혼작구의 변천을 검토하여 그 북한계선이 남북으로 이동했음을 고찰하였다 앙소시대 장강유역 및 황회지구에서의 고고 발굴물을 가지고 도작에 영향하였을 것으로 생각되는 기후 · 환경을 고찰하였다. 도속혼작구 북한계선의 남북이동을 가지고 도작의 동북향 전파 특히 한국 한강유역으로의 전파를 추측하였다.

The agriculture in Korea has been gradually changed from a labor-intensive type to a labor-saving one which aims to maximize productivity of labor. Herbicides have been utilized in rice farming since 1955. The consumption of herbicides rapidly increased during the last decade. However, the technology of weed control with herbicides has not been developed yet. For the dissemination of efficient weed control methods in farming, both research and extension activities on herbicide utilization should be strengthened. Appropriate research and guidance units on weed control should be established as early as possible, in order to provide the necessary technical information.
